The lack of techniques for management integration in public entities drives the research that leads to the design of a methodology for integration management. With a mixed approach and a sequential exploratory scope, the existing correlation between the requirements of the technical standards ISO 9001: 2015 (QMS), ISO 14001: 2015 (EMS) and the normative models Decree 1072 of 2015 (OHSMS), MECI: 2014 (Internal Control Standard Model) and MIPG: 2012 (Planning and Management Integrated Model), obtaining as a result the correlation matrix, product of the bibliographic review and the critical reading of the technical standards and the normative models of the State. From this correlation matrix, descriptive contents were developed, taken as a basis for the construction of perception surveys, applying statistical methods that support the degree of correlation of the requirements through Spearman´s correlation coefficient and the reliability of the data through Cronbach’s alpha, thus validating the content of the matrix, which is a guiding reference for the integration of management systems in public entities. |
| Comprehensive proposal of the management system for good manufacturing practices in the Colombian cosmetic sector | Author : Sandra Milena Rodriguez Labrador | Abstract | Full Text | Abstract :Currently, cosmetics producers in Colombia are facing an increasingly competitive and demanding environment; on the one hand, to market their products in national territory and countries of the Andean Community of Nations they must implement and comply with the provisions in the legislation, Decision 516 of 2002 and Resolution 3773 of 2004, but if they wish to reach the countries of the European Community they must comply with the Good Manufacturing Practices (ISO 22716:2007). Cosmetic producers can voluntarily certify with the health authority, INVIMA, the Good Manufacturing Practices through Resolution 3774 of 2004 or with a certifying body the ISO 22716:2007. This is the panorama of the cosmetics sector in Colombia, which, in response to the competitive environment, implements management systems and legal regulations separately. Therefore, a first step was the design of an comprehensive proposal between the legislation and the standards on Good Manufacturing Practices of the cosmetic sector in Colombia; through the identification, comparison, combination, incorporation and merging of the requirements. The content of the proposal was evaluated by experts and as a final result the verification guide was produced. |
| Integration of occupational health and safety management system in the quality management system in Colombian public entities of national level | Author : Peralta Cruz Daissy Peralta, Schneider Guataquí Cervera | Abstract | Full Text | Abstract :This article presents the results of a research project that proposes a methodology for integrating the occupational health and safety management system (OHSMS) into the quality management system (QMS) in Colombian public entities of national level. The foregoing, given the compulsory nature of its implementation established in Decree 1072 of 2015 for all public and private employers and Law 872 of 2003 establishes the QMS in the agencies and entities for services of the Executive Branch of the Public Power of the National level, among other. The research was developed in four stages: review of the literature identifying tools, strategies and theoretical references of integration and validation; correspondence analysis of the integrable requirements; preparation of the structured methodological proposal based on the ILOOSH-2001 guidelines and the validation of the content of the proposal with experts. In accordance with the above, this methodology becomes a guiding tool that provides benefits in institutional management such as integrated controls, improvement in service provision, reduction of work interruptions, prevention of over costs and administrative penalties. |
| Guide for the implementation of a comprehensive management system in the company Óptima de Urabá S. A. A. E.S.P., based on the standards ISO 9001:2015, ISO 14001:2015 and OSHAS18001:2007, as response to the strengthening of strategic policies in management issues that ensure an effective and sustainable development within the organization, through the application of two quantitative tools that provide the current diagnosis of the organization and the basic elements for the construction of the mentioned guide. The results of the research reflect the need to introduce the management of environmental and occupational safety issues in the organization, to address a comprehensive scheme in the current management system. An overview of the basic elements of integration is presented, which must be aligned with the proposal of the comprehensive management system guide and adjusted to the existing quality management system in the organization under study, thus contributing with new initiatives of integration in organizations associated to the public services sector. |
| Integration of the standards CWA 15793:2008, NTC-ISO 9001:2008, NTC-ISO 17025:2005 and NTC OHSAS 18001:2007 in the National Veterinary Diagnostic Laboratory of the Colombian Agricultural and Livestock Institute (ICA) | Author : Alba Bernarda Porras Santiago | Abstract | Full Text | Abstract :Veterinary diagnostic laboratories are responsible for the detection of diseases in both domestic and wild animals in different parts of the world, by conducting different laboratory tests aimed at both surveillance and detection of different diseases (health and animal production), which has allowed the international trade of these products. In view of this, veterinary diagnostic laboratories must guarantee the reliability of their results, for which they have adopted management models in search of results accepted in the international context, and thus favor the commercial exchange of animals and their products. For this, a mixed type research was carried out whose objective was to elaborate a proposal of integration of the standard CWA 15793:2008, the NTC-ISO 9001:2008, the NTC-ISO 17025:2005 and NTC OHSAS 18001:2007. To do this, first a correlation matrix of requirements of the standards of interest was prepared, secondly with the intention of knowing how the biological risk management was being worked in the laboratory under investigation, a checklist was made based on the requirements of the standard and finally with the aim of having a better knowledge of the problem, a focus group was formed consisting of experts in biological risk management issues, handling of management systems, planning and laboratory with which the information obtained through the checklist was analyzed. It was possible to make a proposal for the integration of the aforementioned international standards with the biorisk management standard, taking into account the guidelines given by the World Organization for Animal Health (OIE) and adopted at the World Assembly in May 2015, it also complements the measures already adopted in the analyzed laboratory and provides very valuable tools for proper work within the facilities, taking into account the environment and the surrounding community. |
