THE INSTITUTE OF AUTHORIZED ECONOMIC OPERATOR IN UKRAINE | Author : MEREZHKO Nina, KALUGA Nina, OCHERET Andrew | Abstract | Full Text | Abstract :Background. In terms of euro-integration processes the introduction of such a system of customs control, which would allow to simplify foreign trade activities for entities, without threats to weaken the external security, becomes important for Ukraine. International customs model of public-private partnership is the concept of authorized economic operator (AEO).
Analysis of recent researches and publications showed that the harmonization of regulatory framework for the functioning of AEO in Ukraine with international requirements has to be scrutinized.
The aim of the article – to define strategic directions of the development concept of authorized economic operator in Ukraine with regard to European integration priorities.
Materials and methods. Research was conducted using scientific methods, systematic approach, theoretical generalization, comparison, analysis and synthesis.
Results. The research results showed that the development of international trade at the present stage is impossible without the active cooperation between customs authorities and participants of foreign economic activity. It was given an overall description of the main provisions of international concept of AEO. It was characterized by Innovations of Customs Code of Ukraine which regulate the introduction of the AEO Institute in Ukraine. It was considered the problematic issues of implementation of EU legislation to national customs legislation concerning the functioning of the Institute AEO and it was given recommendations for its solution.
Conclusion. Introduction in Ukraine of AEO Institute marked the beginning of a fundamentally new approach to the interaction between customs authorities and business. Harmonization of national legal norms for the functioning of the AEO with international requirements, established by the Customs Code of the European Community, will allow to pass to new principles of safe international trade and will promote as the flow of foreign goods to the national market so the free distribution of Ukrainian goods on foreign markets. |

The state of the technical regulation indicates the technological progress of any country, the competitiveness of its products, as well as the reputation and technical ability of manufacturers and conformity assessment bodies with international requirements. In this regard, one of the main problemsin Ukraine is a new safety system of technical regulation that would meet the needs of a modern market economy, guarantees the safety of the products introduced into circulation, ensuring effective regulation and improving the business environment and would contribute to the integration of Ukraine into the global economy by removing TBT.
The aim of the research experience and the best practices in Europe and the world on non-tariff regulation of foreign economic activity, investigation and development of a technical regulation system of Ukraine and the EU in order to eliminate technical barriers to trade.
Materials and methods. Materials –knowledge base, methods of scientific research: systemic, structural and functional comparative legal analysis, classification, synthesis and simulation.
Results. The article analyzes the current state of non-tariff regulations in international trade and classification of technical barriers to trade as recommended by UNCTAD. The authors analyzed the system of technical regulation and its role in the elimination of technical barriers in trade, the characteristic of technical regulation of the EU and Directives «New»and «Global»approaches is given. The article also addresses problems in the technical regulation of Ukraine to overcome the technical barriers in trade, the implementation of which will create favorable conditions for exports and imports of goods and services, trade and investment cooperation between Ukraine and the EU.
Conclusions. Adaptation of Ukrainian legislation on technical regulation to the current state of technological progress is the main goal of its development. Implementation of technical regulations in line with WTO requirements and the EU in its entirety volume provide competitiveness of domestic products through the gradual integration of Ukraine into the EU internal market, to overcome technical barriers in international trade and strengthen Ukraine’s position in world markets through the recognition of Ukrainian technical regulation system at European and international levels. |
| UKRAINIAN-POLISH ECONOMIC COOPERATION | Author : CHORNA Natalia | Abstract | Full Text | Abstract :Background. Economic cooperation between Ukraine and Poland, the foundations of which were laid when the two countries were a part of the socialist camp, gained the grounds for strengthening and deepening after their obtaining political independence. Poland’s accession to the European Union has made a significant impact on the relationship of the parties, since from that time on working with its western neighbor Ukraine must take into consideration Poland’s membership in the European community and comply with Union requirements and regulations.
The aim of the first publications researching the aspects of economic cooperation between the two countries in the context of its impact on Poland’s integration with the European Union were published shortly before the event. In the following years and until now this issue has been the subject of research not only for Ukrainian, but also for foreign, especially Polish authors.
Material and methods. The complex nature of the work is achieved via creative use and combination of general and specialized methods, including generalizing, analysis and synthesis, statistical analysis, system analysis.
