The main topics presented in this paper are: 1) identifying the population dynamics; 2) spatial distribution of the settlements 3) identifying economic agents in the area. To achieve these objectives were used methods established already in the EU Council Directive 91/271/EEC of 21 May 1991. |

Contribution on the Adduction Pipes Cadastre for Potable Water |

Abstract :The adduction pipes are a complex of constructions and installations with the role of transporting the water from the catchment to storage tanks, pumping stations, treatment stations etc. The location of adduction pipes involves a number of problems regarding maintenance, repairs, rehabilitation and modernisation. Adduction pipes have large lengths (tens and hundreds of km) and are located on a land with different property types. The property change on the adduction pipes site in the last 100 years requires a detailed analysis of the cadastre of these objectives. The paper aims to highlight problems such as: defining the owner of the site; delimitation of the sanitary protection area and cadastral classification; the transition way of the site from private property to the property of the water-sewage operator; obtaining real estate and urban water data necessary to monitor the operational process; obtaining real estate data for drawing up the technical rehabilitation projects. |

Abstract :In the 21st century, technologies are not on the spot, as in all areas in cadastral activity, classical equipment is substituted by computer technologies equipped with different types of sensors that simplify the acquisition of field data and obtain Maps and cadastral plans.
This article reflects the advantages of using unmanned aerial vehicles (UAV) in forest cadastral surveying. The advantage of UAV systems lies in their high flexibility and efficiency in capturing the surface of an area from a low flight altitude. In addition, further information such as orthoimages, elevation models and 3D objects can easily be gained from UAV images. The benefits of using UAVs in forest cadastral surveying and the new opportunities they offer for cadastral activity are impressive. Using photogrammetric materials obtained during flight with drone on Forest massif, CAD and GIS software develops extremely precise relief patterns. Elaboration of digital Orthophotoplans with high orientation accuracy, for the studied forestry area, using the materials obtained during the UAV survey, together with the resources of geographic information systems, allow the formation Structured information layers that can be overlapped. One of such layers overlapped an Orthophotoplan digital is the layer with cadastral boundaries. The results of this work are useful in the inventory of forest land, in land research, in clarifying land boundaries. |

The excessive use of the old land-books has lead in time to the deterioration of their pages, drawings and plans.
Our paper intends to present a digital concept for the storage, highlighting and use of the analogic database related to the old cadastre and land registration records.

Abstract :The identification of terrestrial surfaces has always been a problem for cadastre specialists, the identification methods differing in time, from one period to another and from one medium to another. The carrying out of the judicial technical expertise requires a correct identification of the disputed lands, which causes that the modalities of identification differ depending on the quality of the data used, the problem related to the respective case and the reality of the land regarding the buildings at the time of the topographic identification.
The present paper intends to present the ways of identifying the buildings subject to the judicial technical expertise, taking as a particular case a guarding between two buildings located in the city.

Abstract :Integrated management for surveying and cadastre implies a standard and regulations, regarding the settlement of activities and stages completed by a specialists to develop there work.
The aim of this paper involves facilitating the development of the works in the field of terrestrial measurements, by identifying the requirements for development, feasibility and cost by establishing the real value and the quantities of the works. The value of a cadaster work provides a detailed list of resource consumption, list of equipment, technologies used and processing programs, as well as the base unit prices specific to each type of work.
Establishing, modifying and modernizing the cadastral laws should be our preoccupation, of all engineers, that solve the problems which occurs in this area. Within this work we included a systematic cadastral study, with all stages, that an engineer is compelled to respect in order to obtain land registers. After that we created a program that calculates all costs, starting after signing the contract till handing the work to Cadastre and Land Registration Office.

