Abstract :In this study, the author explains the priority position on the agenda of scientists from
various segments of social sciences. In the contemporary western political theory from the end
of the 1990s, the theoretical and practical resizing of political institutions becomes a priority
both within the states and in the regulation of international relations. The analysis of various
approaches of political and social institutions allowed the author to conclude that governance,
including coalition governance, can be effective in terms of co-working, cooperation,
collaboration and active participation of citizens in the decision-making process. Also, the
cultural and moral component of the decision factor is important, regardless of the practiced
level: local, national, regional, global. The author places the theses promoted by Moldovan
scholars at the basis of the activity of the heads of state institutions and of the civil servants. |

Abstract :Autorul trateaza în acest articol procesul îndelungat de cautari reformatoare pentru
finan?area înva?amântului superior în Republica Moldova. Din anii 90 ai sec. al XX-lea, de
când Republica Moldova a devenit independenta, ?i pâna în anul 2019, înva?amântul superior a fost finan?at dupa principiul ,,egalitarismului” socialist, neluându-se în seama diferen?a
dintre programele de studii ale institu?iilor superioare. În 2010 a fost publicata monografia
,,Metodologia finan?arii înva?amântului public”1
în care se cerceteaza inclusiv mecanismul
de finan?are a înva?amântului superior, criticându-l ?i recomandând implementarea practicilor europene ?i, în special, a României, privind modul de finan?are a înva?amântului superior,
?inându-se cont de complexitatea programelor de studii. Administra?ia centrala abilitata cu
func?ia gestionarii înva?amântului superior n-a reac?ionat la recomandarile cercetatorului.
În anul 2019 Ministerul Educa?iei, Culturii ?i Cercetarii (MECC) a început studierea Noii Metodologii privind finan?area înva?amântului superior în Republica Moldova în baza costului
standard per student echivalent cu suportul Bancii Mondiale ?i a exper?ilor români. Aceasta
Noua Metodologie de finan?are a înva?amântului superior a fost aprobata în 2020 ?i intrata în
vigoare începând cu anul de studii 2020-2021. Noul mecanism de finan?are ia în considerare
complexitatea programelor de studii, carora le corespunde un anumit coeficient semnificativ
de ajustare. Consider ca Noua Metodologie a finan?arii înva?amântului superior avantajeaza

go to war against other democracies, but resolve existing contradictions peacefully. A world,

encourages and supports democratization in the world, a policy pursued by both the great
Western powers and international organizations. Meanwhile, some researchers are critical of

political scientists, economists and specialists in other fields is the issue regarding the impact
of the COVID-19 virus on international security. Although all the attention of the international
community has been focused on the emergence of the COVID-19 virus and its impact on the
individual, societal, human and interpersonal relationships, it is worth paying attention to the
involvement of international organizations in managing the COVID-19 crisis.
This article aims to highlight the role and involvement of international organizations in

Tot mai multe afaceri sunt deschise în RM, dar un lucru ce une?te toate aceste afaceri,
îl reprezinta faptul ca indiferent de genul de activitate, antreprenorii trebuie cu stricte?e sa
respecte cadrul legal privind desfa?urarea activita?ilor de antreprenoriat, mai cu seama,

Abstract :Medical tourism is a rapidly growing industry on a global scale. There is a growing tendency
for citizens of more developed countries to seek medical services in developing countries. This
is connected not only with the pricing policy, which is more loyal, but also with the insurance
system, with the presence of waiting lists, with the legislative framework, and religion. The high
level of service delivery and the competitiveness of the state is the result of an effective state policy. The article gives the definition of the concept, the terminology of medical tourism, considers
the types and directions of medical tourism development, the legislative framework of Ukraine
for the provision of certain types of medical services. Risks and negative sides, problems faced
by tourists, global challenges of the industry and prospects for overcoming them are considered. |

Abstract :The article examines the concept of "security" and its evolution in different epochs, as well as its
impact on national security concepts, the essence of which boils down to the ability of the state to
protect national values and state interests in specific historical external and internal conditions.
As a result of the study, the author shows that at different stages of historical social development there were different aspects of understanding security, which significantly influenced the configuration of systems of interstate relations and the perception of the international situation. It is concluded that a comprehensive understanding of the semantic
content of the concept of security in different epochs and in different cultures helps to better
comprehend the modern system of international and national security. |
