| Regulatory Analysis of Government Compliance in Mexico | Author : Gelacio Juan Ramon, Gutierrez Ocegueda | Abstract | Full Text | Abstract :This research work aims to identify the origin, concept and scope of government compliance. It also seeks to locate the history of regulation of corporate and governmental conduct. Finally, an analysis of the various government compliance instruments introduced in the Mexican legal system is carried out. Based on the above, the conclusions obtained will be presented. This research work obtains its justification in the duty of vigilance in charge of every administrator as he is obliged to introduce measures aimed at preventing the risks to which his activity is exposed in order to avoid, control and, where appropriate, compensate for the damages perpetrated against human rights, fundamental freedoms, so it is not simply a matter of obtaining a compliant opinion but of actually preventing the generation of a risk and therefore avoiding damage and inspiring confidence by fostering a good organizational reputation. In its daily work, the Public Administration is exposed to a variety of risks, which means introducing a set of processes within the scope of its own structure to guarantee respect for behavioral rules. Government compliance encompasses the adoption of a series of provisions that impose respect for objectives of general interest that range from the fight against corruption, child labor, terrorism, environmental protection, etc. Government compliance, as a means of controlling the actions of public entities, imposes structural commitments on public administrators such as the establishment of a cartography of systemic risks, the implementation of a behavioral code, which is why they are mechanisms of obtaining results and satisfying the objectives set or that are inherent to their public function. It is then about assuming and respecting values aimed at preserving the states heritage, its organizational reputation and thereby providing credibility to public institutions, whether in the face of those individuals, their associates or the national states with whom they have entered into or intend to formalize alliances.

The application of SISRUTE has been running according to the flow set by the Ministry of Health, but there is a lack of human resources for SISRUTE operators or users at the Puskesmas, unfamiliarity with SISRUTE, accumulation of patients in the ER and errors in entering codes. In-application references cause SISRUTE flows to overlap. Conclusion: The SISRUTE application often experiences problems, routine maintenance that was suddenly carried out by the center without prior notification, server downtime, and hardware that had not been updated, which hampered referral services on the SISRUTE application and required offline or manual referrals.

| Multi-Tiered Intervention and the Enhancement of Intensive Reading Skills Among Grade Seven Instructional Level Readers | Author : Kathleen L. Medina, Cecilia B. Diva | Abstract | Full Text | Abstract :Despite ongoing efforts to improve reading skills, the number of individuals with below-level reading abilities, including adult beginning readers, continues to rise. This study addressed this issue by focusing on instructional-level readers who often lack support in existing interventions. The research was conducted at Tinurik National High School to determine the effectiveness of a multi-tiered intervention in enhancing intensive reading skills: interpreting the meaning of word/s based on the surrounding context, determining main ideas or themes, and making inferences among grade seven instructional level readers. It involved 72 participants, divided equally into controlled and experimental groups, which showed significant improvement for the experimental group but not the controlled group. Pre-test scores were similar between groups, while post-test scores demonstrated an important difference, indicating the effectiveness of multi-tiered intervention. These findings highlight the ongoing challenge of below-level reading abilities and the need for targeted support for instructional-level readers. Education Program Supervisors in English were recommended to propose in-service training that will equip teachers of English with the necessary skills needed to conduct multi-tiered interventions successfully. Future researchers are also suggested to include all the respondents up to Tier III to see if it would lead to better results.

| Apert Syndrome with Combination of Synostosis: A Case Report | Author : Catur Kusumo, Wihasto Suryaningtyas, M. Arifin Parenrengi | Abstract | Full Text | Abstract :Apert syndrome is a rare condition affecting the skull, face, hands and feet due to premature closure of cranial sutures. This case report describes a 6-month-old boy with Apert syndrome presenting with an abnormal head shape. A CT scan revealed craniosynostosis (fused sutures) of both the coronal and lambdoid sutures. Surgery involved removing a 1-2 cm section of the fused sutures along the coronal suture and across the lambdoid suture. After 4 months, the boy showed improvement in both clinical appearance and imaging scans. While Apert syndrome is typically classified based on the suture involved, the specific timing of surgery depends on various factors. This case demonstrates that minimally invasive surgery can be effective with minimal complications. Even though unilateral coronal and lambdoid suture fusion in Apert syndrome is uncommon, it can still be successfully treated with surgery.

