Dyumina | Abstract | Full Text | Abstract :The issue of spatial organization and interactions, the influence of spatial development processes of research land use in the NAAS system is investigated. The spatial development of multidimensional ecological-economic systems in modern conditions requires a new methodological substantiation of approaches to the synergetic study of the economics of scientific research as the interaction of microeconomic agents, regional, national and global interactions, including the study of various spatial forms of land-use organization of scientific institutions and enterprises as centers coordination and accumulation of environmental, economic and social relationships between individual economic entities, territorial associations or regions. It has been substantiated that, in the NAAS system, the effectiveness of the spatial economy of research land use is determined by the zonal, territorial, and intrafarm features of the organization of research land use. Also justified is the need to establish a differentiated mode of use, protection and reproduction of land (soil) and other natural resources in accordance with the functional zoning of research land use, in particular, the allocation of such zones: 1) the area of research fields; 2) the area of growing elite seeds and planting material of agricultural crops; 3) a zone of regulated use; 4) the zone of conservation of agro-soil, environmental, historical and cultural complexes and objects valuable for agrarian science; 5) economic zone. |
| DEMAND AND OFFER IN THE SUNFLOWER MARKET IN UKRAINE | Author : S. Sharkovskaya | Abstract | Full Text | Abstract :Ukraine is one of the worlds largest producers and exporters of sunflower seeds and products for its processing. The current harvest of this oil crop will not be the same as last year, and therefore Ukraine can strengthen its position on the world market. At the same time, the dependence of domestic producers and processors on world market conditions will increase. Sunflower is considered to be one of the few crops that is in high demand both on the domestic and foreign markets, and allows agricultural enterprises to receive high profits. Sunflower seeds are used as valuable food products and are widely used by various industries in the processing industry. Sunflower seeds have a steady demand in different periods of the year, indicating its high liquidity and export attractiveness. In order to ensure the growth of sunflower seed production, the concentration of crops in the regions with the most favorable conditions is of great importance, therefore, the production of sunflower has been one of the most profitable agricultural enterprises in the last few years. Sunflower has become a traditional culture for modern agrarian business in Ukraine. This was facilitated by the stable demand of foreign markets for sunflower oil. As a result, attractive domestic market prices for sunflower seeds contributed to the expansion of sown areas and the introduction of modern technologies for its cultivation. |
| THE CONSTRUCTION OF PREDICTIVE-MATHEMATICAL MODELING IN PLANNING THE EFFECTIVE USE OF ARABLE LAND AT THE REGIONAL LEVEL | Author : R. This allows us to draw conclusions about the development of the studied processes in the future, taking into account the influence of internal and external factors of existing processes. In land management, land is the object of forecasting and has a significant role in making managerial decisions for the efficient use of land resources. Agricultural lands are the most valuable, but they are classified as hard-to-renew resources. So, forecasting land management is particularly important. By combining the methods of forecasting with mathematical modeling, it is ensured in the perspective of predicting more accurate future realities about the impact of degradation processes on crop yields and the prodlisiness of various scenarios for making managerial decisions on soil conservation measures. The object of forecasting is the use of arable lands, which have a negative manifestation of degradation processes in the forest-steppe Pravoberezhnaya province of the Kiev region. The calculation was carried out on the basis of mathematical modeling of the predictiveadaptive method, which took into account statistical data in the calculation. The main purpose of the calculation is to pollute the various intensity of the impact of degradation processes on the productivity of arable land, which allowed to predict the maximum increase in the yield of grain crops. |

