| Effects of the state regulation of economy in conditions of the European integration of Ukraine | Author : Lagutin V. | Abstract | Full Text | Abstract :Background. In modern conditions of globalization and European integration it is important to ensure high positive effects of state regulation of the national economy. The central issue that became imminent in this area is how to make the system of state regulation of the economy really effective and really aimed at ensuring economic growth. So far, Ukraine has failed to form a strategic, integrated and interconnected mechanism of state regulation of the national economy, to develop a strategy and tactics of socio-economic transformations. In the context of modern European integration, the positive effects of state regulation of the economy will depend to a large extent on the scientific vision of the pressing social and economic problems in Ukraine.
Analysis of recent research and publications. The scientific works of many foreign and domestic economists are devoted to essential characteristics and peculiarities of state regulation of the economy and its effects, as well as the problem of regulation of the national economy of Ukraine in the conditions of European integration. However, the issue of achieving the positive effects of state regulation in the context of the expansion of Euro-integration processes is not sufficiently disclosed.
The aim of the article is theoretical study of the effects of state regulation of the national economy and the domestic market on the basis of assessment of the current level and prospects of Ukraine’s integration with the EU.
Materials and methods. The information base of the study consists of scientific works of domestic and foreign scientists on the problem under consideration. The article uses the statistics of the World Bank, the World Economic Forum and the State Statistics Service of Ukraine. The study uses systematic and structural-functional approaches, methods of qualitative and quantitative analysis, the unity of historical and logical, theoretical abstraction, generalization.
The results of the research. The effects of state regulation of the economy in Ukraine will increasingly be determined by the prospects for the development of European integration processes. Under the conditions of a real free trade zone (FTA or DCFTA), the state begins to build a national regulatory system in accordance with European integration requirements. It is about trade liberalization, free labor migration, convertibility of the national currency, removal of restrictions on the transfer of capital, etc. In the context of deepening of the European integration processes, achieving the positive effects of state regulation of the economy is a matter of the level of national security and ensuring economic sovereignty. For Ukraine, an important aspect of European integration is the interconnection of the system of state regulation and the realization of national interests. In order to realize national interests, it is necessary to implement effective state economic policy by relying on domestic production, active implementation of socio-economic reforms, improving the efficiency of the business environment and to protect the domestic market from global flows of speculative resources, low-quality goods and services. Proper effects of state regulation of the national economy provide the necessary level of efficiency of public administration. The mechanism of public administration will be effective provided it is based on the scientific understanding of management and regulatory processes within the bounds of existing institutions.
Conclusion. Positive effects of state regulation of the economy will be achieved when the national interests of Ukraine are fully taken into account and realized. Ignoring national interests directly or indirectly contributes to the socio-economic instability of the country and the limitation of economic growth opportunities. For Ukraine, the urgent needs of economic growth form the main challenge that will determine our socio-economic development in the twenty-first century and which will directly depend on the dynamics of European integration processes. European integration for Ukraine is a powerful stimulus for economic growth, activation of production and the domestic market. Despite the lack of status of a candidate country or the officially recognized prospect of EU membership, Ukraine needs to adapt as soon as possible to the socio-economic conditions of the EU, which will make it possible to really apply for membership in the European Union. |

The basic factors in the formation of additional benefits of franchise agreements in the hotel business are explored. The mechanisms of franchise relations interaction are outlined. The permanent role of the hotel operator in solving problems of the franchise agreement is explored. The mechanisms of allocation of financial and organizational resources at in franchise agreement of hospitality industry are researched. The features of franchise payments in hotels of different rank are highlighted. The features of formation of franchise industry average size of payments in key hotel chains in the world are investigated. The advantages and disadvantages as well as the main duties of the franchisor and franchisee are systematized. The five criteria for success hotel business organization that develop under the network name are highlighted. The features of manchising usage as a classic symbiosis of management and franchising in hospitality industry are disclosed. The first stage of manchising consists of permanent influence of the main hotel operator on the development of hotels included into the network. The second stage of manchising includes classic franchise agreement of hotel operator and other hotels in its network. The prospects development of franchise relations in the hospitality industry in the nearest future is forecasted. The unique experience in the regulation of franchise relations in the hospitality industry is analyzed via the example of Ukraine’s leading national hotel operator Premier Hotel and Resorts. The different examples of implementation of specialized program «Compass»provided by this operator are proposed. The above mentioned specialized program «Compass»is designed to further development of the network of budget hotels under the single standards of franchise agreement. |

