Abstract :Islamic Education Learning at various levels of education is still faced with problems especially from aspects of the quality of learning outcomes, this research will describe the competence of PAI teachers, the learning strategies used as well as the quality of PAI learning outcomes in elementary schools. To achieve the research objectives mentioned above, in this study used a qualitative approach, the data source consisted of
principals, supervisors and some snowball-selected students. The data collection techniques used are observations, interviews, documentation studies. Based on the results of the study, it is known that the competencies of PAI teachers at SD Negeri 13 Seberang Padang include professional competencies, personalities. While the strategies used in teaching Islamic religious education vary greatly, the quality of PAI learning results in SD Negeri 13 Seberang Padang can be seen from the
achievements of students in the field of Islamic religious education.
