dependence on computerized systems causes various cyber threats and risks. These risks can be
internal risks caused by employees and contractors, or they can be the result of the activities of
cybercriminals and even customers of the business. Increasing cybersecurity risks include not
only the risk of a network data breach but also carries the risk of harming the entire business
through activities based on open digital connectivity and accessibility. Therefore, learning how
to deal with cybersecurity risks is critical for an organization. In the study, first of all,
cybersecurity risks for businesses have been revealed. Then, information on managing these
risks is given. In the study, data has been obtained from 2019 and 2020 annual and integrated
annual reports of Turkeys top 10 banks by asset size. It is aimed to determine the content of
banks cybersecurity applications. According to the results, it has been observed that the banks
have an organizational structure in accordance with the current local regulations and
international standards. It has been also observed that banks carry audit activities within the
framework of internal audit. In this scope of internal auditing activities, banks arrange
comprehensive education programs for their employees and invest in infrastructure and cuttingedge technology to ensure data security. |

social objectives. Because the right to health is one of the most fundamental human rights. It is
also guaranteed by many national and international documents and declarations. It is important
that all people have access to this fundamental right, regardless of religion, language, race,
political opinion, belief, economic or social status. States have an obligation to provide health
services accessible to all members of society, within the scope of the right to health. While the
right to health is guaranteed by the states, it also imposes responsibilities on health workers. It
is ethically important for health personnel to act with the awareness of these responsibilities in
the right to health and access to health services. In this study, the movie “The Death of Mr.
Lazarescu” is examined in the context of the right to health and access to this right. The film
provides an intellectual process regarding the accessibility of health services within the scope
of the right to health. The movie that made people say “It shouldnt be this hard for a person to
get health care”, mirrors the problems experienced in accessing the right to health and health
systems. For this reason, it is suggested that the film can be used as a course material in the
ethics education of health personnel |
| Open Data and Business Intelligence Technology: An Evaluation on Istanbul Metropolitan Municipality Lawsuit Data | Author : Muhammet DAMAR, Dilek KARAMAN | Abstract | Full Text | Abstract :There has been an increasing interest in open data around the world in recent years. Open data is important for institutions to carry out their activities more transparently and efficiently, to be accountable and to inform the citizens. Institutions should adhere to the principle of transparency and be able to make their activity data public and allow researchers to benefit
more from this data. In this way, financial and administrative problems in public institutions can be easily questioned in a data-centered and scientific framework. In this study, the case data presented by Istanbul Metropolitan Municipality as open data was analyzed with business intelligence technology. The reasons for the selection of court data within the scope of the study can be shown as the fact that court data originate from an inherent problem. This data is accepted as qualified data in determining the source of the problem, the data set is openly
shared, and studies that use court data are rarely encountered in the Turkish literature. The reason for choosing open data is that it is independent of the intellectual property law and licensing rights legislation that are bound by everyone, and researchers can freely benefit from open government data. Istanbul Metropolitan Municipality is the defendant in 72,16% of the cases. It is the debtor party in 10,84% of the cases. When the lawsuit file issues are evaluated, the three most intense lawsuit subjects are respectively; zoning plan cancellation (10.671), cancellation of administrative penalty (5.513), lawsuits about personnel affairs (1.628). The fact that the case of annulment of the zoning plan is intense is an important finding that requires questioning the activities of the unit that makes the development plan. The application developed is an original work due to reasons such as the subject and area of the selected data, its content in terms of content and the technology used. |

evrenini; Mehmet Akif Ersoy Üniversitesi Çavdir Meslek Yüksekokulunda egitim görmekte
olan 538 ögrenci olusturmaktadir. Evrenin tamamina ulasilmak istenmis olup arastirmaya onay
veren 272 ögrenciye (%50.6) anket uygulanmistir. Anket formunda, Otrar (2016) tarafindan
gelistirilen “Yaslilik ve Yaslanmaya iliskin Tutum Ölçegi” ayrica arastirmacilar tarafindan
düzenlenen sosyo-demografik bilgilere yer verilmistir. Ögrencilerin yaslilik ve yaslanmaya
iliskin olumsuz tutum toplam puan ortalamasi ve standart sapmasi 131,92±26,80 (min-max:68-
213) ve sirasiyla alt ölçek gruplarindan “Yasliligi Kabullenme Zorlugu”, “Sosyal Yipranma
Algisi”, “Yasamla Bas Etme Zorlugu”, “Olumsuz Imge” puan ortalama ve standart sapmalari;

| Estimating Milk Production in Ardahan Province with ARIMA (BoxJenkins) Model | Author : Özlem ESTÜRK | Abstract | Full Text | Abstract :Economy of Ardahan province on a large scale depends on stock farming since a significant
part of the population is employed in the livestock sector. For this reason, milk and dairy
products have an important place in Ardahans economy. The increasing demand for milk in
Turkey and in the World brings the issue of sustainability of milk supply. Therefore, it is
important to estimate the proceeding course of milk production to adapt increasing milk demand
and to determine effective policies. In the study, Ardahan province milk production data was
obtained from Turkish Statistical Institute (TUIK) for the period of 1995-2019 in order to
estimate the milk production. Box-Jenkins methodology was used to predict milk production
of Ardahan province for the years of 2020-2025. A suitable ARIMA (0,0,1) model was
proposed to forecast estimate milk production of Ardahan province. According to this model,
the milk production in Ardahan province was estimated as 414, 439 and 557 thousand tons in
2020, 2021 2025, respectively. |

his thought, within the framework of free individuals or subjects and his approach, which
centres on the concepts concerning both the power and free-acting individuals, actually presents
us a different perspective on the modern period. Foucault addresses the relationship between power and subject, specifically in the axis of knowledge, and states that power exhibits itself
while being supported by knowledge. The sovereigns changing discourse after the power
emerging as a result of peoples mutual relations came to be seen as a tool for dominating the
individuals also caused the power to leave the physical domain and assume a different version.
The subject of this study is to analyse the power and power concepts of Michel Foucault, who
expressed to us the fact that knowledge, which is the most important source that power feeds in
the post-modern period and the information period, takes its place as truth in the discourses. |
