setting, difficult to conceptualize as an instrument and as a competence, but also as
a highly fragmented policy. For more than sixty-five years, researchers and experts
try to compare the European integration with existing models, demonstrating that the
European Union is a special political system and suggesting a new concept of international relations that changes the traditional way of defining foreign policy.
By the concept of “European Union´s foreign policy system” we mean the totality
of the institutions which determine the development and implementation of foreign
policy on behalf of the EU, in a decentralized and multilateral way. EU member states are the most important actors of the system and European institutions such as the European Commission, the European Council, the Council of the European Union,
the High Representative of the Union for Foreign Affairs and Security Policy, the
European External Action Service - exert influence on the process of developing and
implementing European foreign policy. |
| | Government coalitions in democratic states: conditions of multiplication of the results | Author : Valentina URSU, master student in political sciences, National Bank of Moldova | Abstract | Full Text | Abstract :In this study the authors address an actual subject, in particular, in practical terms.
Contemporary democratic states, characterized by pluripartidism and pluralism, including ideologically often face crises of the political and of the social relations system
caused by the inability of the elected people to create coalitions of government. Different
forms of democratic governance, different models of governing coalitions: majority,
minority, pragmatic are analyzed. Based on the results of parliamentary elections in several European countries, including: Germany, Italy, Republic of Moldova, the authors
deduce the peculiarities of the majority, minority, pragmatic coalitions. In conclusion,
the model of a pragmatic coalition, created on the basis of a common interest, of clear
objectives for both parliamentary and extra-parliamentary political parties is described. Is relates the dialectic model of party interests, community interests and nationalstate interest. On the basis of dialectical unity, for a moment or a longer period, the parliamentary parties, supported by an impressive number of voters, stand out from what
distinguishes them, adopt a unanimously acceptable decision not to return to specifics
and to work in the interest of the community and of the national-state. |

specific characteristics of the financing regulations of the SME business environment,
which has been little researched so far, as there are no new regulations and new concepts in the field. This article provides a characteristic of the specialized literature on
the legal nature of the financing of enterprises from the spectrum of business environment of SMEs in Russia, Romania, Republic of Moldova, under historical and actual
aspect, according to which the author analyzing the various opinions of different doctrinaires reaches a series of conclusions. The article mentions that at the international
level, several attempts have been made to create a unified law regime for financing
businesses in the business environment of SMEs. It also proposes the creation of the
same unified law regime in the Republic of Moldova, as well as the finalization of the
legislation on financing. |

established “informal region” - the Mediterranean, and the place of the North-Western Black Sea region, in particular, Moldavia, in this region. The culture of the region
has both absorbed the features of the culture of the peoples of the Mediterranean and
the Black and Azov Seas coastal parts associated directly with it, and had a huge impact not only on the adjacent territories, but sometimes on the whole world. Speaking
about the Mediterranean, first of all, they have in mind the peculiarities of nature,
which appear, however, in such a vast region with varying degrees of clarity and intensity. Repeated changes of cultural, political and economic leadership in the region
have created a multi-layered nature of its culture. One of the connecting threads that tie together heterogeneous parts of the region together has been and remains migrations in ancient times associated with colonization (Phoenician, Greek, Roman),
later with territorial conquests, geopolitical associations and, finally, with economic
and cultural interactions between different countries and their mutual influence. The
paper also discusses the historical role of the rivers of the Mediterranean-Black Sea
basin in the spread of the Mediterranean civilization. The North-Western Black Sea
Coast is a natural and integral part of the Mediterranean-Black Sea region, which in
its nature, culture and economy combines Mediterranean features with the characteristics of the territories covering this region from the north. This is determined not
only by geographical location and nature, but also by the fact that in the course of
history the North-Western Black Sea region, including Moldavia, was part of various
large geopolitical structures, experiencing very heterogeneous influences. |

more active involvement of the Moldovan border regions in solving the regional problems through cross-border cooperation programs and initiatives. In this context,
we wanted to analyze the bilateral relations between Romania and the Republic of
Moldova through the cross-border cooperation programs. According to the Association of European Border Regions “Cross-border cooperation involves the planning,
development and implementation of mutual projects between administrations, civil
society groups and trade institutions belonging to the border areas of neighboring
countries.” As the case study, we will evaluate the SMURD project, “Improvement of
the response capacity of Mobile Emergency Service for Resuscitation and Extrication
(SMURD)” as an example of good practice. |

national competitiveness and, consequently, countries’ economic security. Economic
diplomacy plays important in strengthening the economic dimension of security, in
negotiations to establish market rules and regulation, the promotion, and implementation of economic policies, and the advocacy of public and private economic interests. And the characteristic feature of the modern era is the intensity of multidimensional relations between the countries of the world. On the one hand, this creates
huge commercial opportunities in new markets, and this is one of the reasons for the
increased interest in economic diplomacy. On the other hand, the stability of the global system is under threat: shocks are rapidly transmitted from one side of the system
to the other. It is noted that economic diplomacy is underutilized and limited only by
macroeconomic factors of national competitiveness, neglecting microeconomic ones.
Presents the arguments for economic diplomacy to operate in close relations to microeconomic factors of competitiveness. |

case» (resolution of a dispute) and «protection of a right» (reinstatement of rights) as
a criteria for evaluating of effectiveness of justice in civil cases. It is concluded that
since the effectiveness of justice in civil cases indicates the degree of realization of
its objectives, the effectiveness of civil litigation should be considered in two aspects:
procedural - as a timely consideration of the case and correct resolution of the dispute; substantive - as an effective protection of violated rights. |

cross-border business cooperation rules for small and medium-sized enterprises, which has been little researched so far, as there are no new visions and concepts in the
field. In this article there is a characteristic of the specialized literature dedicated to
the regulations of the cross-border cooperation in the field of entrepreneurial activity
of small and medium enterprises in Romania, the Republic of Moldova, other states,
under historical and actual aspect, according to which the author analyzes the various opinions of different doctrinaires to a series of conclusions. The article states
that several attempts have been made at the international level to create a unified law
regime for cross-border cooperation in the field of entrepreneurship for small and
medium-sized enterprises. Thus, an important moment in the development of this idea
is its recognition as a universal value, as a private international law institute. |
