use traditional paper documents management
system (DMS), but also the electronic form of the
documentation has increased including e-mails, web
pages, and database packages, which have been
stored in workstations and servers. For integrated
data gathering in an institution or organization,
electronic document management system (EDMS)
often becomes one of the most required tools for
management. However, this requirement should be
implemented careful1y depending on the institution
or organization need. Therefore, organization
should have an EDMS for creating, keeping and
organizing data in the organization and handle all
synchronization process.
In this research, system requirements for computer
science institution of polytechnic university
is analyzed, software design and identifying
available resources is determined and a desktop
based application is developed and implemented
successfully. Distinguishing the developed EDMS
from other management systems is that it adds
document notation for external documents and
existing digital signature technique has been
modified and new features added for improving
security level. In addition, security of archived
files is increased by monitoring the contents of
the documents. Finally, institution structure is
customized and can be modified based on the
system administrator’s request. |

environmental conditions can be observed
easily and dangerous situations that
may occur can be prevented quickly.
As a result of these developments,
environmental conditions are also taking
into consideration for the assessment of
life quality index in cities, towns and urban
areas. In this paper, a new modal of life
quality index is proposed with taking into
consideration temperature, humidity, noise
and oxygen levels in urban areas. For this
purpose, measurements were made in
various districts in Isparta by using a circuit,
thus a life quality index based map was
made. When compared obtained results
with people’s residential area choices who
live in Isparta; it is understood that they are
fully compatible with each other. |

Aside from gravity, quantum mechanics

which serves the younger and economically
more disadvantaged people, is more
popular than the 60 year-old and above,

tourists coming to Turkey, from being

education more easily. Decision-making
process is difficult for decision-makers
because application of scholarship and
evaluation process take time and it is
troublesome and there are subjective
factors. In this study, Mehmet Akif Ersoy
University, Faculty of Education has used
multi criteria decision making methods to
evaluate the applicants more effectively
who applied to receive scholarships from
the Turkish Education Foundation. The
AHP and TOPSIS methods were used to
select the students who will be awarded
the scholarship among the 27 students in
the application, and the 3 most suitable
candidates were determined according to
their relative affinity values. By means of
multi-criteria decision-making methods,
the selection process for the institutions
and organizations could be made easier.
The results obtained show the feasibility
of the method for the institutions and
institutions providing the scholarship and
it is possible to transfer the election period

Turkey’s higher education system for years.
Recently number of private (foundation)
universities rise and they start to participate
university candidates’ selection paradigm
with their various marketing activities. In
this context, determination of important
factors according to the candidates’
in university selection process gained
importance for these schools. Conjoint
analysis has been technically used since
the early 1980’s in determining consumer
preferences and in marketing research, but
its use in education is not widespread. In this
research, factors affecting the preferences
of university candidates regarding newly
established private universities are tried to
be determined by choice based conjoint
analysis method. 296 university candidates
participated in the study. According to
results, some of the most important factors
in preference process were appeared as,
presence of the field wishing to be studied,
academic reputation and campus facilities
of the school respectively. It is hoped that
these results will be enlightening for both
university and education administrators. |
