Author : S. V. Patil |
Abstract | Full Text |
Abstract :In the present study, nanocrystalline MoBiGaSe5 thin films with primary semispherical balls and secondary diffused nanograins have been prepared onto glass substrates by vacuum deposition technique. Ammonium molybdate (NH4)6Mo7O24·4H2O, Bismuth nitrate Bi(NO3)3·5H2O, Gallium nitrate Ga(NO3)3·xH2O, and Selenium Se metal powder were used as a precursors of Mo+4, Bi+3, Ga+3 and Se-2
ions respectively. The as deposited and vacuum annealed thin films were characterized for their optostructural, morphological and electrical properties using different characterization techniques. Optical absorption studies reveal that as
deposited and annealed MoBiGaSe5 films show absorption in the wavelength range of 400 to 800 nm. Scanning electron microscopic (SEM) images of as deposited films showed uniform, well defined granular morphology, besides annealed samples have diffused granular growth of uniform spheres. X-Ray diffraction (XRD) analysis of annealed thin film shows, the phase transition from orthorhombic Bi2Se3 to stoichiometric
hexagonal Bi2Se3 phase. Phase transition confirms the formation of hexagonal nanocrystalline MoBiGaSe5 pure phase. Electrical conductivity (EC) of as deposited and vacuum annealed sample was measured by two probe method. An EC increase with temperature indicates semiconductor nature with p-type conductivity. |

MANAGEMENT OF URBAN WATER UTILITIES IN HUBLI - DHARWAD CITY: ISSUES & CHALLENGES |
Author : Dr. Basavaraj R. Bagade |
Abstract | Full Text |
Abstract :Prior to Indias independence, the state took upon itself the role of sole provider of water. It was the colonial state that centralized control over water resources. The post-independent state inherited this role, and continued with it. This led to communities and households being no longer the primary agents of water provision and management. The HMWSSB treats water primarily as a social good. It follows a centralized, supplydrive approach of service delivery where water tariffs are highly subsidized for both the domestic users as well as
the industrial users. Many have supported this approach by justifying that water is a fundamental right of the people. Article 21 of the Constitution guarantees the right to life, which also includes the right to clean drinking water. The State is duty-bound to provide it. However, inadequate resources constrained governments ability to fulfill this goal and coverage and quality of services suffered. The Hubli-Dharwad cities together are the 44th largest conurbation in India. It is an important commercial, administrative cum industrial centre of the state. The congestion of urban settlement has given rise to many problems like housing, water, sanitation etc. The condition of drinking water supply is becoming deplorable news paper carry daily reports on the water shortage. TRENDS IN REVENUE INCOME FOR THE STATE OF MAHARASHTRA |
Author : Dr. G. H. Barhate |
Abstract | Full Text |
Abstract :Role of state governments over a period of time has shifted from doer to facilitator for the economic development of respective states. As rightly pointed out by Wagner, an increase in states activity results in corresponding rise in government expenditure which needs to be financed from some or the other sources owing to states role of performing various functions. Receipts for government are primarily raised through revenue receipts and capital receipts. Revenue receipt forms an important component for the state governments considering its recurring nature. State of Maharashtra, one of the industrialized states in India has registered an average rise of 185% (1990-2015) in collection of revenue receipts. However the challenge remains arresting the falling share of tax revenue numbers in percentage terms which is only 76% (averaged for the year 1990-2015). This paper is an attempt to review the revenue receipts for the state of Maharashtra and indentify the movers and shakers.

Author : Dr. M. Veera Prasad |
Abstract | Full Text |
Abstract :Globally, all the nations are marching ahead giving more priority to the growth of secondary sector and tertiary sector. The primary sector i.e., the agricultural sector in fact is not neglected but is generally not treated alike the other sectors. Agriculture was considered as the main occupation in majority of the nations until the late half of the nineteenth century. The nations that follow a balanced approach in the gradual
development of all the sectors will prosper in all the dimensions. Almost each and everyone of us are from the
agricultural society in the past but today after moving to the cities and settling down we are forgetting our roots
and looking down upon the agricultural societies and their issues. The farmers play a significant role in producing
the food grains, vegetables and other products that are very essential for the survival of the human beings. If there
happens to be a severe shortage of the food products then the human society gradually perishes within a short span of time. Several decades ago the primary agricultural society was given high priority but due to the gradual development of the industrial and service sector the agricultural sector is losing ground and the farmers depending on it is under severe threat. |

