Maritime economy is one of the most important factors of economic growth and national security. Prior to the post-Soviet stage of development, a high level of "maritime maturity" was achieved in Ukraine. Well-developed and diversified maritime economic complex of Ukraine included maritime transport, fisheries, shipbuilding and ship repair, marine engineering, offshore gas industry, seaports, sea recreation with cruise fleet of international standards, etc.
During the last years Ukraine has lost most of its maritime potential. The renewal of maritime economy and recovery of the maritime complex became one of the most important national interests of Ukraine.
Aim and tasks. The paper aims to analyse the problems of maritime complex of Ukraine and formulate national maritime interests of Ukraine under new geopolitical and economic conditions in the Black Sea region.
Research results. In order to discuss the maritime interests of Ukraine was proposed a fractal model which considers maritime interests in the following dimensions: economy, geopolitics, environment, military-defence. As the strategic economic interests of Ukraine are considered: use of marine natural resources that can contribute to economic growth; development of transport and communication in the Black Sea-Azov basin and other areas of the World Ocean; development of recreational and tourism potential of Ukrainian Black Sea coast; marine energy development.
Considering the geopolitical aspects, national interests include maintenance of the territorial integrity of Ukraine, development of a system of sustainable strategic, political and economic cooperation. Environmental aspect of maritime interests of Ukraine includes rational use of natural resources, greening of economic activities in costal areas, environmental management, reproduction of biological resources and protection of biodiversity of the Black and Azov Seas. In recent years the military-defence aspect of national interests takes on special significance. It includes, first of all, the effective realization of the defence strategy at the southern borders and development of the Naval Forces of Ukraine.
Conclusions. National maritime interests of Ukraine were discussed from economic, geopolitical, environmental and military-defence points of view. One of important strategic interests of Ukraine is to ensure stability and protection of the regional security in the Black Sea-Azov region, which has become an arena of complex geopolitical and geoeconomic contradictions in the context of growing economic development trends in the region, transboundary and international problems. |

Market transformations in certain sectors of the national economy require improvement of the practice of applying the legislation and substantiating the changes in the regulatory environment and assessing the effectiveness of its influence to reduce unreasonable costs for all market participants. Therefore, there is a problem of improving state regulation of the economy, as well as the state of application of the regulatory policy mechanism by state authorities.
Aim and tasks. The aim of the article is to study trends improving implementation of regulatory policy in the sphere of economic activity on the basis of the institute regulatory impact assessment.
Research results. The results of the analysis. The article discloses the need to improve the quality of regulation of economic activity within the institutional obligations of the state in order to facilitate the obtaining of the maximum possible benefits of business entities. This involves minimizing public participation, and most importantly, the evaluation of regulatory instruments that affect the business sector or restrict its competition.
The substantiation of the tool for ensuring the quality of regulation of economic activity in a market economy is based on the analysis (evaluation) of regulatory influence. The barriers of economic activity and sources of subjective nature, which are connected with excessive regulatory pressure, are revealed. The correlation of the principles of state regulatory policy and the analysis of regulatory influence in the field of economic activity are carried out. The directions of development of the Institute for the assessment of regulatory influence in the field of competition are proposed in order to ensure sustainable business development: application of a complex of interrelated criteria with the assessment of procedures and implementation of regulatory quality standards; the phased introduction of elements of the analysis of regulatory influence on competition; improvement of the institutional basis for the analysis (assessment) of regulatory influence.
The difference between the analysis of regulatory influence on competition as an element of regulatory influence analysis, which serves as a tool of state regulation, is proved and it allows to improve the state policy in the field of development of competition on the basis of substantiating restrictive competition of regulatory norms.
Conclusion. The analysis of regulatory influence as part of a systematic approach to the development of the institutional environment serves as an instrument for improving state policy in the field of competition development. The article presents the issue of improving soil quality continues needs to be urgent. In particular, the task of improving the quality of agricultural land and considering the qualitative characteristics as an object of management remains unresolved, which necessitates further systematic research in this direction.
Aim and tasks. The purpose of the article is to substantiate the essence of soil quality management, the creation of land masses with appropriate soil characteristics as a means of obtaining safe products of standardized quality, maintaining the quality of the natural environment, preventing its degradation and using innovative industrial technologies in alternative agricultural systems. The task is in the justification that qualitative soil properties and fertility are inextricably linked.
Research results. The processes of soil formation and soil fertility are determined by a number of natural factors and the nature of economic activity, which affects not only the arable layer but also deeper soil horizons, as well as groundwater and groundwater. The optimal parameters of fertility indices should be established for each type of soil, if they can vary according to the fertility patterns as a combination of soil properties and modes that ensure the productivity of the land, the high quality and safety of the agricultural products derived from them. Returning lands to their original state is not always possible, but it is necessary. The application of certain approaches and technologies of updating the qualitative state of agricultural land causes the formation of conditionally clean land masses among those who potentially can become, after a certain time, suitable for obtaining safe production products. Ecologically clean land massifs, regardless of the degree of environmental readiness for economic use, are spatially limited, artificially created territories, the peculiar feature of which is the minimal cultivation of soil, the compliance with ampeloecological and agroecological requirements of cultivating those or other crops, the presence of indicator plants regulating contamination, the remoteness from pollutants, control of all agrotechnical measures, preservation and regulation of soil fertility.
Conclusion. To achieve ecological purity is possible through a variety of activities. Land massifs with special characteristics play an important role and have a close connection with modern agrotechnologies that differ from agrotechnical measures, with a more systematic and more closely related to the microperiods of agricultural crop development. It is determined that the management of ecological agriculture will facilitate the creation of land uses with special characteristics, which are achieved through the implementation of the general laws of agriculture and a number of principles, among which the principles of environmental orientation are combined with the principles that facilitate their implementation. |

