În acest articol abordam problema culturii profesionale a func?ionarilor publici ?i rolul universita?ilor în formarea ?i dezvoltarea profesionala a acestora. Sunt abordate contradic?iile care stau la baza problemei respective, esen?a ?i con?inutul culturii profesionale, se fac propuneri privind instrumentele de formare a culturii profesionale a viitorilor func?ionari publici în programele de studii universitare.

The relations between Moscow and Washington have reached their lowest point since the early 1980s. The Ukrainian crisis has acted as a catalyst for a sharp and deep deterioration in the relations between Russia and the United States. Currently, Russian-American relations are in an unprecedented decline since the Cold War. The Russian-Ukrainian crisis, which resulted in the occupation of the Crimean peninsula, conditioned the cooling of Russian-American relations. This article highlights the specifics of Russian-American relations in the post-Maidan 2014 period.

In this article, we address the issue of professional culture of civil servants and the role of universities in their training and professional development. The contradictions underlying the issue, the essence and content of professional culture are addressed; proposals are made on the tools for training the professional culture of future civil servants in university study programs.

Defining the principle of local autonomy, as a basic one of the administrative process, is absolutely crucial. There are different opinions in this regard, being related to other concepts such as administrative decentralization, local democracy and others. The article aims to formulate some general conceptual aspects of self-government based on various ideas, historical events and acts.

În prezentul articol autorul analizeaza unele forme alternative de gestionare a serviciilor publice locale în Republica Moldova, în baza prevederilor legislatiei în vigoare si a practicii administrative existente. În acest sens, a fost examinata necesitatea optarii pentru alternativele de gestiune, efectuata o trecere în revista a acestor alternative, precum si s-a realizat analiza fiecarei astfel de forme alternative. Necesitatea unui astfel de studiu a fost dictata de faptul ca pentru majoritatea autoritatilor administratiei publice locale gestiunea nu poate îmbraca decât una din cele doua forme traditionale – directa sau delegata, ambele însa generând destule probleme în Republica Moldova (studiate de autor în publicatii anterioare), autoritatile locale respective necunoscând faptul ca au si alte optiuni perfect legale. La finele articolului se contine o schema de reflectie pentru autoritatile administratiei publice locale din Republica Moldova care ar putea sa le ajute în alegerea modalitatii adecvate de organizare si gestionare a serviciilor publice locale.

The paper’s author analyzes several alternative options for local public services management in the Republic of Moldova, based on current legal framework and existing administrative practice. For this purpose, the need to choose an alternative management option was analyzed; alternative options were listed; and an analysis of each option was performed. The paper’s perceived need emerged from an existing situation, typical for the Moldovan local government, where management can only be one of the two traditional ones - direct or delegated, both generating enough problems (studied by the author in other publications). However, local government is often unaware of the fact that it has other perfectly legal alternative options. A reflection chart is included at the end of the paper in order to help local government select the optimum management option when it comes to the public services delivery.

În Republica Moldova la momentul actual lipse?te un act legislativ unitar, complex ?i adecvat realita?ilor juridice existente, care, luând în considerare tendin?ele, experien?a ?i realizarile stiintifico-practice actuale din domeniul raporturilor patrimoniale ale entita?ilor publice, sa reglementeze în mod detailat, clar ?i adecvat, aspectele principale ale activita?ii administra?iei publice în domeniul administrarii bunurilor domeniului public ?i a bunurilor domeniului privat. În lipsa unor reglementari normative adecvate ?i unitare care sa reglementeze detaliat regimul juridic al proprieta?ii publice, autorita?ile publice locale, în special, se confrunta cu probleme serioase în activitatea lor de administrare a bunurilor, fiind foarte vulnerabile în raporturile sale cu autorita?ile centrale ?i organele de control. Mai mult, cadrul normativ confuz ?i contradictoriu genereaza condi?ii prielnice pentru încalcare sistematica a drepturilor ?i intereselor patrimoniale a colectivita?ilor locale, precum ?i conflicte de competen?a între autorita?ile publice de diferite nivele din domeniul administrarii proprieta?ii publice, în special ce ?in de delimitarea proprieta?ii pe titulari ?i pe categorii. În acest sens, sunt relevante mai multe hotarâri ale Cur?ii Constitu?ionale, care în repetate rânduri au anulat mai multe acte normative ?i legislative din domeniul dat ?i au aten?ionat autorita?ile publice centrale privind necesitatea perfec?ionarii cadrului legal respectiv ?i aducerii lui în conformitate cu principiile constitu?ionale privind proprietatea, descentralizarea ?i autonomia locala.

In the Republic of Moldova, there is currently a lack of a unitary, complex and appropriate to existing legal realities, legislative act that will take into account the trends, the experience and current scientific-practical achievements in the field of patrimonial relations of public entities, which will regulate in detail, clear and appropriately the main aspects of public administration activity in the field of public domain property management and private property. In the absence of adequate and unitary normative regulations that will regulate in detail the legal regime of public property, local public authorities in particular, face serious problems in their property management activity being very vulnerable in their relations with central authorities and control bodies. Moreover, the confusing and contradictory normative framework generates favorable conditions for systematic infringement of the patrimonial rights and interests of the local communities, as well as conflicts of competence between public authorities at different levels in the field of public property management, especially related to the delimitation of property by owners and categories. In this regard, several decisions of the Constitutional Court are relevant. They have repeatedly canceled several normative and legislative acts in the given domain and also alerted central public authorities on the need to improve the respective legal framework and bringing it into line with the constitutional principles of ownership, decentralization and local self-government.