However, despite legislative efforts, such as the 2017 law aimed at restricting the roles of labor-recruiting companies and illegal brokers, these intermediaries persist. Drawing on the concept of brokerage and the Theory of Strategic Action Field, this article explains why brokers remain despite legislative challenges. This study also argues that state regulations inadvertently create structural holes, thereby providing brokers with opportunities to maintain their involvement in labor migration. Through 56 in-depth interviews with various actors—including current and former migrant workers, recruiters, recruitment agencies, civil society organizations (CSOs), and government officials—the study illuminates how the Indonesian governments framing of "procedural migration” contains inherent loopholes. Brokers then exploited these gaps to legitimize their presence and assert control over workers destinies. These brokers adeptly adapt to regulatory changes and influence migration.

| Understanding 30 Years of Integrated Marketing Communication (IMC) in the 2019 Indonesian Journal | Author : Helpris Estaswara, Mashadi Said | Abstract | Full Text | Abstract :This article examines 10 journals on Integrated Marketing Communication (IMC) in Indonesia in 2019. Essentially, IMC consists of two core concepts, which have evolved into four stages of IMC implementation. The first concept, introduced in 1989, is known as the inside-out approach or tactical coordination of marketing communications. The second concept, emerging in 2004, is called the outside-in approach, encompassing internal support to external activities (Second Stage), application of information technology (Third Stage), and financial and strategic integration (Fourth Stage). Thus, this paper seeks to address: (1) What is IMC as described and applied?; (2) What communication elements are used?; (3) Is the brand the main message in the IMC program?; and (4) Is the IMC used inside-out or outside-in, and where are the boundaries? Using a systematic literature review method, the results indicate that IMC is marketing communication or promotion. The communication elements include advertising, personal selling, sales promotion, public relations, interactive marketing, corporate design, sponsorship, exhibitions, websites, merchandising, packaging, and social media. No articles used the brand as the main message in IMC, categorizing it as an inside-out approach since many did not involve the brand and only analyzed marketing communication or promotion. IMC in Indonesia does not align with the global development of the IMC concept but follows communication technology trends through the use of internet-based media, such as social media.

| Refusal of Village Forest as Petalangan People Politic of Value in Community-Based Ecosystem Revitalization in Riau Indonesia | Author : Tanti Budi Suryani | Abstract | Full Text | Abstract :This study is about the ethnography of the dynamics of Village Forest refusal as politic of value of the Petalangan People in Gondai Village, Pelalawan, Riau, in a community-based ecosystem revitalization of Teso Nilo (RETN) scheme. They refuse the social forestry scheme, which was proposed by themselves and a local non-governmental organization (NGO) and legalized by the state in 2017. The use of the refusal theory, relation of property, politic of value, and value commensuration approaches in studies of tenure claims by Indigenous people such as the Petalangan people, shows that the refusal here is the strategy of Indigenous People to get possibilities on claiming and using their land for commodity plantation such as palm oil and any of benefit to their interest, not as social forestry scheme regulates by government that some part of the forests must have the conservation zone. The Village Forest land at Mamahan Hamlet claimed by the Petalangan People full of palm oil plantations, housing, and all the public facilities for one hamlet. It shows from the relation of property of Petalangan People that the location of village forest is now under the control and ownership of migrants from North Sumatra, and only 1% of the total 9021 hectares are owned by themselves. The study found how NGO actors failed to mitigate conflict from internal politics inside the Petalangan People and only focused on how the legalization of Village Forests can be a solution to restore the Teso Nilo ecosystem. The implication is the revitalization of the ecosystem is only successful for legalizing the land and reducing conflict between the state and the Indigenous People, not for improving the environmental condition of the ecosystem. The theory used in this study gives nuance to the limited study using value theory to analyze the social forestry and Indigenous People that already have mono-crop culture livelihood in just the past two decades in Indonesia

| The Effect of Dimension of Triangular Theory of Love on Brand Loyalty in the Mobile Telecommunication Industry | Author : Lorinda Febriani, Mas Wahyu Wibowo | Abstract | Full Text | Abstract :In the ever-growing digital era, internet access has become a basic need in everyday life. With the increasing number of internet users in Indonesia, so more data packages from cellular operator brands are appearing. Overall, customers who engage in expressive brand relationships can easily demonstrate brand loyalty attitudes and behaviour. Customer loyalty to a brand does not only occur because of continuous satisfaction, because customer satisfaction alone is not enough to guarantee a long-term relationship. Therefore, this research examines the customers emotional perspective, especially love which is used as a mechanism to strengthen unwavering loyalty. One theory that discusses love is the Triangular Theory of Love put forward by Sternberg in 1986 which states that there are three elements in love, namely intimacy, commitment and passion. Data processed by 204 data package users from 4 brands of cellular operators in 6 major cities on the island of Java in Indonesia, using non-probability sampling techniques with a purposive sampling method, and analysed using Structural Equation Modelling (SEM) based on Partial Least Square (PLS) via the SmartPLS 4.1 application.