Results. The development of economic cooperation between Ukraine and Poland covering the period after Poland’s entry in the EU has been analyzed. The existence of disappointing for our country trends in the relations between the parties has been discovered: in the period under analysis the trade balance of Ukraine remained mostly negative, and the volume of investments in the Polish economy has significantly lagged behind the value of Polish investments in the Ukrainian economy. The analysis showed an extremely low level of real integration between Ukrainian and Polish economies.
Conclusion. Significant negative trade balance of Ukraine and its considerable lagging behind from its neighbor on the western border in terms of investments in the Polish economy, are primarily caused by low competitiveness of the Ukrainian economy as well as significant backlog of a number of Ukrainian economic indicators. The solution to this situation, among other things, involves the implementation of the competitive order policy in Ukraine, approximation of Ukrainian legislation to the EU standards, the intensification and deepening of interregional and cross-border cooperation. |

The urgency of the use of Internet technology in the hospitality industry is becoming commonplace as booking a large proportion of services in the hotel industry enterprises is directly over the Internet. However, the results showed no single environment that would provide information about data saturation hotel chains operating in Ukraine. To this end, developed structural and logical scheme of integration of hotel networks, national and international levels through a single information portal, which will differ in that multilingualism provide information, the possibility of booking a comparison of all bids network feedback in real time and enable hotel services to the consumer to enter into a joint program of loyalty.
The aim of the study is to analyze the current information support network of hotel enterprises, operating in the market of hotel services in Ukraine.
Materials and methods. The basis of the study served as a set of scientific methods as synthesis, comparative analysis, statistical analysis and synthesis that generally allowed to determine and justify modern trends of hotel chains, process data records hotel operators and their official websites, to analyze the dynamics of the domestic market of hotel services, to assess the main problems and outline prospects. The information base for the study was the work of domestic and foreign scientists, statistical data and Internet sources, as well as the results of individual studies of national and international hotel operators operating on the domestic market.
Results. Based on the analysis of the theory and the study of modern practices of hotel operators in the market of hotel services in Ukraine the ways of integrating hotel chains by developing structural and logical scheme of integration of hotel networks, national and international levels through a single information portal that will ensure the effective functioning of the national market.
Conclusions. Given the above, you should make integration processes in the market of hotel services to enhance information interaction among the hospitality industry, including hotel operators both international and national levels. This integration will enable the network to lobby interests of Ukrainian hotel market to create a positive image of the hotel operators to improve the quality of hotel services and meet the needs of consumers. |
| FOREIGN TRADE ACTIVITY OF UKRAINE’S REGIONS | Author : LAPSHYN Volodymyr, KUZNICHENKO Volodymyr | Abstract | Full Text | Abstract :Background. The agreement on free trade zone opens great opportunities for the development of export-import activities in the regions of Ukraine. International trade is an important component of any state economy, which depends on the contribution and interaction of all regions in the country. Therefore, the study of indicators of export and import of goods and services in the regions of the countries, especially of Ukraine, which is in difficult economic and political situation, is undoubtedly relevant.
The aim of this work is the determination of the rating of Ukraine’s regions by indicators: export and import of goods and services, balance for trading activity and the construction of a nonlinear structure of regions relations by these parameters, which can be used for designing of clusters of regions interaction in international trade.
Materials and methods. Information basis for calculations and comparative analysis with indicators of 2014 was the official website of the State statistics Committee of Ukraine. For the integral study of the trade process in the regions of Ukraine the method of multidimensional comparative analysis was applied – a method of taxonomy.
Results. International trade was considered in the regions of Ukraine in 2015. The multivariate analysis of the condition of trade in all regions was conducted by method of taxonomy. There were selected signs for these objects: export, import of services, export and import of goods, balance of trade in services and balance of trade in goods. The rate of development for each region was determined by using standardized matrices of statistical data and its ranking was carried out. Non-linear structure of relations between the regions was built based on the calculated matrix of distances between the regions by six selected signs-indicators and by 4 first signs. Based on them the clusters of regions can be formed, taking into account the dynamics of trade and other economic activity.
