THE GROWTH AND DEVELOPMENT INSTITUTIONAL REPOSITORIES IN BRAZIL | Author : S. Currently the intellectual output of the educators and the organization plays an essential role in the education knowledge process of a Higher Educational Institution. Articles; Theses; Unpublished; Books; Datasets etc are scattered in many places of an institution in print and electronic form. Therefore it is essential to collect, classify, arrange and store these materials digitally in a single platform by establishing Institutional Repository (IR) and to provide easy access to them over intranet/internet to the institute community and others. The 84 repositories are available in Brazil country with consists of total 11, 17,688 number of records and 62 repositories are in a mono-lingual type language which is used Spanish and Portuguese only. It is found that, most of the repositories are also used Portuguese languages but only one repository are generated by using Spanish language only. |
| Biases na representação de assunto: uma perspectiva a partir da literatura internacional de biblioteconomia e ciência da informação | Author : Suellen Oliveira Milani | Abstract | Full Text | Abstract :Subject representation presupposes a power supported by conventional processes and tools for the construction of products - the document surrogates, which will enable the user to have access to the desired information. However, document surrogates may be constructed with bias in two contexts: in a negative context, they may introduce bias by leaving out diverse features, disenfranchising groups and topics or by conveying inclinations, detours or prejudices. In a positive context, slanting or tendency aimed to ensure specificity to a particular community of users can be perceived. Relevant questions arise from this polissemic scenario: how are biases composed and constructed and how do they act in subject representation from a theoretical point of view? Considering that the literature in Library and Information Science lacks studies on these issues, we propose a critical discussion from an exploratory and bibliographic study, and an inductive method, in the field of information organization in order to situate, define, and characterize bias in subject representation. |