The review, as a result of the contestation of the public procurement procedures, aims at guaranteeing effective remedies. By establishing and implementing concrete procedures for resolving appeals, each state must take into account certain important aspects: the mechanisms for resolving appeals, the category of the authority that would be competent in resolving, the eligibility to file the appeal, etc. These powers (to review and apply corrective measures) should be given to an independent body (administrative or judicial). In the Republic of Moldova, these powers belong to the National Agency for the Settlement of Appeals, which is an administrative-jurisdictional authority. The article describes the procedure for resolving appeals according to the legislation of the Republic of Moldova, a procedure that also corresponds to the objectives of the relevant European Directives, and which aims to ensure the legality of public procurement procedures.

Human activity is subject, in one way or another, to norms, in the sense that it cannot be carried out in a disorganized way, outside a certain social order, except for requirements that society submits to all public authorities, officials, organizations, enterprises, institutions, citizens, etc. The regulation of human behavior is done by establishing concrete models of social behavior, by establishing some rights and obligations of the subjects, as well as by some consequences that will follow in case of deviation from the norms.

In the present article, the authors address the essence of some economic models (theories) whose objectives consist in increasing the wealth of the owners, maximizing their profits. The ecological situation of the Earth worsened, especially during the industrialization period. This situation required the transition from the traditional economy to the concept of circular economy. The examples of the European Union demonstrate the benefits of waste recycling both for the economy and for improving people’s quality of life. The fight against the pandemic requires colossal material and valuable resources from governments. Thus, for example, the budget of the Republic of Moldova makes a colossal effort in the form of social costs to help people suffering from this pandemic. Improving the situation would require the imposition and control of manufacturing companies on the use of treatment systems, and another general solution would be to educate the population to preserve the Earth for the descendants of our descendants.

The dynamics of the development of economic systems is characterized by the evolution of institutions, of the resources used, of the applied technologies, of the relations between the subjects of the economic activity and other associated transformations. The current period is characterized by a series of changes that affect all components of the global economic system: digital transformation, climate change, systemic crises of state administrations, economic crises, global pandemic, etc. It is clear that these changes will shape a new economic system. The current task of the main actors in this process is to assign to this new system a series of characteristics that will not be random, but controllable, desired and accepted by all stakeholders.

Scopul acestei lucrari este de a analiza corela?ia dintre implicarea studen?ilor ?i experien?a cursului ca mecanism de îmbunata?ire a calita?ii studiilor superioare. În mod tradi?ional, cercetarile se concentrau separat asupra implicarii studen?ilor sau experien?ei cursului, dar ramâne de discutat posibilitatea ca cea ulterioara sa fie perceputa ca o variabila de mediere a evaluarii implicarii studen?ilor în calitate de instrument de masurare ?i îmbunata?ire a înva?amântului universitar. În plus, trebuie argumentat faptul ca critica asupra conceptelor implicarii studen?ilor ?i experien?ei cursului contribuie la dezvoltarea lor ulterioara.

The intent of this paper is to analyse the correlation between student engagement and course experience as a mechanism for improvement of the quality of undergraduate education. Traditionally, research focused separately on student engagement or course experience but it is to be argued that the later can be perceived as a mediating variable onto assessing student engagement as a tool for measurement and improvement of the undergraduate education. Additionally, is to be argued that the critique upon the student engagement and course experience concepts contributes to their further development.

Taking into account the importance of scientific research for the development of knowledge and the training of highly qualified staff, the Academy of Public Administration emphasizes excellence and international visibility, supports complex research in public administration, economics, law, international relations and participation in national and international research projects. In the article, the author highlights the mission of the scientific research in the Academy to generate knowledge and to transmit, disseminate and capitalize on the knowledge gained through scientific research in the administrative activity.

The definition of international business is related to commercial transactions that occur across country borders. The exchange of goods and services among peoples and businesses is organized between multiple countries. The term is composed of two words; International has many meanings, among them external and global. The word Business has also various senses such as trade, transaction and commercial relations. This huge number of words and concepts describes the large field of affairs. International business means the exchange of goods, services, resources, knowledge and skills among other things between two or more firms and/ or countries. It can also denote the trade conducted across national boundaries for the profit of all parties connected on an industry. It refers to negotiated commerce and investment performed by firms across boarders functioning together at several levels.

The European Union is currently a real catalyst for change regarding the state governance, policy-making and the imposition of social models in the European space. The member States of the European Community have their own ways of developing social policies, which regulate social assistance, social insurance, the organization and functioning of the social services system, etc., yet the European institutions coordinate the adopted regulations and establish common principles, values, and objectives. Nowadays, more and more often, politicians, decision makers, doctrinaire people question the concept of “European social model” and prerogatives for its development. In this context, we set out to analyze the concept and features of the European social model and to identify existing social models at EU level.

The globalization process, which originally dominated only the economic sphere, subsequently led to profound social, political and cultural transformations, having a significant impact on culture and identity. In this context, tolerance is becoming a fundamental source of the peaceful coexistence of multi-ethnic and multicultural societies, facilitating cooperation and avoiding confrontations/ conflicts of values and norms. Education for tolerance has become an effective means of preventing intolerance, propagating an indulgent and constructive way of thinking, expressed by respecting the norms of social coexistence and tolerant behavior.