Conclusions. In the regions of Ukraine the reduction trend of export and import of goods and services doesn’t change and the regional imbalance of international trade stays permanent. Developed linear and non-linear structure of the regions relations of Ukraine can become the basis for creative cooperation in trade sphere, be used for performing of single investment projects and regulate the flow of commodity exchange between regions of Ukraine. With the formation of clusters, the authors recommend to combine the study of the linear structure of relations (an index of development level of trade in the region) and non-linear structure of relations: the gradual rupture of the largest distances between regions, the clusters-assemblages of the first order and also consider the geographical location of regions. In the further development of regional cluster structure of trade of Ukraine it is planned to combine the study of external and internal commercial activity of the regions. |
| INTERNATIONAL MARKETS OF AGRICULTURAL PRODUCTS | Author : KOVINKO Alena | Abstract | Full Text | Abstract :Background. Effective development of the agricultural sector and improvement of its competitiveness are the main priorities of reforming the national economy of Ukraine. In the context of globalization domestic producers of agricultural products need more effective use of the principles of international marketing activities to work on the global market and be competitive as well as be able to effectively and profitably perform business operations on a global scale, quickly adapt agribusiness processes to European requirements.
The aim of the study is marketing research of markets of agricultural products abroad, studying world exports and imports structure.
Materials and methods. Marketing research of the current state of the market of agricultural products abroad has been carried using the materials of official statistics of the European Union, International Monetary Fund, the World Bank Group. Systematic and logical approaches to analyzing complex processes and phenomena in the international marketing environment are the main methodological foundation.
Results. Doing market research of agricultural products abroad one has to keep in mind that the world market includes more than 200 national markets with its own characteristics, which is the basis for the international diversification strategy development as a basic strategy of agribusiness.
Without a detailed study of the market of agricultural products it is almost impossible to correctly assess capabilities of domestic companies, because it requires comparison of the elements and its requirements with the appropriate parameters of the company. The dynamic development of the global market requires constant monitoring and prospective analysis. The growth rate of agricultural products sales in 2014 reached its highest level of 4,3% on 2000 in China. Among the EU markets 15 most developed countries who owned 90% of this figure traditionally dominated.
Conclusion. Current state of international markets features growth in world trade in food, outstripping the growth rate of sales of agricultural products, intensification of the global food system formation. During 2013–2014 years the market of agricultural products shows growth despite the difficult political and economic situation in the world and Ukraine. Changes in global economic development have consequences for the agricultural market. Key factors that influenced the development of foreign markets of agricultural products in 2014 were exchange rates, level of international trade, which caused changes in prices of agricultural products, production and consumption volumes and foreign trade of the world countries. Despite some progress, this industry requires continuous financial support from manufacturers, introduction of advanced technology of agricultural production, compliance with international quality system, expanding the partnership between the world markets. |

In terms of transformational economy of Ukraine the problems of implementation of competitive policy, improvement of mechanism of monitoring as to creation of competitive environment and the protection of competition become more actual. Assessment of peculiarities of international experience in weakening of responsibility by developed countries of the world is highly necessary for strengthening competitiveness of the economy of Ukraine as most of these countries keep in their hands real means of control over the world political and economic processes.
The aim of the article is to reveal the peculiarities of international experience in weakening of responsibility by developed countries of the world and to define on this basis the areas of improvement of competitive policy in Ukraine.
Materials and methods. In the process of achieving of set aim in the scientific article general scientific and special methods of scientific knowledge were applied which allowed to implement conceptual unity of research. Normative legal acts, analytical materials, reports of the activities of the world competitive agencies (Ukraine, European Union, Germany, Canada, Australia, USA and Singapore), United Nations, The World Bank; scientific works of domestic and foreign scientists are the information base of the research.
Results. The peculiarities of international experience in weakening of responsibility by developed countries of the world, in particular, by Australia, Canada, Germany, Singapore and USA were investigated. Its kinds and programs for violation of competitive legislation by competitive agencies of given countries were analyzed.
Conclusions. Despite the fact that competitive agencies introduced different mechanisms of mitigation of punishment for violation of competitive legislation, strict sanctions for violation of requirements of this legislation remain typical. As of today the model of program of weakening of responsibility which is present in the legislation of economic competition protection requires certain completion. The present mechanism of monitoring of creation of competitive environment and protection of competition is based on promotion of development of fair competition and priority consumer rights. With it in the context of economic globalization it is necessary to pay appropriate attention to such element of government competitive policy as competitive culture. Advocacy of the competition should be held not only by Committee bodies but also by other public authorities and local governments in order to create the map of competitive state of Ukrainian climate for opportune detection and prevention of violations of legislation of economic competition protection. |

Development of integration processes in the modern system of international economic relations is objectively a natural result of increased movement of goods and production factors between countries that require more reliable production and marketing links between countries and elimination of the numerous barriers to international trade and movement of production factors. This can be carried out only within the interstate integration associations on the basis of multilateral political agreements.