Abstract :In the RM more than 6000 ponds and reservoirs have been built. The lifespan of them is usually 40-50 years. Considering that most of them were built in the years 1960-1980, many of them have an expired exploitation period and the others are at the limit of the exploitation period. Estimates show that, due to siltation the volume of reservoirs have decreased by an average of 0,50% per year. In result the ecological flow for the rivers, in special for the small rivers is critical. The purpose is to define the Criteria and a repeatable Methodology for lake liquidation and strengthening the capacities of the Moldovan Institutions to achieve a better management of the water and sanitation of the key stakeholders, improving their performance in implementing water and sanitation services in a sustainable, efficient and equitable manner. Based on the knowledge of the territory of the whole Republic of Moldova the following list of Criteria is used: lake size; safety condition; socio-economic development; ecology and environment. The methodology is mainly based expert judgment on GIS modelling involving geoprocessing of some specific parameters criterion by criterion. A Multi-Criteria Analysis is used to transform in “accumulated scores” the assessment done for each criterion in order to identified the possible lake to be liquidated. |

Abstract :Urban planning involves functions, scales, sectors, and stages and the main functions of urban planning can generally be classified into general administration, development control, plan making, and strategic planning. Currently, the focus is on creating smart cities with increased functionality and on sustainable regional urban systems, with a positive economic impact. Both decision makers involved in urban planning, as well as local and municipal councils, can use the application of modern 3D planning methods to obtain the overall image of urban development. Traditionally, the information management process for local urban projects has been unidirectional and manual. GIS provides planners, surveyors, and engineers with the tools they need to design and map the area of interest. We highlight the workflow applied in an urban area through using, defining or creating of 3D Basemap, Zoning Types, Overlay Types, Building Types, Space Use Types, Project Status Types, according with the general urban plan, focused on the GIS instruments. |

Abstract :The Vulture?ti Polder, located laterally on Bârlad river, was built as a part of the investment "Hydrotechnical Works in the Barlad river catchment, for the defense against floods of Vaslui county and of agricultural lands. The Vulturesti Polder was designed and made for the purpose of attenuating the flood waves on the Bârlad river, for the defense of the municipality of Vaslui according to the second class of importance, corresponding to the probability of exceedance of 1% (in the Vaslui city section). This paper presents a brief history of the polder, focusing on aspects regarding the behavior monitoring of the polder during the years 2013-2019. It also presents a comparison between the floods transited on the Bârlad river in June 2013, June 2016 and May 2019. |

Abstract :There are presented 2 systems based on UAV equipment using a combination of 2 technologies Lidar and photogrammetry. Both UAV equipment, the hexacopter DJI M600 and the fix wing airplane TerraHawk CW-20 with vertical landing are collecting high density of Lidar points and aerial images.
The paper presents the advantage of using high density of cloud points combined with high image resolution for collecting accurate and complete geospatial data. The registered area is divided in cells and specific algorithms are applied on cells in a tree structure for fast DTM and DSM generation. In house applications are used for cloud data processing and change detection. Some 3D modelling applications are also presented for different kind of objects.

Abstract :Over the past century urbanization has increased even if it has known to have several negative impacts towards hydrological cycle due to decreasing of pervious area and deterioration of water quality in storm water runoff. One of the most serious negative impacts of urbanization is the congestion of the storm water drainage system and this situation leading to flash flood problem and water quality degradation. Hence, high accuracy models are required for informed decision making in urban ?ood management. The study analyses several GIS layers such as high resolution and accuracy raster, land use (buildings, streets, green areas etc.) This paper demonstrated application of the above breakthrough modelling methodology of surface flow under pluvial flooding conditions in urban areas. The primary objective of the study was to develop a document to be used as guidance for eliminating or reducing flooding within the area in consideration of health and safety. |

Abstract :Brief description of the theme of the article and optional of the conclusions, in maximum ten rows. The hydrographic method of the SCS unit is used to transform precipitation into surface runoff. CN (Curve Number) represents a dimensionless index, with values between 0 and 100. CN depends on both the use of the land and the hydrological group of the soil and reflects the potential of water drainage on different lands. C.N values vary directly in proportion to the leakage potential and inversely proportional to the infiltration coefficient, having maximum values for soil class D or for urban areas, waterproofed. The paper presents a method of automatic calculation of the CN parameter using ArcGIS program. |
