Abstract :This study aimed to evaluate and determine the effectiveness of the Mother–Tongue Based–Multi Lingual Education (MTB–MLE) textbook for Grade 3 pupils in Catbalogan I Central Elementary School. Findings revealed that MTB – MLE textbook was effective in terms of its characteristics in terms of its physical appearance, content, graphics and pictures presentation, various activities and accuracy of the language used which is the waray–waray. It also inferred that the textbook being used by the grade 3 pupils are appropriate to their grade level. Teachers profile in terms of their age was significantly related to their evaluation towards the MTB–MLE textbook. Therefore, teachers who are 30–50 years old had a positive impression in using the textbook in their instruction delivery. This led to a recommendation, that teachers should be creative and consider factors in developing learning materials that can attain higher learning skills of the students. |

Flood Risk Assessment in Post Antiao River Control Project in Catbalogan City, Philippines |

Abstract :Flooding in cities of developing countries is common, primarily due to poor planning and project designing and execution. Factors causing floods are due to increasing population, outdated and non-functional drainage system, heavily silted and reduced river size, poor waste management, no erosion control measures, reduced vegetative cover and the unusually heavier precipitation. In response to this flood problem, the local government asked help from the Department of Public Works and Highways which in turn developed a Flood Management and Drainage System Master Plan wherein a River Control Project which includes desilting of an almost 2km stretch of the river, and the construction of river walls. Using a hydrologic modeling system (HEC-HMS) version 4, river discharge was calculated for at least four extreme events. Results have shown that the project will not solve the flooding problem due to extreme precipitation. The river walls are more needed upstream than the downstream portion of the river while the de-siltation of the river is not enough to carry stormwater. There is, therefore, an urgent need to construct river walls in the upstream as well as other interventions specified in the master plan to manage the flooding problems in Catbalogan. |

Abstract :The study employed a mixed-method research using correlation and comparative analyses. It assessed the relationship among the respondents’ profile, leadership styles and organizational culture and the significant differences among leadership styles and organizational culture among SUCs. The study utilized the Multifactor Leadership Questionnaire (MLQ5x) by Bass and Avolio (1985) and the Organizational Culture Questionnaire adopted from Tiu (2010). For the analyses of Quantitative data were analyzed utilizing both descriptive and inferential statistics. Nvivo10 software was used in the content analysis of the Focus Group Discussion (FGD). The study revealed that majority of the three groups of respondents practiced transformational leadership especially along Inspirational Motivation and Intellectual Stimulation. Along with organizational culture, the majority of the three groups of respondents highly observed a We-Centric Culture especially along Culture of Sharing, Reinvention, and Appreciation. Correlation results revealed that respondents’ demographic and professional characteristics posted significant and highly significant relationships with the leadership factors. The Eta correlation between the respondents’ affiliation with an organization and the Culture of Inclusion is observed to be weak, but significant. The correlations between the respondents’ leadership styles and perceived organizational culture posted highly significant correlations with all the dimensions of organizational culture except for the Laissez-faire leadership factor and Culture of Reinvention which posted a significant correlation. The pairwise comparison using Tukey’s Honestly Significant Difference Test showed a significant mean difference between and among SUCs along organizational culture. The results of the study provided inputs for an improved organizational leadership in SUCs. |

Modeling Technology Protection Performance of State Universities in the Philippine Provinces |

Abstract :This quantitative study aimed to determine the technology protection performance of state universities in the Philippine provinces. Further, this paper aimed to find out the significance and trends in technology protection using linear regression and time series projections. A total of 24 state universities were included in the study. Data came from surveys using Google Forms and was validated through the data from Intellectual Property Office of the Philippines (IPOPHL) database. The result shows that technology protection performance of state universities in the Philippines proved to be statistically significant (?.05) at p value=0.000). Further, regression models showed the decline in the number of technology protection in the province during the past years but spur a significant increase in the last two years. The comparison of the actual and the predicted values for years 2007-2020 show very optimistic forecasts for the technology protection performance of state universities in the provinces. The model predicts a total of 2,032 registered technologies in 2020, a compounded annual growth rate of 17.5% from 355 in 2016. A similar study considering all universities in the Philippines including industries will provide a picture of the technology protection performance of the country. |

