World Health Organization, Before and During COVID-19: Preparations, Efforts and Criticisms | Author : Mustafa Said Yildiz | Abstract | Full Text | Abstract :The novel coronavirus, COVID-19 emerged in Wuhan, China and spread rapidly to other parts
of China and other countries. After increasing number of cases were observed in Iran, then in
Europe; World Health Organization made the assessment that COVID-19 can be characterized
as a pandemic. The organization had a self-critic and work on lessons learned after the Ebola
outbreak and declare a statement on what to do to prepare for a next probable outbreak. This
statement assessed that Ebola served as a reminder that the world, including the organization,
is “ill-prepared” for a larger outbreak. This study’s purpose is to evaluate WHO’s actions during
the period between Ebola outbreak and beginning of the COVID-19 pandemics and to assess
WHO’s response to COVID-19 in respect to seven WHO Ebola self-critic statement titles. Firstly,
it was demonstrated that WHO contributed the preparation and operation process of COVID-19
effectively in terms of its conventional functions as consultancy, technical expertise, training and
stewardship. It was observed that WHO had been confronted with severe constraints in matter of
coordination between private sector,regulatory bodies, public authorities and universities because
of its organisational structure, role and limited acting power. WHO experienced significant rigors
in matter of rapid response and drawn rightful criticism. This was evaluated mostly because of its
structure which lacks imposing sanctions and open to effects of countries. WHO needs a broader
and more collaborative self-critic than that of it had after Ebola crisis and discuss about a reconstruction and transformation courageously. |
| Use of Data Mining in Healthcare: Investigation of Graduate Thesis in Turkey | Author : Sema DÖKME YAGAR | Abstract | Full Text | Abstract :It is getting harder every day to reach the information we need among the growing data stack. In today’s competitive conditions, reaching the right information has become very important for managers. Data mining, which is a computer-based information system, has been developed in order to reach accurate and fast information among this large data stack. It is known that the use of this method in the field of health is increasing day by day, as in other areas. In this study, in health-related fields of data mining in recent years in Turkey it aimed to determine which studied the issues and what methods are being used more. In this context, data mining postgraduate studies in health related fields in Turkey thesis have been analyzed taking into consideration some basic criteria. It has been found that most of the studies are compared with the techniques, and studies are conducted on helping physicians and administrations make decisions. It has been seen that most of the were made under the title of “classification” methods. Among the classification methods, it has been observed that decision trees and Bayes classification techniques are mostly used. As a sample group, it has been observed that almost all of the studies take into account patients and mostly studies are on cancer patients. Looking at the graduate theses held in Turkey, where the research related to clinical trials, but it was observed that no adequate studies on the health care workers and administrative matters. |

expected safe bond between the mother and the baby, the value that the baby attaches to the
mother and to herself, that babies are effective in their interpersonal relationshipsthroughout life.
With the breastfeeding process that is positive for the baby, positive schemes such as “Good/
Pleasurable”, “I am valuable-She is reliable”, “I am OK-She is OK” occur between the baby and
the mother. At the end of the negative breastfeeding process, negative schemes such as “Bad/
Disappointing”, “I amvaluable-She is notreliable”, “I amnotOK-She is notOK” occur. These positive
or negative schemes, which occur with the breastfeeding process during infancy, determine the
person’s view of him/herself, others and life in the future.
The breastfeeding process that shapes the rest of the baby’s life and the psychological effects
of this process are important primarily for the mental health of the individual and therefore the
society. |

Health services, on the other hand, are more sensitive to corruption due to their distinctive characteristics.
In the study, itwas aimed to determine the perceptions ofthe students ofAnkaraUniversity,Department of
Health Care Management about corruption in health care delivery. The corruption levelsin different areas
of health care delivery, examples of corruption-related incidents and perceptions about the prevalence of
this case in Turkey were evaluated. The population ofthe study consists of 280 studentsstudying at Ankara
University, Department of Health Care Management in the 2015-2016 academic year. The sample was not
chosen and it was aimed to reach the whole universe. Analyzes were made with 248 questionnaires filled
in completely and accurately. 88% of the universe was reached. Questionnaire method was used in the
research. The mean and standard deviations of the questions asked to the participantsin order to identify
their perceptions of corruption in health services were determined. When the opinions of the participants
about the examples of corruption in the provision of health services were examined, the average of the
acceptability section wasfound 1.48 and itsstandard deviation was 0.727. In the acceptability section, the
statement “Invoicing the patient by showing the unused material asif they were used” was determined as
the least acceptable example of corruption with a mean value of 1.23 and a standard deviation of 0.775.
The general average of the participants about the corruption examples in the provision of health services
wasfound 4.52; itsstandard deviation was 1.171. In the section of prevalence, the statement “the political
power’s allocation and prioritization of health resources (money, manpower, etc.) in order to win the
re-election” was determined as the most common example of corruption with an average value of 5.49
and a standard deviation of 1.631. The main reason of corruption in health care delivery in Turkey was
determined as the lack of accountability the average result of 5.88 sorulabilirlig deficiency. Finally, when
the effects of corruption in different areas of life were examined, it was found that it was most effective
on political life with an average of 6.11 |

However, today, children may stay away from their families due to many reasons such as divorce,
poverty, and involvement in crime. Children who are away from their families need a care model
that will support their psycho-social development as an alternative to institutional care, and the
most appropriate care model that can meet this need isfoster family service. Foster family service,
in its shortest definition, is the temporary or permanent care of children in need of protection
by other families, paid or unpaid. Ensuring awareness of the foster family model, which is not
well known in our country, is very important for children who are institutional care measures to
develop in a healthy way by experiencing the warmth of the family. This study aims to reveal the
community awareness of foster family service and the community ‘s attitude towards this service.
300 people participated in this voluntary quantitative study conducted in Konya Province. The
data were collected using the data collection form developed by the researcher. The data obtained
from the study were analyzed by frequency and percentage methods. As a result, the society
does not have enough information about foster family services and more informative studies are
needed on foster family services. |

some health institutions cannot use both human and capital resources effectively and efficiently.
In order to increase efficiency, rapidly changing internal and external factors should be taken into
account and the capacity of the health organization should be planned to keep up with changes.
Measurement of the productivity or the performance of any size, is an indispensable part of any
efficiency improvement efforts.
The reason for this, “the only thing that can be measured can be managed” is the truth. In this
study, the legal dimension of pharmacists, who are one of the healthcare service providers,
was examined, and productivity measurements were made using Data Envelopment Analysis
(DEA) method of three pharmacy branches. Productivity measurement for input variables as the
number of personnel, space and annual rental costs, output is determined as the number of
customers and incremental revenue. Then, the input and output amounts that will make the
ineffective decision-making unit efficient are determined. |
