Abstract :The success of the creation and operation of the national infrastructure for geospatial data (NIGD), aimed at the development of the geospatial world for the development of the economy, the provision of vital services, the maintenance of sustainable development, improving the lives of people around the world is based on several generally accepted things in the world. Legislative, institutional and financial issues need to be resolved and organizational measures aimed at creating and developing such an infrastructure should be determined on their basis. Based on the analysis of world trends in the field of NIGD and UN recommendations on the ideology of constructing such systems at the national level, the state of development of NIGD in Ukraine and the status of institutional, legislative and financial support in this area are analyzed. Deviations from the UN recommendations are outlined, systemic principles of the creation of the NIGD are proposed, and a list of measures and actions for the return of the process of constructing the NIGD on the innovative way is proposed. |

Abstract :The necessity of actualization in the modern economic conditions of economic indicators of economic land valuation is substantiated, obtained in accordance with the method of its conducting in 1988. Research materials are indicators of economic land evaluation, which we propose to clarify on the basis of actual statistical data, to investigate the connection between the obtained indicators and the points of economic land valuation and to propose new points with the help of regression analysis in the system Statistica. The remnants of the constructed economic-mathematical model of correlation-regression analysis the indicators of economic land valuation reflecting the real results of production of grain and leguminous crops by agricultural enterprises in the region are clarified. The resulting scores should be used to meet the challenges of growing crops planning and an efficient use of land resources. |

Abstract :In this article we proposed two methods for calculation of monetary value of green areas in cities. Tree canopy cover class area multiply by annual carbon dioxide sequestration rates and monetary value of carbon dioxide removal. The default values (the multipliers) of carbon dioxide removal rates for a unit tree cover were derived from average annual carbon sequestration rates by forest ecosystems of Ukraine. Tree canopy cover class area was calculated in this article by using of two different methods: supervised classification of satellite images by ArcGIS (Maximum Likelihood Classification) and i-Tree Canopy application designed by the US Forest Service (USDA Forest Service). |

Abstract :To this day, the ongoing land reform has not yet ensured the formation of an effective market of land shares (shares) in our state. In this regard, the article examined the foreign experience of countries with a civilized market economy, in particular agricultural lands, which occupy a significant part of the country in Ukraine. For this purpose, the main factors influencing the value of agricultural land, namely, comparative productivity and value of agricultural land, are considered. A comparative estimation of the value of arable land in Ukraine was made on the basis of the normative monetary valuation and market value. In addition, to study the trends of changes in the value of agricultural land in Ukraine, we will use the analysis of prices for the lands under buildings. It was discovered that the lack of a full system of guaranteeing land ownership rights and the lack of appropriate subsidies for the development of agricultural land use and rural infrastructure contributes to a reduction in the market value of land. It is also confirmed that sales prices in well-developed markets are roughly equal to the magnitude of capitalization of the economic return on land lease. It was established that the fundamental reason for the underdevelopment of the market of land parcels of land parcels owners is the imperfect institutional environment, in particular, the system of land rights guarantee, the system of land management and land management (the study will be carried out in the following article), the cadastre and land tenure system, the lease system relations, poor infrastructure of value added in agriculture as a whole. |

Abstract :The system of management in market conditions depends on the efficient use of resources. Excessive use of arable land leads to economic and environmental losses. As a part of agricultural land in Ukraine there is a significant amount of arable land with the manifestation of degradation processes. The search for an optimal solution is possible with the help of mathematical methods and models in land management. The mathematical model is one of the important methods of scientific knowledge and is therefore used in all branches of science. Since land organization is considered as an interconnection with the organization of production, such land management project design problems are always experimental and require constant research. The object of optimization of arable land, which has in its composition degraded and depleted land is the forest-steppe Right Bank province of Kiev region. In order for the investigated economic process to meet the current realities in the calculation, we use statistical data. The main purpose of the calculation is to establish optimal rotation parameters for the research object. According to the forecasted calculation for the Forest-steppe Right Bank province of Kiev region, the economic effect will be expressed in the increase of the crop. Increasing the crop will cover the lack of output on an area that will not be sown, but removed from cultivation for stopping and minimizing. |