THE PHILOSOPHICAL CONCEPT OF VIPASSANA MEDITATION FROM THE BUDDHIST PERSPECTIVE |
Author : Acikkhana and Dr. K. Raveendaran |
Abstract | Full Text |
Abstract :Vipassana is a Pali word from the Sanskrit prefix "vi-" and verbal root paú. It is often translated as "insight" or "clear-seeing", though the "in-" prefix may be misleading; "vi" in Indo-Aryan languages is equivalent to the Latin "dis." The "vi" in vipassana may then mean to see into, see through or to see ‘in a special way.’ Alternatively, the "vi" can function as an intensive, and thus vipassana may mean "seeing deeply."A synonym for "Vipassana" is paccakkhain Pali and Sanskrit: pratyak?a, "before the eyes," which refers to direct experiential perception. Thus, the type of seeing denoted by "vipassana" is that of direct perception, as opposed to knowledge derived from reasoning or argument. |

BINARY OPPOSITIONS IN J.M. COETZEE’S DISGRACE: A POST-APARTHEID PERSPECTIVE |
Author : Dr. Pallavi |
Abstract | Full Text |
Abstract :Human life is a circumlocution of binary divisions which may be contradictory or complementary. When a writer creates a text, there is a world view which is the local and the global at the same time because there are multiple ideological indicators in the narrative for the reader to uncover. The writer’s cultural
conditioning and the construct of the language code viz-a-viz the universality of themes, the appeal for aesthetic beauty and proliferation of meanings are other factors which contribute in creating the conceptual connections in the narrative. This is what creates the categorization into binary oppositions which a writer exercises with reference to his own philosophy and his perception for mankind, culture, language and ethnicity at large. Coetzee also creates a realm of such binary oppositions in the furores of post-apartheid in his novel Disgrace. The paper
attempts to explore these binary oppositions embedded in culture. To encompass this task, a structural analysis of
the relationships between signs through the opposition of concepts extending itself to relevant ontology is also
done. |

MARITAL DISCORD IN ANITA DESAI’S NOVEL, CRY, THE PEACOCK |
Author : Riya Chatterjee |
Abstract | Full Text |
Abstract :Of all the contemporary Indian English novelists Anita Desai is, perhap, the most perceptive and consistent explorer of the inner life, especially that of Indian women, convulsed by an acute sense of helplessness in the face of onslaughts of an unfeeling world and the resultant mental agony. Her women are almost sick of life and listless playthings of their morbid psychic longings. Most of her female protagonists- Maya in Cry, the
Peacock (1963) Monisha in Voices in the City (1965), Sita in Where Shall We Go This Summer"? (1975), Nanda in Fire on the Mountain (1977) – are abnormally sensitive and unusually solitary to the point of being neurotic. What is important is the fact that Anita Desai, in most of her novels, attempts to bring out the neurotic condition of her female protagonists by a variety of factors – the most prominent being dissonance in marital relationships. This paper puts forward the portrayal of marital discord in Anita Desai’s Cry, the Peacock.

Author : Merajud Din Drangay and Dr. N. Periyasami |
Abstract | Full Text |
Abstract :Present study reveals the overall working of GST in India. After a long interval, government decided to impose GST on 01 July 2017 while more than 150 countries have already implemented GST and France was the first nation who adopted GST taxation in 1954. The Central government passed four sets of GST Acts in the Budget session this year. These were Central GST Act, 2017; Integrated GST Act, 2017; Union Territory GST Act,
2017 and GST (Compensation to States) Act, 2017. The Acts were approved by the Parliament after they were introduced as the part of the Money Bill. Lot of expectations are there with new GST regime as it is expected to come down the overall tax rate and further it will increase the efficiency of tax department. It is expected that GST will give India a world class tax system. GST is the only indirect tax that directly affects all sectors and sections of our economy. GST is a single tax on the supply of goods and services, right from the manufacturer to the consumer. Credits of input taxes paid at each stage will be available in the subsequent stage of value addition, which makes GST essentially a tax only on value addition at each stage. The final consumer will thus bear only the GST charged
by the last dealer in the supply chain, with set-off benefits at all the previous stages. |

PROBLEMS OF THE MARGINALIZED IN NTOZAKE SHANGE’S “FOR COLORED GIRLS” |
Author : Dr. R. Bakyaraj |
Abstract | Full Text |
Abstract :Ntozake Shange is known best for her “Chore poem”, for colored girls who have considered suicide when the Rainbow is Enuf. It is a moving work full of choral poetry and portraying feminine black experience. Definitively Shange’s theatre emerges from her own experience as a poet and dancer, and she empowers her actors to experience and to communicate her dramas personally and individually. Choreographer Dianne
McIntyre, with whom Shange has both danced and collaborated on a number theatre pieces, highlights the improvisational dimension of chore poem: “Chore poem is an ancient form of words and movement happening simultaneously. It’s natural. Zaki made a name for it. The uniqueness of the form as I know it and have worked with it is that the words are not separate over there and danced to. The words and dance become one intertwined so you could not imagine one without the other. It feels very natural to me but it is somewhat daring. Her words
have the music and the dance in it and the words also have space that is open for the dance whereas some other
poetry may be so explicit that movement with it is redundant”.