Analysis of recent research and publications. The problem aspects of Ukraine’s foreign trade are thoroughly studied by domestic experts. However, there isa lack of the theoretical and methodical justification of organizational and managerial mechanisms for stimulating the development of national foreign trade.
The study aims to justify the priority measures to stimulate national exports.
Materials and methods. The research is carried using the materials, such as information sources from UNCTAD, the WTO, the IMF, the Ministry of Economic Development and Trade of Ukraine, the State Statistics Service of Ukraineas well as works of domestic and foreign specialists. In the research such scientific methods as historical, logical analysis, synthesis and abstraction, modeling are used.
The results of the research. In the article the basic mechanisms providing the effect in several years aresubstantiated, namely: the development of industrial parks and clustering of industry, active cooperation with international business in global value added chains, trade facilitation in the context of the WTO Agreement, financial and credit support of export through an export credit agency; the involvement of the country’s small and medium businesses in export, activation of the formation and activities of integration and cooperative type of organizations (such as trading houses, consortiums, unions and other forms), implementation of international electronic trading in practice.
Conclusion. The promoting activities in the specified areas can provide an increase in exports within 15–20 percentby 2021 year. |

The latest political, economic, social and environmental components that are present in the transformations of the economic systems of the countries intensify globalization in a dynamically changing environment of human life, where the potential of natural, resource, energy, information and other types of support is different between countries of the world. Creating a climate of trust and increasing investments in diplomacy through a combination of economic and environmental interests of countries should focus on political constructivism, market adaptability and social utility from the global eco-synergy of humanity through the use of convergence potential.
Analysis of recent research and publications. Scientific research on ecological aspects of diplomacy is considered by scientists in the context of a problem that reflects: international ecological and economic policy, economic security; the specificity of species convergence through various aspects of its representation: geopolitical, economic, ecological, energy; new vectors of diplomacy and its integrated forms of environmentalization.
The aim of the article is to determine the conditions for the activation of ecological diplomacy in the format of convergence of states, which acquires various manifestations in social transformations and economic initiatives in the sphere of international economic relations.
Materials and methods. In accordance with the purpose and subject of research the general and special scientific methods are used in the article.
The results of the research. Setting up and intensifying of international contacts is a natural process of convergence of different cultures of countries, including political, economic, business and other components. But impulses of public intentions are laid, first of all, in the natural-ecological components that are able to influence a range of other components and enhance their effect on the basis of convergence effects. Ecological diplomacy significantly expands its tasks and mechanisms for strengthening international cooperation through different formats of convergence (functional, institutional, communication, integration). Foreign practice proves that convergence can fulfill an important mission in terms of eco-comfort of a collaborative space of interaction. Environmental legislation is not an end in itself; it should provide benefits for European citizens and overcome common challenges. In Ukraine, the issue of the need to improve the level of practical application of environmental legislation has its urgency. Conducting systemic reforms in this area of activity involves providing expert assessment and financial support, conducting discourse on platforms of international importance among politicians, diplomats, analysts and other professionals.
Conclusion. Geopolitics and the global economy in the conditions of globalized oecumene most cause socio-environmental metamorphoses. They give rise to new angles of perception of the values of the material world, which may be vulnerable to natural elements and man-made disasters. The driving force for this is to improve the culture of interaction, communications in the field of international economic relations and strategic partnership. The dynamics of scientific and technological progress affects the global economy, creating the appropriate conditions for the activation of environmental diplomacy in the format of convergence of the state and ensuring the implementation of multi-vector integration of the countries of the world. |

