Concepts and objects interpreted based on perceptions are seen in oral culture products. Mankind had to hunt animals in order to survive in the early times, but later on they worshiped and respected them in time. Further, they included animals in their cultural values via images and symbols. Considering the environmental conditions, mankind who has been constantly in touch with animals in some way attributes symbolic meanings to animals in oral culture products based on the functions of animals. Proverbs included among oral culture products are sayings that reflect the common worldview, values and beliefs in which people unite, are based on a certain experience, and reflect emotions and thoughts in the collective memory. We can learn about the functionality of the animals used in the proverbs in terms of cultural and social life. On the other hand, some animals are not included in proverbs according to their mythological origin. This is related to the formation period of proverbs. In this study, we examined 2396 proverbs in the database of the Dictionary of Proverbs and Idioms of the Turkish Language Institution and analysed the usages of the animal names such as horse, wolf, cow-ox (bull), snake, dog, pig, lion, bear, mouse/rat, sheep/ram, chicken/rooster, camel and goat in 554 proverbs according to their place in Turkish mythology. Some animal names are used in proverbs with positive/negative meanings based on their mythological origins, whereas others are used according to their functional characteristics rather than their mythological origins. |

and cultural life for democracy, justice and equality. Thefore, gender-responsive budgeting has become more
important.
Local administrations, especially municipalities, are seen as the main actors in the implementation of
gender-responsive budgeting in terms of providing services and making gender-responsive plans and policies due
to ensuring gender equality, proximity to individuals and their service duties. In this direction, the purpose of the study, at the local level in Turkey in municipalities that have the potential to best implement gender responsive
budgeting is to evaluate the applicability of gender responsive budgeting.
In the study, studies and practices for GRB examined by drawing the theoretical framework of gender
responsive budgeting (GRB). Afterwards, the findings of the interviews conducted with the implementers of TCDB
in Eskisehir Metropolitan Municipality, Odunpazari Municipality and Tepebasi Municipality were included for
the applicability of gender-responsive budgeting in municipalities. The data obtained at the end of the study were
analyzed with the descriptive analysis method. Based on the data obtained in the study, GRB should be
implemented not only in municipalities but also in all institutions in Turkey. However, in order to ensure the
continuation of the GRB practice for the future, this practice should be supported by the state and a change should
be made in the legislation in terms of budget. In addition, this practice should be made a legal obligation for all
public institutions and organizations. |

| A STUDY ON TURKISH HORROR CINEMA IN THE CONTEXT OF FOLK HORROR | Author : Sine Elif ARIKAN | Abstract | Full Text | Abstract :Fear is one of the emotions that can have great effects on people. Fears as a community are built on common values. Western researchers have described the concept of folk horror as fear of certain people and the gruesome, strange, horrible feelings of their rituals. In time, the meaning of the concept of folk horror has expanded and transformed. Fear of the people comes as a concept based on common fears rooted in the values that society has and cultural elements. In Turkey, it is possible to talk about the existence of fear elements such as Genie, Revenant, and Goblin as an example of the concept of folk horror. It is possible to attract the attention of a large part of the folk in most areas where the elements of the common values of society are present. The concept of folk horror, given this context, has an important part in the transfer of elements of Turkish culture. Studies on folk horror are emerging as a new area that is being handled by researchers today. In Turkey, it is possible to say that when looking at horror films, there are elements of the concept of folk horror. In this study, films from the Turkish horror cinema were studied and films that could be shown in accordance with the concept of folk horror. The aim of the study is to explain the concept of folk horror while examining the transfer of Turkish culture horror elements to the cinema with an interdisciplinary approach and presenting recommendations in line with the results obtained. |
