| IMPLEMENTATION OF THE STATE ANTI-CORRUPTION POLICY | Author : LAGUTIN Vasyl, PETRENKO Nataliya | Abstract | Full Text | Abstract :Background. Today there is no consensus on the formation of effective ways to prevent and combat corruption in Ukraine. In this regard, there is a need for scientific and methodological support of this issue.
Analysis of recent research and publications. The analysis of the degree of scientific research of various sources on the implementation of anti-corruption policy shows its extreme relevance. However, there is no consensus on improving the directions of its implementation. In this regard, there is a need for scientific and methodological support of this problem.
The aim of the article is to study the current state of anti-corruption policy in Ukraine, the identification of problems of its implementation and areas for improvement, taking into account the experience of foreign countries.
Materials and methods. The research used general and special research methods, including: analysis, methods of induction and deduction, scientific abstraction, interdisciplinary approach.
Results. Anti-corruption policy should be formed in the following areas: formation of the concept of state anti-corruption policy; improvement of the regulatory framework; improving the activities of anti-corruption bodies; constant monitoring of corruption actions and taking measures to combat them; responsibility for corrupt actions; international cooperation in the field of anti-corruption; formation of public consciousness in the spirit of intolerance to corruption; sufficient funding for anti-corruption programs.
The goals of anti-corruption policy are to prevent corruption, ensure the irreversibility of punishment, and to form the anti-corruption consciousness of citizens. Having studied foreign experience in the fight against corruption, we distinguish between vertical and horizontal anti-corruption strategies. The vertical is characterized by the rapid achievement of results, the essence of which is to achieve a level of corruption acceptable to the government and society. Horizontal provides for gradual anti-corruption activities based on anti-corruption incentives. The advantage of the vertical strategy is its rapid effectiveness; the disadvantage is the incomplete elimination of corruption. The advantage of the horizontal model is the active involvement of the public, raising the level of legal culture of the population and the formation of intolerance to corruption. The anti-corruption strategy in Ukraine should combine the advantages of both models.
Conclusion. Effective anti-corruption policy must meet modern conditions of state development, take into account the scale of corruption, determine the main directions of combating systemic corruption and effective mechanisms for monitoring, evaluation and reporting on anti-corruption measures. |
| GLOBAL TRENDS OF WORD MERCHANDISE TRADE | Author : MOLCHANOVA Ellana | Abstract | Full Text | Abstract :Background. Current trends in trade are not a unique and completely new topic. But no country in the world can exist in conditions of autarky and give up foreign trade.
An analysis of recent research and publications has shown that a significant contribution to the study of foreign merchandize trade is made on the example of Ukraine using the fragmentary experience of leading countries. An important scientific and practical problem of the impact of global trade imbalances on the world commodity market remains unresolved.
The purpose of the research. The purpose of this research is to analyze and identify current global trends in the global commodity market.
Materials and methods. The main research methods are logical, analytical, graphical, tabular and statistical ones.
Results. The article analyzes the volume of world trade in 2011–2017, the growth rates of which were compared with the growth rate of GDP, «elasticity of trade from income», emphasizes the growing dynamics of trade in 2017 and declining – in 2018. According to the results of the study, regional imbalances were identified. Almost all regions, except North America and some others, recorded a reduction in exports and GDP in 2018. The thesis of China’s continued economic growth was questioned. As for imports, only the countries of the Western Hemisphere had maintained a positive trend. A slight increase in nominal trade volumes in 2018 was accompanied by a combination of changes in sales volumes and rising prices for goods.
The rise in oil prices was explained by its low volatility due to increased control by OPEC. Another factor influencing the world commodity market was exchange rates. Despite constant fluctuations in the dollar exchange rate, the value has changed insignificantly. The nominal value of the US dollar exchange rate against a wide basket of currency decreased by only 1.0% per year.
Conclusion. The article has analysed the main trends in world trade development for 2011–2018. Herewith the global statistics show the growth of trade. Also, the regional aspects of world trade do not have a significant impact: in particular, the strengthening / weakening of Asian countries’ positions in the world market. Factors influencing the change in the main trend were identified — the price of goods, which showed only a formal increase in total volume by multiplying the volume of goods by price, rather than its physical volume. Another factor is the value of the currency: the depreciation of the US dollar, which led to an increase in exports. The value of the currency played only in the futures markets with swap agreements on the value of the currency.