Contemporary economic conditions in many countries in the world are characterized with high difficulty of providing financial activity by companies because of uncertainty and instability of the external environment, variability of financial markets and sales markets. In such conditions it’s very important for financial managers to be able to manage the financial potential of the company with high level of efficiency. Financial potential of the company, in turn, is a complex system whose elements need to be organized.
Analysis of resent researches and publications showed that the issue if financial potential of enterprise is widely discussed in economic literature, but there is no the justified approach to the definition of financial potential and systematization of its elements.
The aim of the article is to develop the systematization of the trade enterprise financial potential elements on the base of substantive and content characteristics of this economic category and the application of the theory of systems elements.
Materials and methods. The methods of analysis, synthesis and logical generalization were used for the research.
The results of the research. Main principles of company’s financial potential systematization are: system (unity); targeting a constructive approach to systematization; hierarchical construction; the similarities and differences of essential features, processes, phenomena that contribute to a deeper disclosure of the essence of these elements; orientation to the mixed concept of financial potential of the enterprise; flexibility; interconnection with other manifestations (types) of the company’s potential. Systematization of trade enterprise financial potential provides the allocation of three blocks of elements: 1) resources for financial activity implementation; 2) competences for financial activity implementation; 3) financial safety. Each block consists of elements of the next level of hierarchy.
Conclusion. Developed systematization of trade enterprise financial potential elements could be used for further methodological principles and methodical tools of financial potential assessment development. |

Taking into account the specifics of the payment systems activity, the violation of their activities can lead to significant risks for the financial system and be a potential source of their distribution; therefore, payment systems require a proper overview of central banks. At the same time, in the context of the globalization of payment systems activity, the role of international cooperation of central banks of different countries is intensified, which is carried out through a common overview.
The aim of the article is to study the oversight of payment systems in the context of maintaining financial stability.
Materials and methods. The article is based on the reports of international financial organizations, including the Bank for International Settlements, central banks, as well as the scientific works of Ukrainian and foreign scholars. In the process of research, in particular the methods of analysis and synthesis, deduction and induction, the method of analogies, comparison, grouping, systematization and generalization were used etc.
The results of the research. In the article the author analyzes the basic principles of a common overview of payment systems, deepens theoretical approaches to the definition of the essence of the common overview of payment systems and establishes its important role in maintaining financial stability. It is proposed to distinguish the main types of common overview according to the degree of formalization and periodicity of implementation. In addition, the author addresses the issue of the systemic importance of payment systems and proposes the definition of certain types of payment systems, depending on their role in the economy and the potential consequences of violations of payment systems.
Conclusion. The author identifies a common oversight of payment systems as a central bank’s activity directed to international payment systems with central banks of other countries under whose jurisdiction this system also functions in order to maintain financial stability. |
| The genesis of scientific thought concerning the economic nature of the interest rate | Author : GERBST O. | Abstract | Full Text | Abstract :Background. The view that there is no more vivid evidence of the welfare of the nation than a low interest rate is dominated among scholars and practitioners of finance. Interest rate dynamics is the most important financial indicator used by economic entities in making decisions in economic activity.
Analysis of recent research and publications. The category of interest was studied from ancient times by philosophers, in particular Aristotle and Thomas Aquinas. K. Marx paid a considerable attention to the category of interest in his studies. In the twentieth century, such scientists as John Keynes, Milton Friedman, Irving Fisher, John Hicks and Mark Blaug have devoted their scientific works to the problem of interest study. Among the domestic researchers, V. Basilevich, N. Grazhevskaya, P. Leonenko, T. Gaiday, O. Nesterenko, A. Maslov, L. Lazebnik, N. Dumenko, B. Lanovik, Z. Matysiakevych, R. Mateyko addressed the subject.
The aim of the study is to analyze the evolution of the category of interest and its relationship with the economic, political and social development of society.
Materials and methods. The works of foreign and domestic scientists became the informative basis for the study. The author used the historical method of research to analyze the process of emergence of the definition «interest», statistical – for the interpretation of nominal and real interest rates, the method of social supervision – to analyze the results of the introduction of individual recommendations of known economists.
The results of the research. Modern economic theory defines interest as the price of money services. It is generally accepted that interest is interpreted as the price of loan capital, the investor’s income from investing for specified goals and the period of time inthe future. The complexity and versatility of the economic category of interest is due to a wide spectrum of views on it among economists due not only to the spread of credit relations, but also to the change in thesocio-economic system and political structure of society.
Conclusion. Various interpretations and a wide range of views on the interest rate are due to the evolution of the credit relations of a society, the analysis of which provides an idea of the origin of interest, which has long been considered a reimbursement tothe lender, and subsequently accepted as its perception as the price of capital, which is relevant to this day. The generalization of theories of various scholars is important in the study of economic processes and the principles of monetary policy. The development of the financial sector in the 20th century and the active functioning of financial markets led to the need to develop the monetary policy of the central bank and to apply its key component – interest policy, which is based on interest rate as a means of influencing and regulating economic processes. |
