Journal Description : | “International Relations Plus” Journal represents an academic effort of the Institute of International Relations in Moldova to fill in the gap in the scientific analysis of international relations and foreign policy of the Republic of Moldova. The editorial team will take into account the experience, profile and manner of the national publications in which international relations have been and are approached, will promote the scientific, analytical, research and knowledge spirit.
Concerning the name of the publication: why “International Relations Plus”, there is a question, in particular, why “Plus”?
It is to be noted, first of all, that etymologically “international relations” represent relations between nations / states. In this sense, “plus” signifies the presence in these relations of non-state actors, which have a share and influence, including in the establishment of the world order.
At present, international relations cannot be perceived only as political (interstate) relations, they must also be addressed from J. Rosenau’s view – “post international relations”, which implies the need to consider non-state actors, that are in a permanent and well-structured international collaboration: international corporations; banks; international economic structures; economic agents with regional and global weight; big financial speculators; the scientific community and civil society organizations around the world. In this sense, the state in international relations is no longer the only actor, having to compete with its antipode – the non-state actors, who have become not only extremely diverse and influential, but also normally disconnected from the sphere of political monitoring, while being involved in major international and global policies.
The necessity of such a scientific publication is also motivated by the omnipresent character of international relations, which increasingly marginalizes the internal policy of the state, being required to take into account the rigors of international law, the set of standards and commitments that intervene in the process of adherence to international organizations or to one of the state communities, to the values promoted by the great powers of the world.
Thus, the Institute of International Relations of Moldova, in collaboration with the university partners, the analytical community will bring together the research, debate, comprehension and socialization, including this complex process – part of the international relations meta-domain.
In this respect, in the West (and lately in Russia), the scientific and analytical potential in the field of international relations is qualified as one of strategic importance along with the economic and military potential, placing the USA first.
Stirring up and strengthening this strategic potential will eventually provide the opportunity for an adequate understanding of the entire international relations complex, the formation of an effective decision-making system in foreign and international policies; the institutionalization of a mechanism to compensate for the potential military and economic diminishments of the Republic of Moldova. |