Kirova | Abstract | Full Text | Abstract :It is noted that the global updating of the ecological problems at the end of the XX – the beginning of the XXI centuries, the undeniable importance of the ecological component of human existence, causes the urgent need for a balanced, holistic, integrated approach to the analysis and solution of issues of ensuring the ecological safety of the vital activities of the population, including the city. At the same time, at the legislative level, environmental safety is identified as one of the priority tasks in the state policy of Ukraine in order to achieve sustainable development. It is proved that the provision of environmental safety remains the main way of solving ecological problems, which guarantees citizens the development and living in harmony with the environment and opens up new opportunities for other forms of activity in the field of nature management, in particular, political, economic, social, etc. The methodical approach to an estimation of ecological danger of urban land use for vital activity of the population and typification of land use of green plantings is grounded. An assessment of the state of ecological danger for the city of Kiev is given. On the basis of the proposed methodical approach, it is justified that today there are threats to the ecological stability of land use, and accordingly, environmental insecurity of land use, which indicates a lack of change in the structure of land use for many years. |
| THE CONCEPT AND ESSENCE OF LAND-USE DEFENSE IN UKRAINE | Author : A. Tretiak, A. Melnichuk | Abstract | Full Text | Abstract :Researched the essence of land use of defense in Ukraine and formulated its definition. Installed that the regulation of the legal regime of most types of land of defense is absent today, and the Law of Ukraine “On use of lands of defense” does not respond to its name. In the subcategories of the land of the Ministry of Defense, for functional use, agricultural, forestry, nature conservation and urban land use are allocated. Unfortunately, land use is not allocated to the defense function, but part 5 of Article 20 of the Land Code of Ukraine refers precisely to the said law in terms of determining the peculiarities of the legal regime of land defense. The peculiarity of the legal regime of the land of defense is that they can be only state or communally owned (under the objects of socio-cultural, industrial and residential purposes) property (Article 2, part 2, paragraph “c”, paragraph 4 of Article 84 of the Land Code of Ukraine ) [2]. The Law of Ukraine “On use of land of defense” [1] provides that land use by the relevant subjects in the title of permanent use (Article 2 (1), but also provides (Article 4) the possibility of granting such land plots for secondary use for agricultural purposes : “military units, in coordination with local executive bodies or authorities and according to they procedure determined by the Cabinet of Ministers of Ukraine, can permit natural persons and legal persons to grow crops, graze livestock and (harvested) hay on land provided to them for permanent use”. Analysis of scientific works shows that the concept of land use should be considered in the natural, legal, economic, environmental, defense and security and other aspects. In sense defense and security terms, land-use of defense is a land mass, which consists of one, or several land plots separated on the ground, which are systematically used by military units and have a special regime to ensure the functioning of their properties, the storage of weaponry and military equipment. Consequently, land-use defense is a land mass, which consists of one, or several land plots isolated on the ground, which systematically use military formations and have a special regime for ensuring the functioning of their property objects, the preservation of weapons, military equipment and other military property. The essence of land use of defense is reflected in its characteristics as a physical object, economic, legal, social and environmental defense-security land-property relations in a market economy. |
| THE INFLUENCE OF DECENTRALIZATION ON FORMATION OF LOCAL BUDGETS IN UKRAINE | Author : A. Having analyzed the experience of the developed European countries, achievement of this goal is possible only in the conditions of high-quality public administration, which strengthens democratic institutions, eliminates the inequality of access to public goods, improves the quality of public services and the standard of living of the population. At the present stage, Ukraine, in accordance with the basic provisions of the European Charter of Local Self-Government, continues to focus its efforts on the implementation of the European integration course on the development of local and regional democracy. And decentralization itself is, today, one of the most successful reforms that is being implemented effectively in the country. In the context of reforming the public finance system, a tendency towards decentralization in public administration is relevant, as a result of which a certain number of powers are transferred to the local authorities. Thus, financial decentralization can balance the mechanisms of providing public services with the needs and preferences of local communities. |

The main driving forces of this process are the constant rise in prices for traditional energy sources and the availability of large biomass potential available for energy use. The most favorable direction for solving the problem is the search for and use of renewable energy sources, among which a new segment of the economy, which is possible on all continents, which includes the production of energy sources of biological origin or biofuels: biodiesel, bioethanol, biogas, is becoming a widespread development. Biofuels throughout the developed world slowly, but confidently squeeze traditional energy. In the context of the aggravation of Ukraines energy supply, there is a need to revise the structure of available energy sources in favor of renewable energy technologies. The search for and use of biofuels is the most conducive to solving the problem. For Ukraine, bioenergy is one of the strategic directions for the development of the renewable energy sector, given the high dependence of the country on imported energy resources, first of all, on natural gas, and the great potential of biomass available for energy production. Unfortunately, the pace of bioenergy development in Ukraine still lags far behind European ones. |

Taking into account the fact that one of the leading branches of international specialization of the country is agricultural production, strengthening of the positions on the world market of agricultural products is one of the states top priorities. Today in the world there are three main resources that determine the prospects for the development of countries for the future: drinking water, grain and oil. The cereal sector has a significant impact on the welfare of the rural population and the development of rural areas and is the basis for most sectors of the agro-industrial complex of Ukraine. In the agrarian market, grain crops retain leading positions in exports, processing and domestic consumption, proving their strategic importance in ensuring food and economic security of the country. The strategic nature and scale of the development of the domestic grain industry are complemented by its significant inter-sectoral links with other sectors of the national economy, which has a significant impact on the overall state of the entire economy of the country. |
| ANALYSIS OF THE OIL AND PETROLEUM MARKET IN UKRAINE | Author : V. Of particular importance is the issue of completeness and compliance with the current market conditions of the existing in Ukraine order of formation of prices for petroleum domestic production. The article analyzes the current state of the oil market in Ukraine. The dynamics of average prices for petroleum products in Ukraine is investigated. The dynamics of prices for petroleum products in Europe is analyzed. The tendencies of oil extraction in Ukraine are investigated and their steady decline in recent years has been determined. As a result of the analysis of the national market of crude oil, it was determined that: the tendency of crude oil trade in the Ukrainian market has been caused by the reduction of oil processing volumes, which, in turn, is caused by the exclusion from the domestic market of domestic fuel imports; the main reason for the unsatisfactory competitiveness of domestic motor fuel is its quality, which does not meet the requirements of modern standards and the price not corresponding to it; low quality motor fuel of domestic production is determined by the prevailing use for its production of low-quality (high-sulfur) import (Russian) oil; in general, the competitiveness of the domestic oil refining industry is considered low. |