Abstract :The article analyzes the state of the most popular and least popular professions and specialties in Ukraine. It’s found that there are no specialties in the field of land management among them. It is also noted that at the legislative level the specialties “Land Management and Cadastre” and “Evaluation of land and real estate” were replaced by the specialty “Geodesy and land management”, which belongs to the field of knowledge “Architecture and construction” (technical sciences). It is substantiated that the profession of land manager should relate to the field of knowledge of “Social and behavioral sciences”. It’s based on the provisions of the Law “On Land Management” and the study of world experience of the essence of the concepts of land management and land management planning (both have technical, socio-economic, legal and environmental focus).It is proved that the profession of land manager needs to be reprofiled. In this regard, there is a need to identify new specialties and specializations and add them into the state classifier DK 003: 2010. It’s important to expand the training of specialists within: 1) specialty 193 “Geodesy and land management” specializations “Land Management and Land Use Administration” and “Cadastral Registrar”; 2) specialty 101 “Ecology” specialization “Land management and ecologization of land use”, 3) specialty 051 “Economics” specialization “Economics of land management and land use”. It is proposed to add tham to the classifier. |

Grups of soils have been classified into classes of suitability by ten classification items. It is established that not the whole area of arable land is suitable for growing wheat. The estimated yield of winter wheat was calculated on the basis of soil’s properties. The importance of taking into account the properties of soils during land use is proved. |

Abstract :The necessity of attracting scientific and practical conclusions to resolve
controversial issues in the land management industry is substantiated. The practical
experience of applying the scientific and practical conclusion and conducting
scientific research in solving the problem associated with the correction of
technical errors in the state land cadastre is considered.
The analysis and justifiably technical error in the data of the State Land
Cadastre on the change in the purpose of the land for the construction and
maintenance of an apartment building from erroneous purpose for conducting
agricultural production was carried out.
The list of documents that must be submitted together with the application to
the cadastral registrar on making amendments based on a technical error of
information about the land registered in the State Land Cadastre is given.
It is noted that it is necessary to start the practice of creating scientific and
legal conclusions to resolve controversial and complex issues in land management
with the involvement of leading scientists in the industry and specialized research
institutions.

Abstract :The article examines the process of forming land plots for the maintenance of farm buildings and structures of road transport. It is substantiated that the specifics of the category of land for industry, transport, communications, energy, defense and other purposes is that their formation as an independent category of land is largely due to the withdrawal or redemption of land from agricultural or forestry production.
The peculiarities of allotment of land plots for commercial use, in particular, land plots for servicing of economic buildings and constructions of motor transport are substantiated. The stages of construction of road transport facilities and the list of documents that the project customer, in addition to the design assignment, provides to the project organization. Rationale for the formation of land for maintenance of commercial buildings and structures of road transport was considered in the Pryluky district of Chernihiv region. |

Abstract :The crisis situation in the use of land resources in both agrarian and non-agrarian spheres of land use in Ukraine is stated. One of the main reasons for this situation is identified the lack of a perfect system of legal documents that would really regulate scientifically sound environmentally and economically acceptable land use. The concept of land use and protection in the conditions of development of the digital economy and society in Ukraine which can be used for development of the corresponding state target program is substantiated. The concept defines the guiding direction in the organization and implementation of processes of sustainable land use, protection of lands from depletion, degradation and pollution in market conditions with high priority of monitoring of land and land relations by automated information-analytical systems and remote sensing of the Earth. The principles and approaches to the development of the state target program of land use and protection are proposed. Options for solving the problem of ensuring the rational use and protection of land are outlined and analysed. The directions, ways, stages of realisation, innovative component and expected results and efficiency of execution of the state target program of use and protection of lands on the basis of the developed concept are defined. |