| Unravelling Catch-Up Fridays: A Look through Novice Teachers Perspectives | Author : Rizalino R. Rafanan, Dhean Jencel O. Pimienta, Sheryl P. Cacatian, Mirriam P. Soria | Abstract | Full Text | Abstract :Given the critical role of reading proficiency in learner success, the Department of Educations (DepEd) Catch-Up Fridays program holds promise for improving literacy skills. Prioritizing this program at the school level is essential. However, a potential challenge lies in ensuring the preparedness of novice teachers, those new to the profession, to implement such initiatives effectively. This study aimed to understand the experiences of novice teachers in the first month of implementation of Catch-Up Fridays in the 1st District of Ilocos Sur. The participants of the study were five (5) teachers. They were selected based on the inclusion criteria: 1) 0-3 years in the service, 2) a DepEd employee, 3) a resident of Unit II (Bantay, Caoayan, Santa, San Vicente, Sta. Catalina, Sto. Domingo, and San Ildefonso), and 4) must be willing to participate in the study. This study utilized phenomenological research, applying the focus group discussion and semi-structured open-ended questions. Data collection involved verbatim transcription of participant responses. These transcripts were then systematically analyzed using the Moustakas framework. This analysis included listing, categorization, coding, and thematic identification. The findings indicated that novice teachers viewed their experiences of the first month of Catch-Up Fridays as a Symphony of Emotions-Frustrations to Aspirations with two sub-themes emerging, namely having mixed emotions and being optimistic in enhancing literacy skills. All the novice teacher participants went through a stressful, struggling, and confused phase caused by inadequate resources and lack of training. Amidst the challenges they faced during the first month of implementation of Catch-Up Fridays, they were optimistic for a better outcome because there was an improvement in learners literacy. Even though novice teachers typically display commendable optimism amid hard times, focused assistance can boost the effective execution of the program. To enhance the effectiveness of school-level Catch-up Fridays, administrators could provide these educators with comprehensive orientation sessions or seminar workshops. However, making available teaching aids will help to reduce anticipated stress, thereby guaranteeing smooth program implementation.

The ideal compensation system should balance the performance, skills, motivation, and willingness to work of these two groups of employees. Compensation between employees is of course not the same value. This is because compensation is measured based on the level and performance of each employee. The problem that often arises is the openness of the company in providing compensation to each employee researchers also found that the existing compensation system is less effective in motivating employees and increasing the willingness to work on both groups of employees, namely daily and contract employees. The purpose of this study is to understand how the current compensation system affects the balance and know that compensation must be done in accordance with the hard work of employees. Compensation will also affect employee performance, meaning that appropriate compensation will make employees more motivated and willing to work harder, especially for daily and contract employees. The research method used is quantitative with data collection techniques through questionnaires given to 15 daily employees and 15 contract employees at PT Wira Maju Bersama. The results of this study showed that compensation and motivation have a positive and significant effect on the willingness to work and employee performance. Willingness to work also has a positive and significant effect on employee performance. Simultaneously compensation and motivation affect the willingness to work and variable compensation, motivation, and willingness to work affect employee performance.

| Legal Protection for Deposit Customers Who Are Not Recorded after BPRs Business License Is Revoked | Author : Kadek Wenten, Johannes Ibrahim Kosasih, I Made Arjaya | Abstract | Full Text | Abstract :Third-party fund collectors by Rural Banks (BPR) using a pick-up service system bear the risk of internal bank misconduct leading to the omission of customer deposits in the BPRs records. The research method employed is normative research aimed at understanding the prudence principle in fund collection and legal protection for depositors. The research benefits society by enhancing their understanding of their rights as depositors in BPR. The discussion results indicate that customer identification principles Know Your Customer (KYC) embody the prudence principle in fund collection. The Financial Services Authority (OJK) mandates that BPR be accountable for customers harmed by internal misconduct. However, after liquidation, the Deposit Insurance Corporation (LPS) does not guarantee these affected customers. In conclusion, there is a legal vacuum in protecting depositors post-BPR liquidation. The lack of legal certainty in fund collection through pick-up service leads to compensatory relationships between customers and bank staff. Recommendations include amending LPS regulations to provide legal protection for affected bank customers and enhancing supervision in third-party fund collection.
