Proposals for the structure, content and composition of the sectoral standard of inventory of lands of the government institutions and enterprises of the NAAS | Author : Dorosh Y., Dorosh O., Kharytonenko R., Melnyk D. | Abstract | Full Text | Abstract :Regulatory acts and scientific publications relating to the works on inventory of lands of state institutions and enterprises of the National Academy of Agrarian Sciences of Ukraine (hereinafter – NAAS) have been analyzed. It was revealed that the current legislation and just adopted “Procedure of Inventory of Lands” subject to the Decree of the Cabinet of Ministers of Ukraine No.476 of June 5th, 2019 does not include any norms that would consider the specifics of the land use by scientific organizations; their research fields and valuable lands for conducting scientific research should be taken into account when entering the data in the State Land Cadastre, as well as the property rights to them should be registered. The attention is drawn to the problem of legal uncertainty concerning boundaries of lands of state institutions and enterprises of NAAS. The specific functional peculiarities of agricultural land use by state institutions and enterprises of NAAS are considered.
In this regard, the structure, content and composition of the main provisions of the industry standard for land inventory of state institutions and enterprises of the NAAS are proposed, which will become a regulatory tool for the preparation of the technical documentation on land management for the implementation of this type of work, and the information obtained will be the basis for the resolution of mature problems concerning the agricultural lands used by these state institutions and enterprises of NAAS.

A number of problems, related to the imperfection of the institutional environment of the land management and the land use of modern agro-formations, have been identified; incompleteness of economic and legal ownership relations between land owners and agricultural structures, delay in the development and adoption of normative legal acts, required for further reformation of land relations, and catastrophic reduction of the volume of land management works aimed at ensuring rational land use are among them.
It is found that the most important of these problems are the absence of a scientifically substantiated and legislatively established Strategy for the formation of a rational system of land tenure and land use aimed at creating a favorable environment for sustainable rural development, the lack of the effective functioning of agricultural enterprises, and an increasing role of land management in ensuring environmentally safe use of land resources in agricultural production.
The solution of the above problems implies improvement of the legal framework for regulation of land relations, in particular, regarding the legislative definition of the administrative status of the united territorial communities; demarcation of state and communal property lands; consolidation and prevention of further subdivision of agricultural land allocated for agricultural production. The necessity of the development and adoption of the National Program of Land Use and Protection, as well as the necessity of amending the Land Code of Ukraine and the Laws of Ukraine “On Land Management” and “On Land Protection” is substantiated.

The current research covers various views and approaches of native scientists to the evaluation of land resource usage with taking into account factorial and result indicators, which differentially influence the formation of elements of land tenure system and land management efficiency. The efficiency of land tenure system and land management is substantiated to be determined by a set of its priority types: environmental, technological, legal, social, economic, and budgetary efficiency and their varieties. A system of criteria and indicators for integrated assessment of land tenure system and land management efficiency level at the local level has been proposed. It includes assessment of environmental, social and economic efficiency, which are interrelated and interdependent. It has been confirmed that the development of sustainable and effective methodological bases for land tenure system and land management evaluation is gaining great importance in the context of land market introduction in Ukraine and the abolition of moratorium on agricultural land sale. |
| To the inventory of Ukraines defense lands | Author : Kustovska O., Mudra S. | Abstract | Full Text | Abstract :The article analyzes the inventory of the defense lands of Ukraine, which involves establishing the location of objects and their boundaries, because the implementation at the proper level of governmental functions of the state in the planning, monitoring and control over the use and protection of land depends on the availability of complete, objective and sufficient information about them.
The offenses faced by land users of such land plots, in particular, are unauthorized occupation of land and unauthorized construction, seizure of land through registration of ownership of real estate objects, reduction of rent for land etc.
The procedure of conducting land inventory, which regulates the requirements for carrying out land inventory during the implementation of land management and preparation of technical documentation, in particular, the Decree of the Cabinet of Ministers of Ukraine No. 476 «On Approval of the Procedure for Land Inventory and Recognition Of the Cabinet of Ministers of Ukraine» of June 5, 2019.
The work done on the inventory of land and real estate of the Armed Forces of Ukraine for the period 2014-2019 has been evaluated.
Positive aspects of correction and filling of the real estate database started three years ago in the Ministry of Defense of Ukraine for creation of automated workplaces of managers to support effective management of real estate and infrastructure network were noted, since the availability of systematic information about state-owned and owned land plots in the operational management of the Ministry of Defense of Ukraine depends on Ukraines fulfillment of international obligations, which is an indisputable argument for yst of the state land inventory defense promptly.

It provides an analysis of the main elements and sub-elements of any sustainable development programs, regardless of its reference point: country, region or community.
It is proposed to improve the concept of "sustainable land use" in the context of the researched world tendencies of the paradigm of sustainable development of territories adapted to the realities of Ukraine.