Abstract :The article addresses the question of the optimization of forest and agricultural land tenure in the environment of natural afforestation in accordance with the aims of sustainable development. The topicality of the research is predefined by the need for the increase of areas occupied by forests according to the legislative initiatives, need for the improvement of agricultural land, the improvement of ecology in the environment of insufficient afforestation. The resolving of the problem of self-afforested agricultural land plots in the process of land consolidation has been suggested. Approaches to the problem of natural agricultural land afforestation have been singled out, advantages and perspectives of land consolidation as compared to other approaches have been substantiated. The involvement of land plots defined as escheated inheritance and non-recalled land shares to the process of land reallotment at land consolidation has been suggested. The adjustment of the land reallotment methodology at land consolidation in the environment of natural afforestation of agricultural land has been suggested. As the result of reallotment, trees were kept on the afforested land plots, a joint consolidated forest mass was formed, the configuration of land plots was improved, road network was improved. The results can be used at the implementation of the Large-scale Afforestation of Ukraine environmental initiative, and in the following scientific research on land tenure and use spatial improvement. |

Conceptual principles of formation of the system of rational agricultural land use |

Abstract :The article analyses the current state of agricultural land use in Ukraine, which is characterized by extremely high levels of ploughing of agricultural lands, violation of scientifically substantiated crop rotation, and hence significant anthropogenic pressure on the soil, which in turn increases the intensification of degradation.
The conceptual bases of formation of the system of rational agricultural land use in the conditions of transformation of land relations are substantiated. It is proved that such systems should be formed at the national, regional and local levels based on the principles of environmental friendliness, adaptability, biogenicity, variability, etc. using a landscape approach to the organization of agricultural enterprises. To ensure the conservation of soil resources and zero level of degradation processes, the main block of such systems, their basis should be soil protection and reclamation of the territory.
Only land management should be considered as the main mechanism for the formation of a system of rational agricultural land use, and therefore the process of its formation at the national level should be carried out through the development and implementation of the National Land Use and Protection Program; at the regional level - through the development and implementation of regional land use and protection programs; at the local level – through the development and implementation of relevant land management projects. |

Abstract :Analysis of the pilot project of the comprehensive plan for spatial development of the territory of Pisochyn territorial community showed that failure of incorporate the requirements of land legislation in the context of the formation of sustainable (balanced) land use does not improve environmental stability and capitalization of land use as components of its sustainability.
It was proposed to make changes and additions to the legislation of Ukraine on components, structure and content of the comprehensive plan for spatial development of the territories of territorial communities, zoning of lands outside the settlements which differs significantly from urban planned, especially the categories of agricultural lands, nature reserves and nature protection lands and defense lands.
Improving the components, structure and content of the comprehensive plan for spatial development of land use of the territories of territorial communities based on European experience will reduce the cost of its development by 2-3 times. This is especially important considering that the state budget includes 187, 7 million UAH of subventions for the development of 150 comprehensive plans for spatial development of the territories of territorial communities in 2022(or 1, 25 million UAH for 1 project). Prospects for further explorations consist in researching areas for improvement of components, structure and content of the comprehensive plan for spatial development of land use of the territories of territorial communities, especially about zoning of lands outside the settlements which significantly differs from urban zoning. |

Abstract :Under rapid urban expansion and continued use of natural land resources, it is necessary to study land use from several directions and complex data clusters. For this purpose, the data and materials provided by the scientific community, as well as from government agencies and organizations and commercial companies, had been thoroughly examined, grouped and used in research. This methodology has proven to be effective in making the right assumptions and helping build an effective development framework model for the future development of land use. Land and forest resources undoubtedly play an important role in the formation and development of cities. The quality, sheer number and their use affect the economic development and environmental situation of cities in the surrounding areas. The available forest, food and land resources are especially important for large cities. Careful planning and consideration of various factors should be aimed at restoring land and natural resources, planning the costs of introducing new energy-saving and other technologies. The focus of this research work is the case study of urban land use under sustainable development program in Ukraine, based on pre 2023 data. As a research outcome the author presents the sustainable land development framework. This framework should be considered a key part of the general urban development program. The result of using the proposed sustainable development program opens a possibility for a new land and city management policy that will result in nature resources preservation, in some case resources restoration and public quality of live improvements.