The lack of statistics for 2019 and 2020 at the time of writing the article allowed us to make only assumptions about the change in global trends in the world commodity market under the influence of COVID-19 and the growth of speculative occurred in the oil market and gold market. |
| «ECONOMIC BREAKTHROUGH» POLICY: CHILE EXPERIENCE | Author : DUGINETS Hanna, VIRYCH Iryna | Abstract | Full Text | Abstract :Background. The development and implementation of structural reforms and stabilization programs is one of the central problems of modern economic theory and practice, the research of which is relevant in the current conditions of forming a long-term strategy for the development of our country. Therefore, the study of the peculiarities of the implementation of Chile’s «economic breakthrough» policy is relevant to justify the need to move to the principles of sustainable development.
Analysis of recent research and publications has shown that, despite the existence of some scientific findings, the issue of identifying the conditions and appropriate actions of the authorities that helped make the economic breakthrough in Chile, which has long remained an outsider in the world economy, remains unresolved.
The aim of the article is to study the processes of formation of a new economic mechanism in Chile, to analyze the effectiveness of application of the «economic breakthrough» policy and the possibility of its application in Ukraine.
Materials and methods. The research was conducted using the methods of theoretical generalization and analysis. The information base is the works of leading world scientists, statistical sources and Internet resources.
Results. The main stages of the implementation of economic reforms in Chile have been identified, according to the results of which in the second decade of the 21st century, the country’s economy has come to be considered one of South America’s most stable one. It is determined that the economic policy of the state has undergone significant changes, namely the transformation of export-oriented industries through the introduction of higher-level technologies, the deepening of the level of raw materials processing, as well as the use of more skilled workforce. The synergistic effect of these changes has contributed to the transformation of social and innovation policies.
Conclusion. The study of the nature and features of implementing the «economic breakthrough» policy in Chile allows us to conclude that it is impossible to transfer all methods of Chilean economic reforms to Ukraine. However, the Chilean model of innovative development is attractive for the agricultural regions of Ukraine, where value chains are created on the initiative of the agro-processing plants themselves. On the other hand, the raw material orientation of the country’s economy is dangerous in the conditions of a turbulent functioning of world markets. According to Chilean experience, it is currently necessary for Ukraine’s economy to develop knowledge-intensive enterprises due to the currently profitable industries. |
| PHARMACEUTICAL INDUSTRY OF MEXICO: A LESSON FOR UKRAINE | Author : SALIKHOVA Olena, HONCHARENKO Daria | Abstract | Full Text | Abstract :Background. In Ukraine, in response to the challenges of the pandemic, the government adopted a State program to stimulate the economy to overcome the negative consequences caused by restrictive measures. This is the first step towards the creation of innovative products in Ukraine and the foundation on their basis of new drug production. An example is the Mexican steroid hormone industry: the rise and fall of this industry deserves substantive study to take into account when determining priorities in the development of pharmaceuticals in Ukraine.
Analysis of recent researches and publications revealed that scientific works are mainly focused on summarizing the positive experiences of countries that have developed the pharmaceutical industry. A number of works are devoted to the phenomenon of the Mexican industry of steroid hormones, at the same time, negative events and erroneous political decisions that led to the decline of the industry are ignored, and therefore it is impossible to take this experience into account and formulate appropriate warnings for Ukraine.
The aim of the article is to identify key challenges and threats to the formation and development of the pharmaceutical industry (using the Mexican steroid hormone industry as an example) and to determine the role of political influence on the competition for resources.
Materials and methods. The theoretical and methodological basis for writing the article was scientific concepts and theoretical developments on the innovative development of the industry, as well as the theory of dependencies; the work of Mexican and Western economists; US Congressional Archival Materials and Reports. The study was carried out using methods of theoretical generalization, comparative analysis and synthesis.
Results. «Multi-layer» dependence on foreign influence played a significant role in growing industry. Foreign entrepreneurs and scientists, foreign equipment’s and transfer of technologies for upgrading, external market had crucial to development of industry. Mexican government’s policy to remove protective barriers, as well as the position of non-intervention, the lack of an industry development strategy and mechanisms for support influenced the decline of Mexico’s steroid hormone industry.
Conclusion. Creating an innovative product in the pharmaceutical industry of Ukraine and establishing a successful startup based on it requires state aid. Building a national innovation system and improving the framework conditions for innovation is the key to the formation of domestic pharmaceutical industries on the basis of endogenous innovation. |

| GRAIN EXPORTS OF UKRAINE | Author : BUDZIAK Vasyl, BUDZIAK Olha | Abstract | Full Text | Abstract :Background. Today, the agro-industrial complex plays an important role in the development of the entire economy of the country. At the same time, agriculture, as a component of this complex, is intended, chiefly, to ensure food security in the country. Agricultural production allows to fill the state budget with foreign currency in the context of fast growing demand for foodstuffs. Therefore, it is important to promote a sound export policy. Exports and imports of crops must be balanced.