The above factors also determine the choice of research direction for the systemic interaction of land resource and market cycles of development.
The purpose of this article is to investigate the conceptual foundations of forming a platform for systemic interactions between the land-resource and market cycles of development to ensure social well-being and sustainable spatial development of the country. The achievement of this purpose necessitated the following tasks: to define the goals, the aim of the platform of systemic interactions of the land resource and market cycles of development and to determine the structure of the interconnected elements of the platform at the national level.
As a result, the theoretical principles of formation a platform of systemic interactions of land resource and market cycles of development are investigated; in particular the identification of its system characteristics is made in the article. The structure of the interconnected elements of the system interaction platform at the national level is outlined. The goals and purpose of its functioning are determined and the aim of the first one to achieve the goal – to ensure public well-being and sustainable spatial development of the country is justified, as well as the functions of the platform of systemic interactions of land resource and market cycles of development at the national level.

It has been determined that the policy of rational use of natural resources depends on the level of socio-economic development of the country and the change of indicators of the ecological and economic system should ensure preservation of the natural environment for the present and future generations.
It is proved that for the effective functioning of the ecological and economic system it is necessary to take into account the influence of three main components: society, life, environment.
It is indicated that the problem of improving the efficiency of the ecological and economic system is associated with the analysis of the impact of the economy on the environment and with the problems of choosing the optimal strategy and tactics in managing the economy of the region. To this end, a block diagram has been drawn up reflecting the necessary measures for the rational use of natural resources and environmental protection at the regional level and their content, as well as the directions of the regional environmental and economic policy, as the basis for sustainable development of the state, improving environmental safety and quality of life of the population.

about those properties of land resources that determine the parameters of their value
assessment, as well as the influence of natural and anthropogenic factors on land
parameters. MapServer rendering of land valuation parameters can be solved with
MapServer services. Another problem with web mapping of land parameters is the
question of the qualitative and quantitative characteristics of the data that will be used
to create the mapping materials. Currently, there are well-developed web-mapping
technologies in the world that allow you to visualize the indicators and parameters of land
and their condition by means of geo-mapping using a variety of techniques for displaying
them to the user. Currently, the main features are: Map Server open source and ArcGIS
Server commercial platform. Expanding the web mapping are the priority of expanding
the palette of imaging tools and improving ways to display complex attribute, including
simultaneous, information in combination with mapping images, while developing clientserver technologies to implement OGC tasks using web 3.0 and web 4.0. |
| Determening economic aspect of contemporary urbanization: the case of Kyiv | Author : Nazarenko V. | Abstract | Full Text | Abstract :In todays world, the decision-making process of urban development in the context of its economic development is implemented by governments, local authorities, international organizations or private bodies, as well as officials, based on a wealth of information, analytical data and scientific assumptions. According to the author, the main challenge in planning and making adjustments to existing documents, such as a city development plan, is the lack of a holistic picture and general theoretical models that could be used by the above institutions and officials in practice. Undoubtedly, in this scientific work we are only making the first step towards building such a model. That is why it is advisable to start by analyzing existing data and accepted models in order to have a clear picture of the situation and to take further steps towards the creation of a common urbanization model, taking into account environmental, industrial and other contemporary challenges, without repeating the mistakes of existing models and systems, and focus on the practical implementation of such a model and direction for the future.
The problem of inconsistency of the existing norms and regulations in Ukraine, concerning the rational and effective land use and planning in the long term, is noted. The author places an emphasis why economics in the context of urbanization needs a new look. The author studies as a city planning case, the of the city of Kyiv, as such that it is possible to develop and develop a new approach that will solve the existing problems of urbanization and positively influence the development of the economy of the city and the region.
Urbanization is an important factor in the development of the economy of the city and the state, which to some extent does not directly dictate the path of development of the micro- and macroeconomics of the regions. Under this condition’s globalization can play a significant role in influencing them. The issues of suburban areas development, industrialization, post-industrialization, environmental problems, and issues of the continued existence and development of agricultural regions bordering urban centers (urban agglomerations) cannot be excluded.

| Theoretical principles of conducting agrochemical certification for environmental land use | Author : Kuzmenko I. | Abstract | Full Text | Abstract :Organic farming is a promising area for agricultural production, with environmentally safe and rational land use. The aim of sustainable land management is to optimize the activities of agricultural workers to improve the environmental, economic and social dynamics of agricultural sector development by maintaining and improving the quality of soils and consumption products.
Development of ecologically safe land use with the use of geoinformation technologies is possible due to the creation of a database of enterprises engaged in organic farming, which will provide information not only about the state of land resources, but also about the main causes of soil quality deterioration based on agrochemical indicators.
Due to the nature and complexity of land issues, geoinformation systems help solve land management issues and analyze the agri-environmental status of territories. At the same time, this spatial stratification contributes to the involvement of farmers and local governments in the overall process of improving agriculture and environmental management. Geoinformation systems in agrochemical certification are focused on preventive maintenance, not rehabilitation, and provide methodology and approach to integrate socio-economic, biological and biochemical information needed to improve green land use strategies.
The novelty of this study is to improve the processes of providing landowners with information on soils by creating and filling up a registration database for agricultural enterprises engaged in organic farming based on agrochemical certification.