| Strategies for the integration of quality management systems and document management systems, in a Higher Education Institution | Author : Ingrid Carolina Moreno Rodriguez | Abstract | Full Text | Abstract :This article presents the results of a research oriented to identify the integration and collaborative work that can exist from the two areas that manage information in a Higher Education Institution, Quality Management System (ISO 9001) and Document Management, facilitating the integration of methodologies, the compliance with internal and external regulations, resource optimization and consolidation improvement plans. The backgrounds are studied to contextualize the research and identify the areas in which proposals for the integration of these two management models have been presented. Subsequently, through the theoretical review, the most representative themes are addressed, finding that the composition of strategies is given from conceiving plans (objectives), goals and policies (categories). Once the study methodology has been defined, a qualitative approach is applied as an instrument for collecting information, interviews, selecting a group of individuals that are part of the institution’s quality management system and experts in document management, analyzing the results obtained in the application of the instrument from the approach of the mentioned categories, to finally formulate the integration strategies. |
| Perception analysis of the integration of management systems | Author : Gloria del Pilar León Velásquez | Abstract | Full Text | Abstract :This article aims to publicize the perception of the integration of management systems of different types of actors that have participated or have training in integration, specifically the scope is developed on the following standards: NTC-ISO 9001, OHSAS 18001 and NTC-ISO 14001, these can be implemented individually or integrated within an organization, which affects whether to obtain the different types of benefits, opportunities and efforts by an entity. For this, the main components of an Integrated Management System - IMS were identified, based on the development of a theoretical framework of representative authors in the subject, with which a valid instrument was constructed that allows, through its completion, to rescue the valuation and positive or negative appreciation regarding the different elements that are associated with the implementation of an IMS. The results have been beneficial to understand how the application of each element is estimated and its tendency in the opinion of the different participants in an established space and time of transition of ISO standards. The instrument designed gives the opportunity and possibility to be used to verify how the acceptance of concepts, methodologies, sequence of integration and components evolves and determine strategic aspects, benefits, difficulties and possible disadvantages that may be caused when implementing an IMS in an organization. The importance of this work is to take a first step to identify the perception of the integration of management systems, in a transition stage of the NTC-ISO 9001 standard to be able to assess to what extent there is homogeneity or heterogeneity in the appreciation of the elements what make it up. |

changes of the NTC-ISO 14001 2015 compared to the
2004 version (the high-level structure, the concept of
the product life cycle, the external communication
of environmental impacts and the control of planned
changes in the system), and propose the necessary
activities to comply with the changes included in
paragraph 8.1, “Operational planning and control”,
through an action plan designed specifically for the
case of a higher education institution. To this end, a
comparative analysis was made between the 2015 and
2004 versions of the NTC-ISO 14001, which resulted
in the identification of the new requirements that
organizations wishing to maintain the certification of
their environmental management system must comply
with. The second stage was to define as alternatives
the actions that organizations that wish to carry out the
transition to the 2015 version of the standard should
include in the action plan, in order to comply with the
requirements identified in the stage one. After the review,
it can be argued that there are changes in the
requirements for the transition compared to paragraph
4.4.6, “Operational control”, of the 2004 version, in
aspects such as: the approach of products and services
life cycle; the control of the design and development
process; the external communication of possible significant
impacts associated with the activities of transport,
delivery, use and final disposal of products and
services, and the control in change planning, that the
organizations must comply through a plan of transition
with the activities indicated in this document. |
| Proposal of an incentive policy for the accreditation of Health Care Providing Institutions in Colombia | Author : Jerson Alexander Rodríguez Vera, Oscar Antonio Aznate Puello | Abstract | Full Text | Abstract :Users who access health services in Colombia seek that the Health Care Providing Institutions attend to their needs and expectations, through a humane and safe service; when such characteristics are not perceived, complaints about dissatisfaction come about before the governmental bodies. The unique accreditation system, offers superior quality standards that would have a positive impact on this problem, however, most Health Care Providing Institutions in Colombia do not adopt it. The general objective of the research carried out considers the proposal of an incentives policy for the accreditation of Health Care Providing Institutions in Colombia, based on the analysis of the factors that influence the decision to be accredited and the evaluation of the incentives provided by the Government for this purpose. The information was collected through a survey directed to both non-accredited and accredited and through semi-structured interviews with experts in accreditation. The proposed sampling strategy consisted of a two-stage sampling, which allows obtaining a low margin of error and inference to the entire Health Care Providing Institutions population of the country and by area. The response of 254 Health Care Providing Institutions was achieved. It was concluded that both the Health Care Providing Institutions and the accreditation experts consider that accreditation can become a strategy for compliance with organizational goals, improvement in the provision of health services and increase in user satisfaction and the granting of institutional prestige. |

Information System) and e-book. The search considered
texts published between 2000 and 2016. The recovery
of these documents was made through keywords
in English and Spanish: Integration of management systems,
Integration of management systems and systematic review,
Standards, Industrial management. 998 documents
were identified and it was identified that 2014 is the
year with the highest related production. Within the
scientific literature, it was possible to identify that
some systematic reviews of theories of integration of
management systems are applied to different economic
sectors worldwide, however there is little information
on the subject of research, contributions are
scarce; generating gaps and difficulties for the analysis
and interpretation of the common elements of the
contributions of integration theories of standardized
management systems such as ISO 9001, ISO 14001,
OHSAS 18001. |