The actuality of problem of investment activities stimulation and creation of favorable investment climate rises nowadays because of the necessity of additional resources engaging in socio-economic development of Ukraine and due to the administrative reform progress that causes new possibilities for territorial communities investment development.
Aim and tasks. The aim of the article is represented by development of theoretical, methodical positions and practically-applied proposals that are to substantiate the instruments of improvement of the investment climate of territories, according to new challenges and opportunities of the decentralization reform in Ukraine. The example of scope of regulatory measures and positions is to be represented and can be implemented to almost any another Ukrainian region or territorial community.
Research results. The essence of the category of investment climate is determined in the modern sense and from the point of view of the ensuring of socio-economic development of territorial communities in Ukraine with the special scope on the regional level. As one of the main tools for the improving of the investment climate in the territorial dimension, special (free) economic zones are considered; key advantages and disadvantages of the using of such instrument are identified. The set of measures to the improving of investment climate on the territory of the community is proposed and such means are capable for providing without creating of a separate territorial unit that minimizes geopolitical risks. The measures are aimed on support of economic initiatives of the communities and include instruments of tax support for entrepreneurial activities. A number of non-economic instruments are proposed, which include the mandatory implementation of the strategy for the development of territorial communities, information support of investment activities with the obligatory passportization of advantages and opportunities, concerning the example of the territories of the Ukrainian Black Sea region.
Conclusions. Strategic directions of implementation of the conceptual idea of the regulating of the institutional provision of investment climate include law legalization and social introduction of the best practices of investments stimulation. The prospects of future researches in sphere of investment activities regulation are concerned with effective structure of the institutional environment formation. |

In an unstable economic environment, the formation of a regional industrial complex under conditions of uncertainty and risk factors leads to the fact that the innovative processes of the creation of the final product significantly deviate in time and space from its planned development.
The sources of the formation of these factors and means of recording in the assessment of efficiency should be considered.
Aim and tasks. Consider approaches to choosing innovative development options for a regional industrial complex under conditions of uncertainty and risk.
Research results. Under the uncertainty one should understand the lack of data on the conditions in which economic activity will be thwarted, a low degree of predictability, increase of these conditions.
When assessing innovation and investment projects in the region, the most important are the following types of uncertainties and regional risks: uncertainty about the behavior of competitors; uncertainty about the political and socio-economic situation in the country and region; incompleteness / inaccuracy of information about the parameters of innovations; foreign economic risks; incompleteness of information on financial sustainability; unpredictability of the tax policy; other types of financial risks; some types of risks: the risk of falsification of financial statements, the risk of theft of certain types of assets; emission risk, etc.
Territorial peculiarities in innovative development the role of a significant factor is assigned: they can both accelerate and slow down the formation of the types of their economic activity, and in the broader sense - and the nature of strategic development.
However, the implementation of the chain becomes even more important «new creation - new-introduction – innovation» and the generation of new technologies in this territory, which ensures the uniqueness of industrial production, which causes the formation of a spatially-innovative monopoly in the area of innovation activity.
Conclusion. During the development of innovative processes at enterprises - innovators of the regional industrial complex it is necessary to take into account the specifics of such a complex object as the economic system of the region, factors of uncertainty and risk under the influence of the internal and external environment, especially the stages of the product life cycle/enterprise/industry. |