The aim of the article is to study the process of regional economic integration in the current conditions of globalization changes.
Materials and methods. Material of the study was prepared on the basis of articles of relevant modern scientific journals and textbooks. Regarding research methods, method of historical analysis of the problem, systematization method and empirical methods of analysis of actual documents were used.
Results. High rates of the world economy are placing increased demands on the national economy, which significant growth reserves are in the integration. Today the modern international economic relations are characterized by the rapid development of integration processes at the regional level, which is manifested in the creation of new country groups and expand existing ones. As the EU is the most successful and dynamic regional integration, thus the vast number of theories about understanding these processes applies to European integration.
Conclusion. Theoretical and methodological aspects of the process of regional economic integration in the current context of globalization acquire changes as because of concentration on industry and services international economic relations gain a new level and expression. The elaborated combination of economic geography with regional integration will lead to greater development of modern system of international economic relations. Despite the economic growth, which may be unbalanced, development covers the entire region and then countries with a low level of development can benefit from the growing concentration of wealth. This means that with the support of regional economic integration increase of economic development of the country and the region will be favorable. Since currently the main actors in contemporary international economic relations are regional integration associations it is their development and operation that can initiate development of the global economy. |
| THE INTERNATIONAL DEBT SECURITIES MARKET | Author : ZINCHENKO Fedir | Abstract | Full Text | Abstract :Background. The debt securities market is one of the key pillars without exaggeration, on which the modern financial architecture of the world rests. As at the end of the first half of 2015 the volume of the debt instruments in circulation at the largest segments of the global market, issued by sovereign borrowers, corporations in various sectors of the economy and the international financial organizations made up 83,983 trillion $ USA. The scale, heterogeneous nature of participants, as well as the variety of instruments, traded on it, make the market of debt securities as the complex multi-level system. The efficiency of the entire global financial space depends on how much smoothly and trouble-free the communications work within the framework of this system.
The aim of the article is to study the structural changes and development trends of the world market of debt securities that has occurred over the last decade. To achieve the goal of the article it was stated the following objectives: to analyze the structure of the world market debt securities; to define the modern tendencies of its development; to characterize the changes and to evaluate them.
Materials and methods. The research applied the statistical materials of the Bank for International Settlements, World Federation of exchanges, various international financial organizations. We used methods of system analysis of economic phenomena, historical, logical, method of comparison and building of analytical tables.
Results. It has been estimated the parameters of the debt segment of the world stock market. It has been investigated the status and trends in the leading financial markets of debt securities. It has been disclosed the modern structure of world market of debt securities and singled out the factors that determine the current state of its conjuncture. It has been defined the place of different groups of participants in the global bond market and revealed their role in the effective functioning of the debt segment of the world stock market. It has been assessed the activities of international financial institutions because of their increasing influence on the global debt securities market. It has been revealed the functions of leading stock exchanges in the financial instruments trading with fixed income. It has been systemized benefits for listing issuers on the offshore financial markets. It has been highlighted new factors of institutional risks that affect the conditions of functioning of secondary corporate bond markets.
Conclusions. The global market of fixed income instruments is one of the most conservative segments of the global financial market, but is under radical transformation. In developed countries the post-crisis regulatory government initiatives and technological innovations that have already radically transformed the equity markets and have put the task of finding the new optimal market microstructure before the participants of the bond market, the structure, which can provide an adequate level of liquidity and minimize the risks of contract execution for investors. Many bond markets, which are forming, have also undergone qualitative and quantitative changes, increasing its value to national economies. In recent years the overall volumes and number of international bond issues as of sovereign borrowers so of companies from countries, that are developing, significantly increased. Last but not least it became possible thanks to the emission activity of the international financial institutions in these markets. If the segment of public debt instruments is characterized by a satisfactory level, the bond market of enterprises is unavailable or exists in its infancy in the limit stock markets. |
