In this article we study the emotional intelligence and its role in the activity of the top manager in public institutions. The levels of emotional intelligence training are also described.

The article is devoted to the representations of the quality of life in various fields of sociohumanistic sciences, influenced by the dynamics and evolution of such disciplines. The article tackles the quality of life as a mechanism of social development, whereas the formation of values in the organizational environment is analyzed throughout its contribution to the development of human potential and the achievement of the organizational mission, both requiring standards of quality. The philosophical analysis of the essence and content of the quality of life category offered the possibility to reveal its ontological, axiological and ethical aspects.

In this study, the author explains the priority position on the agenda of scientists from various segments of social sciences. In the contemporary western political theory from the end of the 1990s, the theoretical and practical resizing of political institutions becomes a priority both within the states and in the regulation of international relations. The analysis of various approaches of political and social institutions allowed the author to conclude that governance, including coalition governance, can be effective in terms of co-working, cooperation, collaboration and active participation of citizens in the decision-making process. Also, the cultural and moral component of the decision factor is important, regardless of the practiced level: local, national, regional, global. The author places the theses promoted by Moldovan scholars at the basis of the activity of the heads of state institutions and of the civil servants.

Fundamental human rights and freedoms are respected insofar as they are known to society at large and to each individual in particular, and become known only to the extent that they are acquired. The formation of the legal culture, in the stated sense, is an essential field of activity of the state authorities, becoming a necessity for each individual to have sufficient knowledge in order to be aware of the content and essence of his rights, freedoms and possibilities, so that later he should show respect and tolerance for the similar rights of other members of society, as well as of society as a whole.

Autorul trateaza în acest articol procesul îndelungat de cautari reformatoare pentru finan?area înva?amântului superior în Republica Moldova. Din anii 90 ai sec. al XX-lea, de când Republica Moldova a devenit independenta, ?i pâna în anul 2019, înva?amântul superior a fost finan?at dupa principiul ,,egalitarismului” socialist, neluându-se în seama diferen?a dintre programele de studii ale institu?iilor superioare. În 2010 a fost publicata monografia ,,Metodologia finan?arii înva?amântului public”1 în care se cerceteaza inclusiv mecanismul de finan?are a înva?amântului superior, criticându-l ?i recomandând implementarea practicilor europene ?i, în special, a României, privind modul de finan?are a înva?amântului superior, ?inându-se cont de complexitatea programelor de studii. Administra?ia centrala abilitata cu func?ia gestionarii înva?amântului superior n-a reac?ionat la recomandarile cercetatorului. În anul 2019 Ministerul Educa?iei, Culturii ?i Cercetarii (MECC) a început studierea Noii Metodologii privind finan?area înva?amântului superior în Republica Moldova în baza costului standard per student echivalent cu suportul Bancii Mondiale ?i a exper?ilor români. Aceasta Noua Metodologie de finan?are a înva?amântului superior a fost aprobata în 2020 ?i intrata în vigoare începând cu anul de studii 2020-2021. Noul mecanism de finan?are ia în considerare complexitatea programelor de studii, carora le corespunde un anumit coeficient semnificativ de ajustare. This article examines the concept of efficiency in the public sector to create stable and predictable institutions, but also flexible enough to respond to the many social challenges, able to introduce new solutions and provide better services. Investments in human capital and public sector tools aim at more efficient organizational processes, modern management, motivated and qualified civil servants and of course the capacity building of institutions

The article focuses on the analysis of the theory of democratic peace - one of the most popular and influential ideas in international relations. The theory argues that democracies do not go to war against other democracies, but resolve existing contradictions peacefully. A world, in which there are as many as possible democratic states, is a peaceful world. Thus, the theory encourages and supports democratization in the world, a policy pursued by both the great Western powers and international organizations. Meanwhile, some researchers are critical of the theory of democratic peace and talk about its crisis.