An analysis of last researches and publications. Today, the works of most agricultural economists are devoted to the study of the common problems of development of the agro-industrial complex. Some scientists analyze and evaluate the export potential of our country in the markets of the European Union. Other scholars identify current trends in changing supply and demand for certain types of agricultural products. There are very few works assessing agricultural exports and imports as a coherent system of agro-industrial policy.
The aim of the article is to identify and analyze the main factors that affect the export of cereals and legumes, as well as to justify the most favorable ways to increase its volume from Ukraine in modern conditions.
Materials and methods. Graphic, tabular, economic, statistical methods and the method of comparison were used during the research.
Results. The analysis shows that the countries of the European Union are currently the most desirable trading partners for domestic agricultural producers. However, EU quotas remain the main obstacle to a significant increase in agricultural exports to Europe. These quotas are particularly low for meat and dairy products. One promising way out of the current situation is to develop agricultural markets in other countries. The current geographical structure of cereal exports from Ukraine indicates a significant export potential in Africa, Asia and Latin America. At the same time, it is advisable to increase the volume of exports of livestock products, in particular, by regulating the export and import of cereals.
Conclusion. Based on the research, it is necessary to optimize the export and import of not only cereals, but also other crops. At the same time, an increase in cereal exports should not be detrimental to the development of the livestock and food industry, which generates a higher level of value added than the crop industry. The geographical structure of grain exports should diversify, first of all, through the development of non-European markets. Countries with the smallest areas of agricultural land and, in particular, arable land per capita, are the most promising for a significant increase in cereal exports. |
| IMPORT DEPENDENCE OF UKRAINE’S ECONOMY: DETERMINANTS AND RISKS | Author : PUGACHEVSKA Kateryna | Abstract | Full Text | Abstract :Background. The article is devoted to the issue of import dependence of the domestic economy. The study was conducted on the basis of studying the vectors of the impact of imports on the development of the national economy and analysis of import consumption in the economy of Ukraine.
A review of scientific sources shows that there are discussions among scientists about the impact of imports on economic development. The issues of ensuring the competitiveness of domestic products in terms of import expansion are studied. At the same time, the trends of import dependence of the domestic economy need to be studied.
The aim of the study is to assess the trends of import dependence of the Ukrainian economy.
Materials and methods. The following research methods are used in the scientific article: axiomatic (when substantiating certain provisions as initial axioms), statistical (to establish the dynamics of the main indicators of Ukraine’s foreign trade, commodity and geographical structure of imports). The information base of the research was the works of domestic scientists, materials of the World Bank, the UN Conference on Trade and Development, the State Statistics Service of Ukraine, etc.
Results. The article analyzes dynamics of commodity and geographical structure of imports of goods to Ukraine. The structure of the use of imports in the economy of Ukraine is estimated. The key tendencies of import dependence of the domestic economy are identified.
Conclusion. Among the key trends of import dependence of the domestic economy should be noted: long-term dominance of imports over domestic production, which in terms of price and quality competitiveness is inferior to imported counterparts in price, and thus, the displacement of domestic producers from the domestic market of Ukraine; high level of dependence of Ukrainian industry on goods for intermediate consumption; the low share of imports in the gross formation indicates a low level of supplies of the advanced technologies and equipment from abroad and the renewal of technological potential due to domestic equipment; the oversaturation of imported goods in the domestic market of non-food products, which indicates the inability of domestic producers to fully meet consumer demand for quality and level of manufacturability. |
| ARTIFICIAL INTELLIGENCE IN MARKETING ACTIVITIES | Author : PROSKURNINA Nadiia | Abstract | Full Text | Abstract :Background. The main purpose of marketing is to influence purchasing decisions. To do this, marketers need to know the mechanisms, principles and rules of the decision-making process by customers and influence them to the maximum benefit for the company. Thus, today one of the most important trends in business today is the steady growth of artificial intelligence, which already affects every area of the business world.

There are two main types of chat-bots designed to meet the goals of consumers and communicate with users. The main stages of using artificial intelligence in the marketing activities of retail operators are considered. The transformational processes of marketing functions of retail operators under the influence of machine learning are characterized. The most significant areas of transformation of marketing functions are formulated.
Conclusion. Thus, the basis of a deep understanding of consumers is the introduction of retail marketing artificial intelligence as a form of direct marketing, which uses methods of database marketing, as well as concepts and models of STI, such as machine learning. Direct marketing can increase the effectiveness of understanding consumer psychology by focusing on the right customer.
Artificial intelligence allows marketers to interact with consumers at every stage of the buying and selling process, based on personalized information about the geography, demographic status, needs, preferences of consumers.
