Abul | Abstract | Full Text | Abstract :This study investigates the causal link between tourism, electric power consumpti-on and economic growth in 34 OECD countries. Unlike previous studies, this study applies the panel VAR model with the Granger causality test, impulse response, and variance decomposition. The findings show a positive trend for all variables. As eco-nomic growth increases, tourism receipts and electricity consumption are increasing as well. The results reveal bi-directional causal relationship between all of the variables, and the findings are consistent with previous studies. These findings may encourage the decision-makers to make the necessary efforts to create a friendly environment for sustainable tourism. |

Also, it is important in the theoretical analysis of the concept of corruption, as well as corruption risks and analysis of the assessment of susceptibility to corruption of draft laws and bylaws. In addition, the aim is to inves-tigate the extent to which the assessment of susceptibility to corruption of laws and bylaws can prevent corruption, especially if we take into account that “ambiguity” in laws and bylaws, and the lack of “control mechanism” in them, the basis that leaves room corruption, ie key corruption risk. A quantitative approach to research was used in the paper. The survey was conducted at the local, cantonal, entity, and state levels on a representative and stratified sample. The research included managers in admin-istrative bodies, professional associates and expert advisors in administrative bodies, as well as lawyers and lawyers employed in public institutions. The contribution also refers to a better understanding of the mechanisms for preventing corruption in ad-ministrative bodies through the establishment of a single authority and mechanisms for assessing the susceptibility of corruption to laws and bylaws, and mechanisms for monitoring the implementation of adopted laws and bylaws. |
| Promoting Inclusive Society in the New Norm: A Lesson From Bosnia and Herzegovina | Author : Emir Tahirovic, Ermin Kuka, Rijad Delic | Abstract | Full Text | Abstract :There are several issues and problems that are inevitably produced by the phenom-enon and the emergence of social exclusion. These are, first of all: unemployment, inadequate education, extremely poor housing and an environment characterized by high rates of corruption and crime, insufficient and inadequate care and nursing of the elderly, low level of general health, cases of family breakdown, addiction problems, and discrimination on various grounds. Therefore, the fight against poverty and social exclusion, through the promotion of integration and inclusion in the labor market and social integration, supports marginalized groups and helps their active inclusion in social flows. The inclusion in the labor market of socially excluded groups, accom-panied by projects to create a supportive environment, is particularly important and represents the best approach in their social reaffirmation and fight against all forms of social exclusion. In this sense, the development and implementation of social in-clusion programs that are regulated by positive legal regulations by the state are cru-cial. It is the state that should, on the basis of legal regulation and through financial support, encourage social inclusion since this is the only way and basis to ensure the prevention of all forms of discrimination against socially excluded groups of citizens. In this context, the development and implementation of disability education programs are key. Support for such projects increases opportunities for education and subse-quent employment and reduces the risk of social exclusion and poverty of socially excluded categories. The presented case study shows that the development and im-plementation of targeted inclusive education programs will give excellent results in terms of strengthening this marginalized category by improving the conditions of their education without physical and mental barriers, as well as by creating conditions for improving their later employment and labor market integration. |

Through a proactive relationship with the media, clients and taxpayers, the Department of Communications and International Cooperation contributes to establishing a positive atmosphere with the citizens of Montenegro. Scientific research on the subject of this paper will make a significant contribution by pointing out the way of working in state-owned enterprises, the importance of examples of six principles of the Organization for Economic Cooperation and Development (OECD), the benefits of corporate governance, and point out gaps and offer possible solutions. would con-tribute to improving the provision of services of general interest to the satisfaction of both the owner and the user of the public enterprise service. It is of great importance to point out the future legal solutions on the performance of communal activities to change the competence, and thus the management of state communal enterprises in Montenegro. The specific contribution of the research is reflected in the consideration of the reform of state-owned enterprises in Montenegro, needs and assumptions for reform, preparation of state-owned enterprises for knowledge-based society, informa-tization of state-owned enterprises, socially responsible business and their information system. By accepting the basic concept of quality and treating citizens and other users of their services in a different way, the work of state-owned enterprises must be better, faster and cheaper. Related to this is the hypothesis of this paper that the ruling parties and changes in the business environment inevitably require new concepts of gover-nance and the six principles of OECD corporate governance in state-owned enterprises have not been applied.

| General Framework Agreement for Peace in Bosnia and Herzegovina and Sociological Functions of the Constitution of Bosnia and Herzegovina as the Basis of De / Stabilization and Dis / Functionality of the State | Author : Sifet Kukuruz | Abstract | Full Text | Abstract :The author explain the importance of the conditions and circumstances under which the state constitution is adopted and their reciprocal impact on the applicability of the constitution in practice. The focus of the analysis is on considering the possibility of exercising the sociological functions of the Constitution of Bosnia and Herzegovina (symbolic, legitimizing and integrative function), in the context of the conditions that led to the signing of the General Framework Agreement for Peace in Bosnia and Her-zegovina, as well as in connection with subsequently established and court-verified facts confirming the violation of international law. Arguments for the possibility of achieving and strengthening the sociological functions of the Constitution of Bosnia and Herzegovina, the author finds in the history of Bosnia and Herzegovina, which is characterized by centuries of tradition of coexistence and tolerance. The paper con-cludes that the Constitution of Bosnia and Herzegovina performs sociological func-tions in the basic elements, but that these functions can be developed and strengthened over time. However, the author emphasizes that there is a danger of the emergence of opposite tendencies that can lead to the disintegration of society, which is confirmed by the current political situation in Bosnia and Herzegovina. |
| Views on Freedoms Between Democracy and Authoritarianism: The Case of Serbia | Author : Hamza Memiševic | Abstract | Full Text | Abstract :Transitioning from one system to another might be difficult for one country. That happened with Serbia, which proved that the process of transition and adaptation to liberal values could exhaust the country. In this paper, the author examines political rights, the election process, civil liberties, and the status of the media and civil society during Milosevic’s reign and in the post-Milosevic era. The author argues that Serbia has not developed democracy in full capacity yet and that Serbia is an example of semi-consolidated democracy. In this text, the author uses quantitative and, qualitative criteria to examine the situation of democracy in Serbia during the Milosevic era, and in the post-Milosevic era. The main focus was on civil liberties, political rights, media freedom, and civil society. To examine these things, we used primary and secondary sources. The author analyzed the period from 1994 up to 2018/19. The paper structure is the following. In the first part, the author gives basic information about the country’s history. The second section outlines political rights, civil liberties, and elections. In the third section, the author examines media freedom and civil society with a focus on the Milosevic era and the post-Milosevic era. In the conclusion section, the author sums up and briefly emphasizes the paper’s main findings. |
