Daniele Lochak argued that „the history of human rights are the history of a struggle”, the struggle for respect for human dignity by state authorities. Thus, in order to make human rights defense more efficient, in time, the principle of the absolute sovereignty of the states was limited, these agreeing on international instruments, the creation of international protection systems to ensure to their citizens a second level of rights protection. The scientific work carried out briefly exposes the problem of the legal relations, born between the state and the individual, having as object the nationalization of the buildings abusively during the communist Romania period. In the content of the work I wanted to highlight in the five sections the considerations of the European Court of Human Rights, an international court that ensures the second step of defending human rights, regarding the famous Brumarescu case against Romania, and also to bring a personal report to the case for the trial and a draft „law ferenda” – (with a view to the future law).

In Romania, the number of unemployed registered by the National Agency for Employment is 260,635 persons (September 2019), and the number of unemployed with higher education is 16,152 persons. This fact is largely caused by the lack of synchronization between the educational requirements in the university environment and the real needs of the labor market. In order to identify the degree of satisfaction of the employers regarding the professional training and practice of the masters graduates in administrative sciences, the main deficiencies manifested by the employees, which should be corrected in the academic environment and the degree of adaptation of the educational requirements from the postgraduate environment to the real needs of the labor market, we applied a questionnaire on a number of 245 persons working in public institutions in Constanta county. We assume that the degree of satisfaction of the employers regarding the professional and academic training of the graduates is a satisfactory one, and the difficult principles of the employees being: communication skills and the insufficient specialized practice.

Regionalization and decentralization processes are absolutely necessary to streamline the Romanian public administration, both through better capacity of the absorption of the European funds and by reducing bureaucracy, a better representation of regional and local interests in line with the development of territorial and economic question. This article attempts to answer the question: It takes a comprehensive and simultaneous decentralization and regionalization of Romania?

Political parties are an essential element of any democracy, guaranteeing the plurality of opinions in public. In society, they meet a mediating role citizens and institutions, contributes to aggregating interests and their transformation into public policy choices and engage in organizing election campaigns and public outreach to citizens. Life has shown that the overall progress of society is inextricably linked to the improvement of our territory and local governments, which favor rational public investment location across the country, the harmonious development of different areas and localities. EU states are characterized by diversity in terms of territorial organization, which is reflected in the organization of public administration. In states unitary type, the central government exercises its powers throughout the country, while local government organized one, two or even three levels, exercise their powers only within the territorial-administrative who was elected and functioning.

In the context of EU accession, Romania had to declare their determination to make the necessary reforms in order to become a member state. This prompted a change in the whole structure of economic, social and political development of the country. The problem of Romanian Public Administration is considered to be one of the arrears overall reform process, the goal of EU accession offered Romania the general framework in which reforms could be achieved. It is recognized that the process of modernization and reform that took place in Romania in recent years has been rather slow. Some areas have progressed faster than other areas. The reform process has had some priorities, including public administration. Unfortunately, modernization and reform in this sector has not enjoyed a sustained dynamism so that the European Commission had to draw constant attention to Romania to speed up the reform process in public administration.
