| State regulation of import operations under martial law | Author : FOMINA O., ROMASHKO?O., SHAPOVALOVA A. | Abstract | Full Text | Abstract :Introduction. A significant share of the foreign trade turnover of Ukraine belongs to the import of goods, which was negatively affected by the war in Ukraine. The Verkhovna Rada of Ukraine constantly makes changes to the legislation, which requires business entities to promptly make effective management decisions.
Problem. The object of the study is the import operations of goods, the volume of which decreased with the introduction of martial law in Ukraine.
The aim – analysis of changes in the legislation on the import of goods under martial law, currency restrictions on import operations and their impact on the increase in demand for imported goods by business entities.
Methods. The research methodology involves the analysis of data on the value of imports during the months of the Russian military aggression, as well as temporary changes in legislation.
Results The general structure of Ukraine’s imports during the first six months of the russian aggression was considered. The data of the National Institute of Strategic Studies on the import of goods compared to the same period in 2021 were analyzed. The factor in the decrease in import volumes is the introduction of the martial law in Ukraine and the ban on any import of goods from the russian federation. In order to make effective decisions regarding the implementation of foreign economic activities, including the import of goods, changes were constantly made to regulatory and legal acts. Changes in the legislation made it possible to facilitate the procedures for declaring certain goods when crossing the customs border, to simplify the documentation of goods and to exempt goods from taxation for the implementation of measures to ensure national security and defense.
Conclusions. The war in Ukraine had a negative impact on the development of the economy and international trade. There was a change in the focus of the import of goods, as primarily critical import goods were imported. The Verkhovna Rada of Ukraine constantly made changes to the normative legal acts, which made it possible for business entities to import goods and settle accounts with non-residents. |
| Global practice of corporate information security events management | Author : CHUBAIEVSKYI V. | Abstract | Full Text | Abstract :Introduction. The accumulated experience in the field of information protection, as well as new requirements for the construction of the information security policy of companies allowed to develop quite effective recommendations for the construction of the information security management system.
Problem. The central process in the information security management system of corporations is the «Event Management» process. Only a competent organization of this process can ensure the proper level of the entire sequence of stages of the effective functioning of the corporate information protection system, covering all actions during the entire life cycle of an information security event; from planning, training and raising awareness to detection, response and training at information security events.
The aim of the article is theoretical and methodological substantiation of the expediency of introducing the Information Security Event Management process in the context of the analysis of the global practice of the corporate information protection system.
Methods. The following methods were used in the course of research: the methods of the system approach, theoretical generalization and comparison, analysis and synthesis. The information base is the author’s own research, international standards of information security of the ISO/IEC 2700x series, publications in scientific editions and Internet resources.
Results. Within the framework of this study, the two most effective options (USA and Europe) for the organization of the Event Management process were analyzed. The conducted analysis made it possible to identify the peculiarities of the organization of each process, its advantages and disadvantages, proved the need for the formation of a comprehensive approach to the organization of processes.
It is justified that a comprehensive approach to the organization of the Event Management process should take into account the interconnection with other management processes and be harmonized with international information security standards.
The implementation of this algorithm makes it possible to minimize the potential risks associated with the possible loss of information resources of the corporation. And, therefore, minimizes the potential economic damage caused by non-compliance with the corporation’s information security policy.
Conclusions. The conducted research makes it possible to practically fill potential information gaps when creating a system for managing information security of corporations. An additional advantage of the proposed solution is the possibility of using this sub-process as an independent one, which simplifies the procedure of managing information security of the corporation as a whole and contributes to reducing the cost of its construction. |
| Post-war industrial modernization: internal and external resources | Author : KREKHIVSKYI O., SALIKHOVA O. | Abstract | Full Text | Abstract :Introduction. The Ukrainian industry does not have sufficient resources to respond to new threats, as a result, the country was not ready for either the COVID-19 pandemic or military aggression from russia, remaining dependent on the supply of strategic goods from abroad.
Problem. The absence of a purposeful state policy for the development of industry on an innovative basis makes it impossible to accelerate post-war recovery and structural changes in the Ukrainian economy. Decision making and problem solving require appropriate research.
The aim of the article is to identify the main conditions and policy mechanisms that contribute to the accelerated modernization of industry and the emergence of advanced technology industries.
Results. Over the past 20 years, the regulatory framework for regulating industrial activities in Ukraine has undergone significant changes (in particular in the context of the implementation of EU legislation); but the adopted innovative development programs either remained on paper or, due to inadequate funding, did not achieve their goal. The contribution of medium- and high-tech industries to the Ukrainian economy has hardly changed and remains extremely low. The solution to the problem of developing advanced technology industries lies in the formation of a dualistic state policy and the creation of fundamental conditions for its implementtation. This will ensure, on the one hand, the attraction of foreign technologies, and, on the other hand, the capacity building of existing and the creation of new high-tech enterprises.
Conclusions. Foreign investments and advanced technologies will accelerate the modernization of production processes and the release of new goods in Ukraine; however not only the scale of their involvement is important. The extent to which foreign investment and technology is integrated into national development plans is critical. Therefore, setting priorities and strengthening the role of the state in their implementation will prevent the dissipation of funds (including foreign donors) for post-war reconstruction and focus capital formation in industries that will ensure high multiplier effects in the economy. |