Bibliometrics offers quantitative analytical techniques with which to study the development and growth of research in this area. The information used for the present study was retrieved from the SCI-EXPANDED, SSCI, and A&HCI (Thomson Reuters) databases. The search was made on the topic "Sustainable development", limited to Document Types (Article) and Time Span (1900-2013). The result was a total of 13 093 articles retrieved. During the last 10 years, the annual (exponential) growth rate has been 12%, corresponding to a 6-year doubling time. The productivity of the authors varied widely. The 23 290 occurrences of the articles were distributed among 218 Web of Science categories. "Environmental Sciences" was the top-ranked category, with 3427 occurrences (by itself accounting for more than 26% of the total, and presenting the greatest diversity), followed by "Environmental Studies" (2417), "Ecology" (1046), and "Economics" (933). The methodological approach taken in the present work could be used to describe the structure of any other scientific field and its relationships with other disciplines, and to visualize the relationship between the different WoS categories conforming the subject under study |
| A interoperabilidade entre os OPAC e os repositórios institucionais nas universidades públicas portuguesas e espanholas | Author : Maria da Graça de Melo Simões; Maria Cristina Vieira de Freitas; Blanca Rodríguez Bravo | Abstract | Full Text | Abstract :The requirements of new social structures, the changes in production and consumption of scientific publications and the new and complex development contexts of teaching and research necessitate not only the spread, but especially the exchange of information through various resources. It is in this context that interoperability between OPAC and institutional repositories becomes important and effective, contributing to the sharing of information and knowledge in universities. Technically, interoperability is achieved by connecting these two resources enabling the document deposited in one of them to be located and consulted in both. The aim of this paper is to check the interoperability between OPAC and institutional repositories in Portuguese and Spanish public universities, if any, and to know how it operates at technical level. It was adopted a qualitative methodology in which we focused on: direct observation and comparative analysis. The main results indicate that most of the observed institutions (58,73%) promotes interoperability between these two resources by field 856 of the MARC format. Given its interest it is recommended to institutions that do not yet use this field (41,26%) to take it into account given its benefits to the user. As main conclusion it was observed that the effective interoperability is incomplete. OPACs refers the user resource handles the repository, but the reverse is not the case, so it is recommended to implement the reverse policy. Considering the visibility that national repositories play in the dissemination and access to scientific production it is recommended the aggregation of institutional repositories to them in those specific cases (Spain, 9,52%) where this does not happen. |
| O GESTOR DA SEGURANÇA DA INFORMAÇÃO NO ESPAÇO CIBERNÉTICO GOVERNAMENTAL: GRANDES DESAFIOS, NOVOS PERFIS E PROCEDIMENTOS | Author : Eduardo Wallier Vianna; Jorge Henrique Cabral Fernandes | Abstract | Full Text | Abstract :Este artigo analisa os procedimentos realizados pelos agentes responsáveis quanto à gestão da segurança da Informação no espaço cibernético da Administração Pública Federal brasileira (APF) e busca estabelecer os perfis que caracterizam os diferentes profissionais no trato dessa sensível atividade organizacional, e em muitos casos ligada a questões de Estado. O espaço cibernético digital é constituído por sistemas de informação automatizados e redes de comunicação de dados, para provimento de informações a usuários e clientes em distintas organizações e para a sociedade. As instituições que formam a APF possuem como características a atuação distribuída em todo o território nacional, bem como presença internacional, e contingente de servidores públicos civis e militares, dentro de um universo de 1,6 milhão de pessoas. Nessas instituições, os gestores de segurança são responsáveis pela execução de ações gerenciais, administrativas (planejamento, direção e controle), além de ações técnicas, visando garantir, entre outros aspectos, a disponibilidade, integridade, confidencialidade e autenticidade das informações que são utilizadas para o cumprimento da missão do Executivo Federal. A segurança cibernética, ou do espaço cibernético, encontra-se inserida no contexto mais amplo e multifacetado da segurança da informação, envolvendo não somente o uso de computadores. O artigo fundamenta-se, entre outros, na análise dos Levantamentos de Governança de TI realizados pelo Tribunal de Contas da União e nas informações coletadas durante a segurança cibernética de grandes eventos internacionais ocorridos no Brasil entre 2012 e 2014. O artigo descreve as vulnerabilidades mais comuns e as ameaças de ocorrência mais factível, no atual cenário cibernético nacional. O estudo estratifica os procedimentos de gestão da segurança cibernética em três níveis de atuação: operacional (atuação direta em sistemas computacionais, de controle ou rede de computadores), estratégico (coordenação e planejamento de gestão de alto nível para alcançar resultados de longo prazo) e tático (ações de tratamento de incidentes de segurança em redes de computadores). |
| A QUANTITATIVE ANALYSIS OF THE OPEN ACCESS BUSINESS AND ECONOMICS JOURNALS | Author : Fayaz Ahmad Loan; Refhat-un-nisa; Asmat Ali | Abstract | Full Text | Abstract :The main purpose of the paper is to study the publishing trends of the open access business and economics journals available in the Directory of Open Access Journals (DOAJ). The online survey was conducted for collection of data and quantitative method was applied for data analysis. The data were collected from the December 10-20, 2013 about more than six hundred business and economic journals and laterpresented in tabular forms to reveal the findings in accordance with desiredobjectives. The findings show that 607 business and economics journals are listed inthe DOAJ and are published fromthe 67 countries of the world. The maximumnumber of journals (88, 14.50%) is published from Brazil, and during the first decade(2001-2010) of the 21st century (382, 62.93%). The linguistic assessment shows thatthe open access business and economics journals are mostly monolingual (405,66.72%) and the majority of these are published in English language (498, 82.04%).The results also reveal that the majority of the business and economics journals(415, 68.37%) doesn’t charge publication fees to authors whereas almost one-fourth(147, 24.22%) of the journals demand article processing charges.The study doesnot explore the whole World Wide Web, but only the DOAJ and therefore, figures donot represent the actual number of the open access business and economicsjournals available online. | INFORMATION-SEEKING BEHAVIOR OF SOCIAL SCIENCES SCHOLARS: A NIGERIAN CASE STUDY | Author : Oluyomi Oluleke Folorunso | Abstract | Full Text | Abstract :Information-seeking behavior is one of the most important areas of user studies and a concept affected by many factors. Previous researches in these areas indicate that the information-seeking practices of scholars are dependent on their field of research, and vary from one discipline to another. This paper examines the information-seeking behavior of scholars in the social sciences, based on the premise that information-seeking behavior follows universally applicable stages and patterns worldwide. The study was conducted at the Nigerian Institute of Social and Economic Research (NISER). Fifty eight active social sciences scholars were interviewed via a questionnaire about their information sources for research and consultancy purposes, their preference for electronic or printed formats, their use of electronic or Internet resources, and how they meet or satisfy their information needs, among others. Results show that journals and books were the most preferred information sources, and a large majority of scholars “regularly” used electronic information resources for their research and consultancy needs. The findings of the study also demonstrate diverse usage patterns for electronic information resources among users of different academic ranks and age range. Based on the research findings, the author provides suggestions on how current information services and products can be improved to better serve the users. The author also makes recommendations for improving library services and technologies to better meet the information needs of social sciences scholars in general. |

A total of 200 questionnaires were distributed to collect the primary data from full time Research Scholars (M.Phil/ Ph.D) and post graduate Students of Science and Social science faculties, university of Kashmir. The findings reveal that Lack of awareness regarding different types of e-resources and Lack of library assistance are the major cause behind low usage of e-resources. The result shows that users of science faculty use e-resources adeptly than Users of social science faculty. The findings could be helpful to know the different challenges and concerns faced by users while accessing and using e-resources. The study also highlights the current scenario of the Science and Social science faculties in University of Kashmir with reference to the awareness and usage of electronic resources. |

The research design is descriptive design survey. The study utilises structured questionnaire to obtain data. The population of the students is 6,550 and sample size of 1050 was chosen as the participants. A purposive sampling technique was adopted. A total of 1,020 copies of questionnaire from 1050 administered were returned and correctly filled, which produce returned rate of 97.14%. Data extracted were analysed using descriptive statistics. The findings revealed that more than half of the participants always use library. Majority of the participants visit library to use social media (84.02%), 83.91% use it to consult library books, while 83.83% use it to do various assignments. The results revealed that 82.94% of the students preferred using textbooks, followed by 80.39% using social media networked and 72.89% use their lecture notes. It was observed that inadequate current textbooks, poor Internet connectivity and frequent power outages are the leading challenges encounter while using information resources available in the library. The result of this findings show that with the information resources available in RUGIPO library, the library is not fully utilized by the students. Based on the findings, it is recommended that more current and up-to-date journals need to be acquired. There should also be a solid policy and implementation framework by the Executive arms of government towards making poor Internet connectivity become a thing of the past in all tertiary institutions in Nigeria and other parts of Africa. |