Abstract :The paper proposes a wireless solution, based on GSM (Global System for Mobile Communication) networks for the monitoring of the device, soil humidity and water level of the container in a small scale plantation. This system provides an ideal solution for monitoring critical conditions in the plantation. Utilizing soil humidity sensor, water level sensor, water pump, microcontroller, LCD and GSM technology, this system offers a low cost and effective solution to wide range of remote monitoring. The system can configure to transmit data on the status of the plantation, to a mobile phone. Whenever it finishes the water irrigation, the system will send an SMS to the user. The user can monitor the system through his mobile phone by sending commands to GSM modem and then passed to the microcontroller. The system provides global access to the user since it used GSM as its mobile communication. It has also added features such as the user can monitor the balance of the load from the system, the user can also control the pump manually or through mobile phone and the system can send the monitoring status via SMS to any number inputted by the user via mobile phone. |

Abstract :This study determined the relationship between organizational climate prevailing in SUCs in Eastern Visayas and the corresponding job satisfaction level and work performance of personnel. Methodological triangulation was utilized in collecting the needed data. The Organizational Climate Description Questionnaire (OCDQ) developed by Halpin and Croft (1962) was adapted to determine the organizational climate among the respondent-SUCs which involved 81 key officials, 130 faculty, and 106 non-teaching personnel from 10 SUCs in the region during the school year 2010 – 2011. Results implied that the organizational climate prevailing in the respondent-SUCs approximated an open climate; thus, there is a high level of “esprit,” “thrust,” and “consideration.” The personnel enjoy friendly relations and show considerate satisfaction in their work; indicate motivation to overcome difficulties and frustrations, manifest desire, enthusiasm, and cooperation to work things out to keep the organization going. Moreover, the respondents were generally satisfied with their job; with a high level of work performance. However, they had the lowest level of job satisfaction along professional growth due to scanty seminars/ training they have attended and inadequacy of scholarships and fellowship grants. The result showed that the organizational climate prevailing in a SUC in Eastern Visayas could affect its personnel ’s job satisfaction and work performance. A more “open climate” may lead to better job satisfaction and a higher level of work performance while in SUCs with approximately a “closed climate”, the personnel may have low job satisfaction and work performance. Further investigation of the relationship between organizational climate and SUC’s performance may provide inputs for possible intervention programs. |

Abstract :The study assessed the level of media exposure and English language performance of selected freshmen students of Samar State University. Eminent findings revealed that majority of the student – respondents used the English language in using the different forms of print, audio and audiovisual media. In writing, listening and reading skills, the majority of the respondents were intermediate level while in speaking skill, the majority of the respondents were fairly proficient. Lastly, for viewing skill, the respondents were advanced level. Print media affect the viewing and speaking skills of the respondents while the audiovisual media affects the speaking skill of the respondents.Furthermore, this led to a recommendation for an enhanced communicative ESL classroom instruction through the use of the different forms of media. |

Conceptual and Procedural Knowledge in Mathematics of Preservice Teachers |

Abstract :Mathematical competence rests on developing knowledge of concepts and procedures. It is therefore the aim of mathematics instruction to develop conceptual and procedural knowledge of students. This study examined the conceptual and procedural knowledge of the 151 randomly selected first year preservice teachers using a validated teacher-made achievement test on signed numbers. The results of the study revealed that the level of conceptual and procedural knowledge of signed numbers was very high. Using pearson’s r at .05 level of significance, it was found out that students’ conceptual knowledge and their procedural knowledge of signed numbers were not significantly related. Possible reasons were discussed and recommendations were provided. |

Developing and Applying Technological Pedagogical and Content Knowledge (TPACK) for a Blended Learning Environment A Rural Higher Education Experience in the Philippines |

Abstract :This study presents the development and application of Technological Pedagogical and Content Knowledge (TPACK) for blended learning environment (BLE) to a university located in rural area of the Philippines with limited technological resources for online learning. Each element of TPACK model was used as a guide in the development of teaching plan for the blended learning environment. A randomized pretest and posttest quasi-experimental research design was used in this experiment to determine the significant difference on the posttest scores of the experimental and control group in terms of their achievement test in Computer Fundamentals. Participants of the study consisted 90 freshmen Bachelor of Science in Information Technology students, 45 students each comprising the experimental and control group. An item-analyzed multiple-choice achievement test floated before and after the experiment. Result revealed successful integration of technology in a technology-deprived university using TPACK model for BLE. In terms of student learning, results revealed that both the experimental and control group slightly increased their mean score using the blended learning approach and traditional teaching inside the classroom which concludes that there is no significant difference between the experimental and control group after the TPACK experiment as compared to the control group exposed to the traditional approach of teaching, hence it is recommended to continuously focus on PCK to further improve the TPACK model for BLE for school in rural areas. |
