Abstract :The need to criminalize criminal participation results from the high social danger posed by several criminals committed by the criminal law, as this is the main reason for choosing this topic. Related criminal offenses, material and intellectual contributions of offenders considerably increase the danger to society and criminal law can not ignore this reality in the field of crime. There are offenses that may be committed by one person, but most of these crimes are committed by more than one person, the explanation of this cooperation for committing a crime is that it creates the possibility of safer execution, it is ensured removing obstacles more easily and there are more chances of success. |

Abstract :Europe today presents a new image of continental construction under EU auspices. We can say that Romania finds its deserved place it alongside the other nations in the European family. The European Union, after a phase of expansion with many controversial elements but inevitable enters a process of institutional reform and European identity tends to become a reality shared by the entire continent. Recent studies in the countries of Central and Eastern Europe (ex-communist regime countries like Romania, by the way) have reached a consensus, advancing the idea that formal change domestic institutions may entail changing political practices. Abstract :Political parties are an essential element of any democracy, guaranteeing the plurality of opinions in public. In society, they meet a mediating role citizens and institutions, contributes to aggregating interests and their transformation into public policy choices and engage in organizing election campaigns and public outreach to citizens. Current activities require financial resources to ensure growing and logistics facilities. Election campaigns are increasingly expensive, these are determined by movements, the presence of media, preparation of studies and surveys, spending propaganda, et al The conclusion that emerges is that in democratic states, "politics is money." Financing of political parties, in all its aspects, namely procuring financial resources allocation, spending and control their use is determined by the peculiarities of work carried out by this group of entities. |

Abstract :Applying total decentralization requires efficiency in itself, because the administration-citizen relationship will move closer towards that companyclient relation (initiator-agent type relationship). Through decentralization the level of a state’s democracy increases, resulting in a basis for proper governance. Transparency and responsibility of the deciding factors is improved, due to a high level of control by the public sector’s beneficiaries at the local level. A major part of the feedback offered to the public administration will be from the citizens and the civil societies, which will improve cohesion and social capital on a local level. As a corollary to the afore mentioned, decentralization’s role is to support development, first of all by a stronger motivation of the citizen’s in order to draw more resources for projects, which will have a direct impact on them and second, by focusing on the groups that find themselves in vulnerable situations. Enhancing local democracy end empowering communities in decision-making are top priorities of European political agendas. However, the abundance and heterogeneity of existing examples of inclusive practices have provoked an ongoing debate on the implications and outcomes that deliberation might generate under specific conditions. Among these practices, urban regeneration is usually welcomed as a vehicle for engaging communities in public-decision making; nevertheless, the specific participative settings designed to implement those programs tend to generate peculiar communicative dynamics, which can in turn lead to unexpected results.
