Abstract :In this study, we searched , the reasons of unissuing bonds by joint stock companys in Turkey, after 1998. For this reason, for the period of 1985 - 2003, the rate of annual averaged treasury bills intrest rates and annual inflation rates were compared and seen that the capital owners earned high real intrest rates with no risk. In addition to the governments ’ high real intrest. tax exceptions to the treasury bills caused the joint stock companys did not make benefit from this financial instrument. |

Abstract : "Participative management", which is defined as personnel's participation in terms of expressing his or her opinion to the solution of problems which effect their jobs and the institution where they work, constitutes the basis of today's modern management approaches. Being consulted as an advisor will create the feeling of being respected and being perceived as an important person and thus results self-satisfaction on behalf of the employee. Therefore, it is necessary to maintain the personnel to be deeply involved with his or her job, with the success or failure of the institution, and to ask for their opinions during the decision-making process. The application of management approaches, especially on participative management at the university libraries, was evaluated by undertaking the opinions of the university librarians and their approaches to the subject. As a conclusion, it is determined that participative management applied by their managers, and most of the managers of university libraries in Ankara execute participative management. |

Abstract : Activity Based Costing and Theory of Constraints are two important cost accounting and production theories that should be used for product mix decisions. Relative to traditional costing systems, activity-based costing by using the cost of activities as the basis or assigning costs to products. Cost are assigned to products based on the products ’ consumption of the activités. Theory of Constraints is based on the concept that every organization has as least one constraint. To improve business ’ decision making process, strategies must adress the organization's constraints. Activity — based costing and theory of constraints are combined for makirig specific decisions. In this paper, two different system are combined for product mix decisions. Especially, the outstanding features of the each method must be used to complete other method’s insufficient features. Combination of activity — based costing and theory of constraints might give an optimum solution for product mix decisions. |

Abstract :In the World Economy, it is carried out floating Exchange rates since 1970’s. On the other hand, Financial liberalization have been effected on capital movements in 1990’s. At this circumstances, it is very important indicator that the interest rate parity between USA and Turkiye. We find that interest rate arbitrage is rising based on difference spot rate and forward rate for two countries (1990-2004). Current accounts effects badly at these differences. |

Abstract :The primary objective of this study is to examine the potential crowding out effect of public deficit through interest rates paid for saving deposits (the cost of deposits). We follow Cebula (1997, 2000) and Darrat (2000) that have investigated such an effect of public deficit in the US. Even though the economic effects of public deficits in Turkey are widely deliberated by many researchers, none of them has directed his/her study through this way yet. By using Turkish data, we estimate the relationship between real interest rates and public deficit over the 1985-2003 period. The results suggest that changes in public deficit positively and significantly affect the real interest rate paid for saving deposits at the Turkish banks. |

Abstract : This article examines the ongoing conflict on Cyprus between Greek and Turkish ethnic groups in the context of relational problems, resulting from past hurts 011 the island, as well as unresolved traumas in the larger Greek-Turkish history. It is a critique of the traditional analyses of the conflict which pay more attention to legal and political problems. The study suggests that a durable settlement on Cyprus requires overcoming psychological barriers between the Cypriot communities and that necessities longer term trauma-healing efforts. In this respect, many confidence building measures are proposed and discussed in detail. |