In this article we aim to make a synthesis of the concepts "public diplomacy" and "strategic communication". We also try to identify the correlation between these two communication phenomena and their perception at the level of national public opinion. In the context of the confrontation between East and West, of geopolitical confrontations, the concept of "strategic communication" is perceived in the European space mainly as a way to protect European values and secure the European information space.

The local public administration is the one that plays the most important role in the organization and management of public services, given the fact that it knows the needs of the citizens most closely. The important scientific problem consists in the scientific substantiation of the responsibilities of the public administration in the organization and modernization of the public services. This fact may lead to the clarification of the role of public administration provider in the conditions of more and more intense involvement of the private sector in the management of public services. This clarification is necessary in order to identify ways to apply modern methods of development and efficiency of public services in Botosani.

One of the most discussed issues in academia, but also in the discourse of polemologists, political scientists, economists and specialists in other fields is the issue regarding the impact of the COVID-19 virus on international security. Although all the attention of the international community has been focused on the emergence of the COVID-19 virus and its impact on the individual, societal, human and interpersonal relationships, it is worth paying attention to the involvement of international organizations in managing the COVID-19 crisis. This article aims to highlight the role and involvement of international organizations in managing the COVID-19 crisis. The involvement of the United Nations, specifically of the UN Security Council, in the management of issues related to the COVID-19 crisis will be examined. The activity of the World Health Organization, the European Union, the North Atlantic Alliance in the management of the COVID-19 pandemic will also be examined.

În sensul urmaririi de catre R.Moldova a parcursului european, a procesului de democratizare, dar ?i în sensul dezvoltarii tot mai vizibile a rela?iilor capitaliste, o importan?a deosebita capata activitatea de antreprenoriat. Tot mai multe afaceri sunt deschise în RM, dar un lucru ce une?te toate aceste afaceri, îl reprezinta faptul ca indiferent de genul de activitate, antreprenorii trebuie cu stricte?e sa respecte cadrul legal privind desfa?urarea activita?ilor de antreprenoriat, mai cu seama, daca aceste activita?i presupun ob?inerea anumitor acte permisive (autoriza?ii/licen?e de activitate). Începând cu declararea RM ca stat independent ?i pâna în prezent, legiuitorul din RM a facut progrese considerabile ?i importante în ajustarea cadrului legal privind licen?a în activitatea de întreprinzator, procedura de eliberare, suspendare ?i/sau retragere a actelor permisive în activitatea de întreprinzator, etc.

Medical tourism is a rapidly growing industry on a global scale. There is a growing tendency for citizens of more developed countries to seek medical services in developing countries. This is connected not only with the pricing policy, which is more loyal, but also with the insurance system, with the presence of waiting lists, with the legislative framework, and religion. The high level of service delivery and the competitiveness of the state is the result of an effective state policy. The article gives the definition of the concept, the terminology of medical tourism, considers the types and directions of medical tourism development, the legislative framework of Ukraine for the provision of certain types of medical services. Risks and negative sides, problems faced by tourists, global challenges of the industry and prospects for overcoming them are considered.

In this article the author analyzes the contribution of neoclassical organizational theories in the development of organizations and their management process. Are identified differences in classical and neoclassical approaches to organization. Are studied behaviorists research on the rational model of administration based on the role of human behavior in the establishment and functioning of organization. There are studied the theory of systems and the dynamic elements of the organization are highlighted. The paper analyzes the approaches of organizational humanism in the organization and functioning of public administration.

The article examines the concept of "security" and its evolution in different epochs, as well as its impact on national security concepts, the essence of which boils down to the ability of the state to protect national values and state interests in specific historical external and internal conditions. As a result of the study, the author shows that at different stages of historical social development there were different aspects of understanding security, which significantly influenced the configuration of systems of interstate relations and the perception of the international situation. It is concluded that a comprehensive understanding of the semantic content of the concept of security in different epochs and in different cultures helps to better comprehend the modern system of international and national security.
