Strategic planning has been made compulsory in all public administrations, including universities, within the framework of the reforms initiated in public fiscal management in Turkey since the 2000s. In this study, the mission, vision and basic values in the strategic plans of state universities in Turkey were analyzed. 116 state universities were included in the scope of the research. Content analysis method was used in the analysis of mission, vision and basic values. As a result of the analysis, it has been seen that the expressions most frequently used by universities in their mission statements are "to produce information and technology", "devotion to ethical values" and "contribution to regional development". It has been determined that the expressions most frequently used by universities in their vision statements are "to be an internationally recognized university", "innovative" and "knowledge generator". Finally, it has been determined that the most frequently used expressions among the basic values in the strategic plans of state universities are "participation", "transparency", "ethics", "innovation" and "quality".
