Bauman in his book “Modernity and the Holocaust”, launched an impressive and sustained critique of bureaucratic rationality. In this paper I outline the main frame of Bauman’s bureaucratic rationality, although it seems similar Weberian standpoint, Bauman’s conclusions about the moral vacuity of bureaucratic rationality are quite different from Weber’s standpoint.

In recent times companies becouse of the financial crises, considering component of cost, go towards new and different marketing approaches which can be alternative to money. In this context the system of Barter is an approach which provides minimum cost advantege and organizational market. In this system money is not used and it is based on the approach of changing products. At the same time to apply this system requires fiscal engineering. In this study it is analyzied Barter system from the marketing perspective and it’s accounting.

In developing countries like Turkey, many kinds of different speculative movements which cause rigid up and down movements in stock market make the proper estimation of the shares difficult. Financial analysts use various methods to determine share prices. Neural network analysis is one of them that became popular and used frequently in recent years. In this paper, we estimated the Istanbul stock market index by using neural network approach. In the application, performance of the neural network approach seems to higher than regression analysis.

It can be indicated that Knowledge-Based Economy depends on efficient National Innovation System. Small and Medium-Sized Enterprises (SMEs) have a significant role in this National Innovation System. Thus, it can be argue that policies relating to improvement of SMEs are significant tools in order to make innovation system strong. The basic aim of this study is to analyse the interaction between SMEs and National Innovation System. In this framework, we will analyse the relations between the dynamics of National Innovation System and some properties of SMEs like flexible structure of production, powerful economic potential and enterprises spirit. In conclusion, it can be indicated that there are a lot of significant functions of SMEs in National Innovation System. From this point, applications towards improving the disadvantages of SME’s mean an important factor determining the options concerning the Innovation Policies. Innovation Policies based on improving SMEs, generally, consist of improving the financial resources, information networks and employment quality of these enterprises.

Modern democracy is a democracy which based on representation and decisions can not be taken by public directly. For these reasons, in present democracy’s main point takes place representation relatioship between governors and governed people. On the other hand representation relatioship, which is a must for putting democracy into life, is the most troublesome part of democracy as most of the problems that are seen in democratic systems originate from the separation of governors and those who are governed, which is due to representative relationship. Such a discrimination causes privilege and domination of governors and this situation is not confirm with equality which one of the main prencips of democracy. In that point, necessary thing which is done initially, is explaining of representation mechanism of democracy why it is needed. Then, it is mentioned basic and functions of democratic and efficient representation relations.

Small and Medium Industry Development Organization (KOSGEB) has been established in 20th April, 1990 with a special Act. No: 3624. KOSGEB is an important organization to provide technical, financial, consultancy services, and improvements of entrepreneurship for SMEs in Turkey. In this study, activities of KOSGEB have been investigated. KOSGEB has been restructured in 2003, the organization has reduced bureaucracy, also added more variety and values of support of its activities.In 2004, 40.000 SMEs have been analyzed by KOSGEB. More SMEs have recognized KOSGEB activities and require the KOSGEB support.

Stress is the response of the organism to any disorder which is caused by an unpleasant circumstance. Therefore, every physical and physchological factor initiating disturbance and pressure on an individual can be defined as stress. Stress is not spesific, and it differs depending on the ability of each individual to adjust him or herself to certain conditions. While stress causes positive effects on some individuals,it displays negative emotions and behaviors for the others. Stress is an important aspect of an individual’s personal formation. The level of its effects varies according to the negative relationship between personality and responsibility. In this study, disease and behaviors of the hotel workers caused by the stress were examined. By searching for the findings related to stress it is investigeted whether there is relationship between stress and personal formation or not; and their differences were determined. As a result is found out that the individuals who have A type personality are more stressful than the others.

Development of tourism by protecting natural enviroment, cultural and historical heritage, constitutes the basic of sustainable development. The aim of this Study is to stress the position and importance of culture m Ayvalık tourism, m the framework of sustainable tourism policies. Ayvalık hos a great importance in protecting the natural and enviromental valves, and using them in tourism; developing tourism without destroying the architectural and cultural beauties; using the local and authentic historical building in tourism; creating policies to addapt the sustainable tourism.
